As per reservation rules it should be that the top 50% should be picked up irrespective of caste and category as General is not for forward 15 % castes but it's an unreserved category for meritorious. Otherwise it's an indirect reservation of 50 percent to 15% forward caste. If someone has brought mark up to level of general category so he is meritorious.
Then in 50 percent reserved category the candidate from their category may be taken. That is the main objective of reservation to pull back weaker sections of the nation in jobs and representation.
