COMMUNIQUE ISSUED BY THE PDP GOVERNORS’ FORUM AT THE END OF ITS MEETING IN ENUGU, ENUGU STATE ON WEDNESDAY, 17TH JULY 2024.

The PDP Governors’ Forum under the leadership of H.E. Governor Bala A. Mohammed, CON, held a meeting at the Enugu State Government House, Enugu, on Wednesday, July 17, 2024.

2. The meeting deliberated on a wide range of issues that border on our critical national interest, the state of our party particularly the forthcoming congress, the unprecedented hardship faced by majority of Nigerians as a result of the dismal performance of the APC-led Federal Government, the minimum wage negotiations, and the recurring issue of inter-governmental relations with special reference to local government autonomy and funding.

3. Following exhaustive discussions and consultations, the meeting resolved as follows:

i. UPCOMING PARTY CONGRESSES

a. In the spirit of the founding fathers of our great party who adopted internal democracy as the fundamental principle on which our party was built, the congresses leading to the election of party leaders, at the various tiers, must be all-inclusive, transparent, fair and in strict compliance with the constitution of the party.

b. To ensure the successful conduct of the congresses across the 36 states of the Federation and the Federal Capital Territory, FCT.

ii. OFF SEASON ELECTIONS

On the off season elections in Edo and Ondo, the forum:

a. Admonishes all the parties to the elections to ensure that campaigns are issues-based, violence-free and in strict compliance with the provisions of the electoral act.

b. Urges the Independent National Electoral Commission (INEC) to provide a level playing field that guarantees transparent, fair and unimpeachable elections as any act of bias will be totally resisted.

c. Urges Mr. President to show leadership as a true democrat by refraining from making any statement suggestive of political interference in the entire process.

iii. THE ECONOMY

The Forum notes with dismay and grave concern the mismanagement of the economy by the APC-led Federal Government.

iv. MINIMUM WAGE NEGOTIATIONS

The minimum wage negotiations are becoming unduly protracted. In the face of the attendant unprecedented hardship and impoverishment of majority of our people, the Forum resolves as follows:

a. That Labour’s demand for a substantial salary raise is eminently justified and therefore commands the total support of the Forum

b. While the Forum fully supports Labour’s demand, agreement must take into consideration the ability to pay by the local government, sub-national and federal government.

b. While negotiations are ongoing, we appeal for restraint in both utterances and actions that could lead to the complete breakdown of law and order and ultimately, the collapse of the economy.

v. SUPREME COURT RULING ON LOCAL GOVERNMENT ALLOCATION

a. The Forum believes in the efficacy of the local government system which ensures that governance is brought closer to the people as provided for in the constitution.

b. Will continue to support the autonomy of the Local Governments as enshrined in the Constitution of the Federal Republic of Nigeria.

c. Forum holds the Supreme Court in the highest esteem, and is committed to obedience to court orders. However, the Forum urges that implementation of the court decision must be done in a manner that does not create a trust deficit between the federal governments and sub-national governments while also ensuring that the system does not suffer.

vi. THE CRISIS IN RIVERS STATE

The Forum notes the crises in the Rivers State Chapter of the party and commits to ensuring peace. The Forum has resolved to stand by His Excellency, Sir Sim Fubara, Governor of Rivers State; while at the same time employ wider consultations with stakeholders for a peaceful resolution and thus find a lasting solution to the crises.

vii. RESTORING THE NATION’S PAST GLORY

The Forum regrets that the 16 years of tremendous development under the PDP-led Federal Government, during which the country witnessed single digit inflation, the establishment of the existing anti-corruption institutions and higher standard of living for every Nigerian has been eroded during the life span of the lacklustre APC-led Federal Government.

The Forum identifies with the Nigerian populace in these troubling times and promises to bring back those good old days, of low inflation rate, affordable food, fuel and transportation, steady FDI inflows resulting in high naira value and the greater quality of human life as recorded.

In that regard, the meeting commended the Governors of PDP-controlled states for their innovative approaches to governance in many fields especially infrastructure, education, health, women and youth initiatives and the timely delivery of developmental projects, across the country.

The forum therefore calls on all Nigerians to refrain from anarchy as we all march towards the return of the PDP to power in 2027.

The meeting thanked the Host, His Excellency, Governor Peter Mbah for hosting the first meeting of the PDP Governors in recent times outside Abuja and for holding the Party together not only in Enugu State but in the entire South Eastern Geo-political Zone; as well as extolled his virtues and achievements as evidenced with major landmark projects and interventions.

Breaking: Adamawa To Construct Dual Carriageway With Another Underpass In Yola

Adamawa State Governor Ahmadu Umaru Fintiri has announced Governments plans to construct 10 meter dual carriageway with underpass from Bekaji roundabout down to the airport.

By this pronouncement, it is anticipated that Bekaji roundabout just like the former police roundabout and Mubi roundabout respectively will be a history paving way for a modern day road infrastructure in Yola, the heart of Adamawa capital city.

Governor Ahamdu Umaru Fintiri disclosed this in a congratulatory dinner organized in his honour after receiving distinguished award for infrastructure development as presented to him by the Nigerian President Bola Ahmed Tinubu in Abuja.

The Governor’s pronouncement has left tongues wagging in the Banquet Hall Government House Yola, venue of the event, a development that further justified his award recipient of the best governor in infrastructure development.

According to the Governor, he has already directed the State Ministry of Works and Energy to ensure by end of July it brought before the state council for approval the said project.

“If we don’t expand on infrastructure, we are not going to attract investors, if they come to our city driving in pot falls and dustbin by the side of the road, who will bring in his money.

“We have to make the town clean, we have to make the town safe and we have to develop the state with modern infrastructure”.

Fintiri maintained that soonest the former Mubi roundabout flyover will be completed, assuring that of AA Lawal junction will be completed in next 6 months.

He added that the 21 Kilometers Super Highway with cloverleaf at the FGGC will also be completed next year. Saying that if completed, the project will serve as impetus for people who owned plot of land in the area to build houses and enjoy good road network.

Governor Umaru Fintiri affirmed that his administration has carried out credible reforms in the state and strengthened institutions which drew attention of world rating agencies.

He revealed that through such reforms, in the past twelve months, the efforts put forward by his administration in the health sector has drew attention of UNICEF who gave the state grant of 45 million US dollars.

Adding that same with the education sector, through government investments in the sector, the state is expected to enjoy a project worth 80 million US dollars.

He expressed his administration’s commitment to actualize the construction of over 2000 modern shops at the former Jimeta shopping complex, Yola market, and the 20 kilometers Federal Housing road network among others.

Fintiri emphasized that the 3 mega science and technical schools to be constructed in the three geopolitical zones, one of them will be dedicated specifically for females.

On the Fintiri Business Wallet, the Governor stresses that every after 3 months 10,000 women and youth would be empowered with cash grant of 10,000 each to support them.

He warned that the Fintiri Business Wallet is meant for the most vulnerable, calling on those saddled with the responsibility of selecting beneficiaries to do justice by ensuring only the right people are selected for the empowerment program.

Governor Fintiri revealed that in the next two years government attention would be moving fully to the 21 LGAs and 226 words with massive intervention that will improve their lives.

Fintiri acknowledged that all he was able to achieve for the state wouldn’t have been possible without the support of the people and urged the citizens to support him, live in peace and unity with one another for the development and progress of the state.

In her goodwill message at the event the State Deputy Governor, Prof. Kaletapwa Farauta, acknowledged that the Infrastructure award was morale booster for the Governor to achieve more for the state in the years ahead.

She appreciated him for his mentorship in the art of leadership saying, that has exposed them especially his cabinet and civil servants in the understanding governance and how it works.

She assured the readiness of women in the state through the support of all the 21 LGA women PDP Vice Chairmen to support the Governor to achieve his set goals and objectives for the state.

Also speaking the ADHA speaker Rt. Hon. Wesley Bathiya, the SSG Barrister Awfwal Tukur, PDP State Chairman, Barrister AT Shehu, State chairman Nigeria Nigeria Labour Congress (NLC), Comrade Emmanuel Fashe and representative of the State Chief Judge, appreciated transformative efforts of the Governor in the state

They acknowledged that Governor Fintiri came at a critical time, the state needed him most and he has succeeded in changing the narrative.

According to them the Governor has written his name in gold and improve status of the state among fast developing states in Nigeria.

They pledged their loyalty and support for the Governor to succeed in the remaining years ahead as he continues with the transformative agenda, he has for the state.

Customs, IPMAN Feud: Adamawa Govt Wades In, Restores Order

The Adamawa State government has resolved the lingering impasse between the state chapter of the Independent Petroleum Marketers Association of Nigeria (IPMAN) and the Nigeria Customs Service (NCS) which resulted to the closure of filling stations and disrupted the supply of premium motor spirit otherwise known as petrol across the state.

IPMAN said the shutdown was to protest alleged seizure of six tanker loads of petrol products by Customs’s Anti-Smuggling Unit, ‘Operation Whirlwind’ while Customs claimed their action is in the interest of curbing smuggling activities in the state.

Addressing journalist shortly after the meeting that lasted for three hours, the state Deputy Governor Professor Kaletapwa Farauta disclosed that the matter has been put to rest as both parties agreed to sheath their swords.

Farauta stated that issues relating to halt in dispensing of fuel in the state have been resolved to ensure adding that normalcy will soon return in the state.

She noted, “the meeting was at the instance of the state government and both parties have agreed to sheath their swords.

“As a family, we have all agreed to sheaths our swords and ensure return of normalcy to reduce hardship on the people.”

The Adamawa/Taraba Area Command of the Nigeria Customs Service Garba Bashir, in his response said the command had agreed to resolve the matter through the mediation of the state government with IPMAN in the state.

Bashir reitrated that customs is not against legitimate activities of IPMAN in the state.

“I can assure you, the deputy governor asked us to reconvene, am sure the matter would be resolved by tomorrow.

Earlier, Comrade Abdulmalik Bello, Secretary IPMAN pointed out that the body would communicate the resolution of the meeting to the leadership of the state chapter.

Bello assured that hopefully, IPMAN would resume work any moment from now.

SEN IYA ABBAS DONATES N10M TO YOLA MARKET FIRE VICTIMS

The Senator Representing Adamawa Central Senatorial District, Rt. Hon. Aminu Iya Abbas, has donated the sum of N10million to the victims of fire disaster in Yola South main market.

The senator donated the money when he visited the market on Thursday to commiserate with the victims of the inferno.

He also pledged to install Solar mini grid to the market to provide electricity to businessmen and women if the state government completes rebuilding the market to ultra modern one.

The distinguished Senator sympathised with the affected traders, Yola South LGC and Adamawa State in general, explaining that he was out of the country on official assignment at the time of the incident.

He said though he had extended his words of comfort and sympathy them while he was away, he deemed it imperative to come in person and commiserate with them.

He expressed that nobody can compensate them on the damages they had incurred, saying that his visit was to enable him render his financial assistance to those affected to cushion the effect of hardship.

He applauded Governor Ahmadu Umaru Fintiri, for his promise to construct a befitting Morden market to end reoccurring fire disasters, assuring that only those operating businesses in the market will be allocated shops in the new market.

In his remarks, the Director General Iya Abbas 2023 Campaign Organisation, Alh. Usman Muhammed Kaura, stated that the Senator came to sympathise with them on the sad incident.

The DG told them that Senator Abbas is a credible leader who has the love of his electorate at heart and found it necessary to come an see them, saying that the Senator is equal to the tasks.

He used the opportunity and gave kudos to Governor Ahmadu Umaru Fintiri for for his administration’s willingness to construct the market.

Also speaking, the PDP Candidate for House of Assembly for Yola South Constituency in 2023, Hon. Adamu Baba Mustapha, commended the Senator for the visit to bring succour to the victims, and described him as a leader par excellence.

In their vote of thanks, the Chairman Gamzaki Traders Association Northern Nigeria, Alh. Ibrahim Muhammed 86 and the Sarki Kasuwa Adamawa Alhaji Umaru Muhammad appreciated Senator Abbas for reaching out to them with the support and wish him a successful tenure.

Earlier, in his welcome address, the Chairman Traders Association Yola South Main Market, Ali Kachalla, thanked the Senator for conveying his condolence message to them at the time of the incident and for coming in person.

A CALL TO ACTION: REGULATE OR BAN NAIJA BET IN ADAMAWA STATE TO CURB SHILA BOYS AND GIRLS' ACTIVITIES

Adamawa State is facing a growing concern that requires immediate attention from the Executive Governor Ahmadu Umaru Fintiri, and heads of security agencies, including the Director of the Department of State Security (DSS) Adamawa State Command , The Commissioner Nigeria Police Force Adamawa State Command , the Nigeria Security and Civil Defense Corps (NSCDC) Adamawa State Command , and the Brigade Commander of the 23 Armoured Brigade Yola Adamawa State. The activities of Naija Bet in all 21 local government areas, particularly in Jambutu Ward, Doubeli Ward, Rumde Ward, and Luggere Ward of Yola North Local Government Area, need to be regulated or banned due to the dangers and consequences they pose to the youth and the community at large.

Naija Bet centers have become a haven for Shila Boys and Girls, who use these locations as hideouts, putting themselves and others at risk. The proliferation of Naija Bet shops has contributed significantly to the increase in criminal activities, violence, and social vices among young people in Adamawa State. It is imperative that we take decisive action to address this issue and ensure the safety and well-being of our citizens.

The dangers and consequences of allowing Naija Bet to continue operating in Adamawa State are numerous:

- Increased criminal activities: Naija Bet centers have become a hub for criminal elements, including Shila Boys and Girls, who use these locations to plan and execute their illegal activities.

- Social vices: The presence of Naija Bet shops has contributed to the rise in social vices such as gambling, drug abuse, and prostitution among young people.

- Economic consequences: The proliferation of Naija Bet shops has led to a significant loss of revenue for the state, as the operators often evade taxes and engage in illegal financial transactions.

- Moral decay: The activities of Naija Bet promote a culture of greed, materialism, and instant gratification, eroding the moral fabric of our society.

If Naija Bet shops are regulated or banned in Adamawa State, the activities of Shila Boys and Girls will significantly reduce, and the state will experience a decrease in criminal activities, social vices, and violence. We urge the Executive Governor and heads of security agencies to take the following steps:

1. Regulate or ban Naija Bet shops in all 21 local government areas of Adamawa State.

2. Conduct a thorough investigation into the activities of Naija Bet operators and their connections to criminal elements.

3. Collaborate with community leaders and stakeholders to educate the public about the dangers of Naija Bet and its impact on society.

4. Provide alternative economic opportunities and social programs for young people to engage in productive activities.

We cannot afford to ignore the dangers posed by Naija Bet any longer. It is time for decisive action to protect our youth, our communities, and our state. We call on the Executive Governor and heads of security agencies to take immediate action to regulate or ban Naija Bet in Adamawa State.

Adamawa State House of Assembly has received 57 nominees for confirmation as Members and Executive Directors of various Boards and Commissions. News Plartform.

The nominees for screening and confirmation for Adamawa State Local Government Service Commission include: Kennedy Dauda, Fibi Nuhu , Amos Drambi , Aliyu Umar Toungo, Barr. Abdulhamid Alkali and Aminu Dahiru

Those nominated for Local Govt Staff Pendion Board are; Dr. Nuhu Tari, Hajiya Habiba Hassan, Musa J. Afraimu, while Ibrahim Abba, Mr. Philemon Bakari Amtonbito, Hon. Jika Mustapha , Sabiru Yari , Hon. Yosi Lerum Jp have been nominated for State Pension Board.

The names of the nominees is contained in a letter sent to the assembly by Governor Ahmadu Umaru Fintiri and read by the Speaker, Rt. Hon. Bathiya Wesley while presiding over Wednesday, plenary session.

After reading the letter, the Speaker directed the nominees to appear before various relevant House Standing Committees for screening and submit their report in the next 2 weeks.

Gov Fintiri Flags Off 18.3km Roads Construction At Fed Housing Estate, Bajabure

Governor Ahmadu Umaru Fintiri performed the groundbreaking ceremony for an 18.3km roads road in and around the Federal Housing Estate in Girei Local Government Area.

The project includes a 3.5km main access road and 14.8km of internal roads. Governor Fintiri highlighted that the project aims to address the area's infrastructure needs and is part of the administration's urban renewal campaign.

The Commissioner of Works and Energy emphasized the project's significance in fulfilling campaign promises and its potential to enhance property value and attract investment.

The Project Manager assured that the firm would prioritize quality and timely completion. Local community leaders expressed gratitude for the project and pledged continued support for the state's progress and development.

Governor Fintiri's Administration Implements Flood Mitigation Measures in Doubeli, Tafida Street, and Beyond

The administration of Governor Ahmadu Umaru Fintiri has embarked on a series of proactive initiatives aimed at mitigating flooding in Doubeli, Tafida Street, and various other parts of Jimeta.

Recognizing the urgent need to address the recurring problem of flooding in these areas, the government has implemented a comprehensive strategy involving desilting, stone pitching, and lean concrete initiatives.

Desilting, the process of removing accumulated sediment and debris from water bodies and drainage channels, forms the cornerstone of the flood mitigation efforts.

The administration has mobilized resources to carry out extensive desilting operations in key waterways and drainage systems across Doubeli, Tafida Street, and other flood-prone areas. By clearing blockages and improving the flow of water, desilting helps to prevent waterlogging and reduce the risk of flooding during heavy rainfall.

In addition to desilting, the government has undertaken stone pitching projects to stabilize riverbanks and shorelines, thereby preventing erosion and minimizing the likelihood of flooding. The strategic placement of stones along vulnerable areas helps to reinforce embankments and protect infrastructure from the erosive forces of flowing water. By fortifying riverbanks and drainage channels with stone pitching, the administration aims to enhance the resilience of Doubeli, Tafida Street, and surrounding areas against flooding events.

Furthermore, the implementation of lean concrete initiatives represents a proactive measure to improve drainage infrastructure and enhance flood resilience. Lean concrete, a mixture of cement, sand, and aggregate with a reduced cement content, is utilized to construct durable and cost-effective drainage structures such as culverts, gutters, and stormwater drains. By upgrading drainage infrastructure with lean concrete components, the government aims to facilitate the efficient conveyance of stormwater runoff, thereby reducing the likelihood of flooding and associated damage to property and infrastructure.

The combined efforts of desilting, stone pitching, and lean concrete initiatives underscore the commitment of Governor Fintiri's administration to safeguarding the lives and livelihoods of residents in Doubeli, Tafida Street, and beyond. By implementing these proactive measures, the government seeks to mitigate the impact of flooding, protect vulnerable communities, and promote sustainable development in the face of climate change challenges.

As the initiatives continue to yield positive results, residents express gratitude to Governor Fintiri and his administration for prioritizing flood mitigation efforts and enhancing the resilience of their communities. Yola Market Fire: Governor Fintiri Directs Constitution Of Committee

Adamawa State Governor, Rt. Hon. Ahmadu Umaru Fintiri has directed for the constitution of a Committee of experts to design and plan a structure that will replace the burnt Yola market.

The remodelled market structure will involve a comprehensive redesign and expansion plan with a more organised and accessible space for business activities.

This follows the Governors visit to the market on Monday where he promised to commence the reconstruction of the facility within one month.

The Committee of experts is to be made up of Architects, Engineers, Town Planners, Quantity Surveyors and Builders amongst others.

The Committee of relevant professionals is to ensure the new structure Is a shopper-friendly destination.

The Committee is to submit its report within three weeks unfailingly.

HON. COMMISSIONER'S MINISTRY OF EDUCATION AND ENTREPRENEURSHIP DEV. ADAMAWA STATE JOINED THE VICE PRESIDENT LAUNCH OUTSOURCING NIGERIA INITIATIVE (OTNI) IN GOMBE STATE.

The Hon. Commissioner Ministry of Education and Human Capital Development Adamawa State Dr. Umar Garba Pella together with his colleague Commissioner of Entrepreneurship Development Adamawa State, Hon. Iliya James attended the Formal launch of Outsource Nigeria Initiative (OTNI) in Gombe state by Vice President of Nigeria, Sen. Kashim Shettima.

The Vice president Speaking at the event, said the nation has embarked on a journey of self-discovery, stressing that it is a paradox for any country to possess the advantages Nigeria has and still rank in the middle or at the bottom of the economic chain.

Were he added that the launching of the ONTI has provided a gateway to the world and a reminder to Nigerians that the nation is an epicentre of knowledge, an incubator of innovation, and a nurturer of brilliance, saying "We can’t take over the world if we don’t know the road to the future, and so we are honoured to join you in this quest."

"For too long, we have overlooked the treasure within our demographic dividends. For too long, we have underestimated our role in the knowledge economy. Far beyond the magnitude of our population and the global utility of our proficiency in English, lies a profound characteristic" Says Vice President.

A coalition comprising retired and active civil servants in Adamawa State extends heartfelt appreciation to Gov Ahmadu Umaru Fintiri for his steadfast commitment to providing additional palliative support amidst the fuel subsidy removal.

Under the leadership of Dr. Hamza Ibrahim, the coalition of retired and active civil servants has issued a statement lauding Governor Fintiri for his unwavering dedication to the welfare of civil servants and pensioners in the state. Highlighting the governor’s decision to provide an additional Ten Thousand Naira palliative to all civil servants and pensioners over the past six months, the coalition emphasized the significant relief this measure has provided during the economic transition period.

The palliative, initially promised until January 2024, has proven crucial in easing financial burdens among civil servants and pensioners, showcasing Governor Fintiri’s responsiveness to the workforce’s needs and his resolute commitment to their well-being.

Moreover, the coalition applauds Governor Fintiri’s recent announcement of allocating Three Billion Naira monthly for the settlement of gratuities owed to retired civil servants, commencing from February 2024. This substantial allocation is anticipated to bring much-needed relief to retired civil servants who have diligently served the state and eagerly awaited the fulfillment of their entitlements

Dr. Hamza Ibrahim, representing the coalition, underscores the significance of timely gratuity payments in recognizing the service and dedication of retired civil servants. He expresses gratitude to Governor Fintiri for prioritizing this crucial matter and taking decisive steps to address it.

In addition to the gratuity settlement, Governor Fintiri’s commitment to implementing the new minimum wage upon completion of necessary processes is viewed as a positive stride towards ensuring fair and equitable compensation for all workers, thereby fostering enhanced morale and productivity within the workforce.

The coalition concludes its statement by reaffirming its unwavering support for Governor Fintiri’s administration and pledges to collaborate closely with the government to further the interests of civil servants and pensioners across Adamawa State.
