‎The Defence Secretary's powers are not explicitly outlined in the Constitution but are derived from the broader constitutional framework (Articles 90, 99, 240, 241, and 245) and supported by laws like the Civil Servants Act, 1973 and the Rules of Business, 1973.

‎These provisions collectively empower the Defence Secretary to manage the administrative and policy functions of the Ministry of Defence and its affiliated institutions.

‎The Defence Secretary works closely with the Chief of Army Staff (COAS), Chief of Naval Staff (CNS), and Chief of Air Staff (CAS) to ensure alignment between civilian and military objectives.

‎However, it's important to note that operational control of the armed forces remains with the respective military chiefs, while the Defence Secretary focuses on administrative and policy-related functions.
