The Sangguniang Kabataan (SK), as the elected youth leaders in every barangay, holds the mandate to represent, lead, and serve the youth sector.
Meanwhile, the Katipunan ng Kabataan (KK), composed of all youth residents aged 15 to 30, represents the very community the SK is accountable to and also serves as the highest policy-making body.
SKs plan without full consultation, and KKs remain disengaged or unheard.

Leadership doesn’t happen in isolation. It demands humility, openness, and proactive effort to involve constituents.
✅ 𝗧𝗵𝗲 𝗞𝗞 𝗺𝘂𝘀𝘁 𝗮𝗹𝘀𝗼 𝗿𝗲𝗮𝗰𝗵 𝗼𝘂𝘁 𝗮𝗻𝗱 𝘀𝗽𝗲𝗮𝗸.
Youth participation is a right—but it is also a responsibility. KK members need to show up, ask questions, challenge ideas, and propose alternatives.
📝 The SK Reform Law provides the legal space for youth participation. It is the SK’s role to reinforce and protect it, and the KK’s role to assert and claim it. 𝗕𝗼𝘁𝗵 𝗺𝘂𝘀𝘁 𝗮𝗰𝘁𝗶𝘃𝗲𝗹𝘆 𝗼𝗰𝗰𝘂𝗽𝘆 𝗮𝗻𝗱 𝗱𝗲𝗳𝗲𝗻𝗱 𝘁𝗵𝗶𝘀 𝗱𝗲𝗺𝗼𝗰𝗿𝗮𝘁𝗶𝗰 𝘀𝗽𝗮𝗰𝗲.
This partnership needs to be grounded in trust, respect, and a shared vision for change.
Programs, consultations, and assemblies shouldn’t be checklist activities. Hindi dapat transactional. They should be processes of co-creation and co-authorship of progress.
And it must be more than representative; it must be inclusive, transparent, and responsive.
A model governance where youth are not only beneficiaries but co-leaders of transformation.
