High Court Grants Interim Interdict in P662 Million Education Tender Dispute

The High Court of Botswana has issued a rule nisi suspending the controversial P662 million tender awarded by the Ministry of Child Welfare and Basic Education for integrated STEAM e-learning solutions. The interim interdict, granted on 13 August 2025, restrains the 1st and 4th Respondents from proceeding with contract ex*****on pending determination of the complaint lodged by Tecboe Proprietary Limited, represented by Gobhoza Legal Practice, under Section 139 of the Public Procurement Act 2021.

The matter has been scheduled for hearing on 22 August 2025. The application alleges substantial irregularities in the tender process that awarded the contract to Emeritus Training Academy Botswana (Pty) Ltd.

𝐃𝐂𝐄𝐂 𝐒𝐇𝐀𝐊𝐄-𝐔𝐏 𝐅𝐈𝐑𝐄𝐒 𝐀𝐍𝐓𝐈-𝐆𝐑𝐀𝐅𝐓 𝐁𝐋𝐈𝐓𝐙

In May 2025, Attorney Thabo Malambane was appointed Deputy Director General at the Directorate on Corruption and Economic Crime (DCEC) and immediately hit the ground running.
Part of Malambane’s role is overseeing the agency’s operations, including its investigative work. Since his arrival, sources say there has been significant progress in long-stalled cases. He is understood to form a strong working partnership with his superior, Director General Botlhale Makgekgenene.

The DCEC has long faced allegations of infiltration by elements from the Directorate on Intelligence and Security (DIS). Insiders say that under the new leadership, such interference is now a thing of the past, with the agency’s mandate crystal clear: “Go hard on corruption.”

Personnel changes have also reshaped the leadership of certain investigations, including the Mogoditshane Sub-Land Board corruption case. More changes are reportedly looming at the agency.

One notable addition is a former DIS officer, codenamed “Pull the Trigger,” who joined after Malambane’s appointment. A highly trained undercover investigator, he studied at leading institutions such as Top Ford International Security and EBSSA Tactical Training, and now works alongside another officer, codenamed “SG.”

These two officers are reportedly leading several high-profile cases implicating politicians and senior government officials.

On 23 August 2025, the Botswana Democratic Party (BDP) will travel to Serowe to apologise to Bangwato and Kgosi Kgolo Ian Khama for having previously denied them a Kgotla meeting when they sought to discuss concerns about the former president.

The BDP has expanded its regions from 14 to 16 to address logistical challenges caused by long distances between certain areas. Rammidi confirmed the party had received the DM report and would communicate its findings once it has been studied thoroughly.

He rejected claims that the ongoing forensic audit unfairly targets BDP members, stressing it applies to anyone linked to possible government misconduct. “Let the law take its course… Everyone will be held accountable, regardless of their political affiliation,” he stated

While major coastal cities like Beijing and Shanghai dominate headlines, Hunan, a landlocked province in central China, is shaping how African goods enter Chinese markets and how Chinese businesses expand in Africa.

Hunan’s economic scale is impressive. With a 2023 GDP of approximately US$670 billion, it would rank around 20th globally, surpassing countries such as Switzerland and Poland. The lid was blown off the syndicate following the tragic su***de of Keobiditse Botshwaranye, the Deputy Secretary of the Mogoditshane Sub-Land Board, who was believed to be under growing pressure amid investigations.

His death has triggered a chain of revelations that expose a deeply entrenched land fraud network in the Kweneng region. It has been confirmed that Kgang Kgang has been served with a summons and will soon appear before court to answer to corruption and land fraud charges. The charges stem from a wider investigation by the DCEC, which has been probing irregularities within the Mogoditshane SubLand Board.

Kgang confirmed receiving the court documents but declined to comment further, citing legal advice.

In a groundbreaking move, the Botswana Stock Exchange and the Gaborone City Council have signed a Memorandum of Understanding to pave the way for the country’s first municipal bond. This initiative aims to secure funding for critical infrastructure and urban development projects in the capital.

Hon. Ketlhalefile Motshegwa, Minister of Local Government and Traditional Affairs, hailed the agreement as a transformative step. “Gaborone is Botswana’s economic heartbeat. This partnership unlocks new financing avenues to deliver essential services and uplift our communities,” he said. The bond will allow GCC to raise capital from domestic and international investors.

The collaboration supports Botswana’s broader strategy to diversify funding sources and strengthen capital markets. By introducing municipal bonds, the BSE aims to attract long-term investment while expanding opportunities for local investors. Detailed terms, including bond size and structure, will be disclosed after feasibility assessments.

BSE CEO Aupa Monyatsi noted, “Globally, municipal bonds drive urban growth. We’re proud to champion this model in Botswana, ensuring sustainable development through innovative finance.” The agreement signals a new era of self-reliance for local governments.

Barely two months later, the Board has been dissolved. At the centre of the fallout is a controversial P25 million deal between BR and Life Compass, a company owned by Shadrack Baaitse.

The firm, which has no railway experience and was established less than six months ago, secured the tender without the knowledge of either the Board or the Minister.

According to insiders, senior government officials advised the Minister to disband the Board after tensions between Baaitse and board members escalated. Botswana Railways has also suspended several officials, including its former Acting General Manager Chelesile Malele, following the controversial awarding of a P30 million contract to Life Compass Botswana (Pty) Ltd.
