*Commissioner Nepomuceno Orders Suspension of Unserved LOAs and MOs to Ensure Lawful Enforcement*

In his first official policy move as head of the Bureau of Customs (BOC), Commissioner Ariel F. Nepomuceno issued a memorandum on July 2, 2025 suspending the implementation of all previously approved but unserved Letters of Authority (LOAs) and Mission Orders (MOs).

The directive applies to all LOAs and MOs issued prior to July 2 that have yet to be served and covers all units under the Intelligence and Enforcement Groups. The memorandum also instructs concerned Deputy Commissioners to submit a comprehensive status report on all LOAs and MOs issued from January 1 to June 30, 2025, within 24 hours of receipt.

This measure reflects Commissioner Nepomuceno’s intent to review all pending enforcement actions and ensure that operations are properly tracked and aligned with current priorities. “We are implementing this step to clearly determine what actions are still pending and to ensure that all enforcement efforts are legally sound, properly documented, and aligned with the Bureau’s direction moving forward,” he stated.

The suspension is part of a broader effort to restore discipline in field operations, prevent unauthorized or outdated enforcement activities, and reinforce the agency’s commitment to lawful and transparent practices.

The Bureau of Customs remains aligned with the directive of President Ferdinand R. Marcos Jr. to professionalize government operations and intensify efforts against smuggling and revenue leakage. *New Customs Commissioner Officially Assumes Post*

Marking a new chapter for the Bureau of Customs (BOC), newly appointed Commissioner Ariel F. Nepomuceno formally assumed office on Tuesday, 01 July 2025.

Commissioner Nepomuceno brings to the BOC years of experience in public service, having previously held key leadership roles including Executive Director of the National Disaster Risk Reduction and Management Council and Undersecretary of the Office of Civil Defense.

Prior to his current appointment, former Office of Civil Defense Undersecretary served the BOC as Deputy Commissioner of the Enforcement Group from 2013 to 2017 and as Assistant Commissioner from 2017 to 2018. His extensive experience in enforcement and leadership, coupled with his background in public administration, is anticipated to support the BOC’s continued evolution into modern and credible customs administration, while reinforcing its institutional reform and enforcement priorities.

Commissioner Nepomuceno reaffirmed his full commitment to President Ferdinand R. Marcos, Jr.’s directives, focusing on the agency’s core mandates: boosting revenue collection, facilitating legitimate trade, combating smuggling, and fostering a professional and integrity-driven workforce.

He also emphasized the importance of continuity and collaboration, pledging to build on the gains achieved by the BOC under previous leadership while introducing strategic innovations in digitalization, enforcement, and stakeholder engagement.

Outgoing Commissioner Bienvenido Y. Rubio, who led the BOC from February 2023 to June 2025, expressed his full support for Commissioner Nepomuceno and the agency’s ongoing transformation.

During his tenure, Rubio steered the BOC to record revenue collections of PHP 883 billion in 2023 and about PHP 916 billion in 2024, consistently surpassing annual targets. Parallel enforcement gains saw seizures jump from PHP 43.29 billion worth of illicit goods in 2023 to PHP 85.16 billion in 2024 through more than 2,100 operations, demonstrating a markedly stronger anti smuggling posture.

Rubio’s administration also pushed lasting digital reforms: 161 of 166 core customs processes were automated, achieving a 96.99% digitalization rate and sharply reducing face to face transactions. Key trade facilitation tools launched during this period include the Enhanced e-Travel Customs System, the Overstaying Cargo Tracking System, the ATA Carnet Monitoring System, and the National Customs Intelligence System— platforms that collectively streamline declarations, track cargo in real time, and integrate data sharing across agencies for faster, more transparent border clearance.

As Commissioner Nepomuceno officially takes the helm, the BOC stands poised to further strengthen its role as a key institution in revenue collection, trade facilitation, border protection, and public service delivery— anchored on professionalism, transparency, and integrity.

*BOC Seizes ₱34 Million Worth of Misdeclared Agricultural Goods*

In line with President Ferdinand “Bongbong” Marcos Jr.’s directive to intensify the enforcement of the Anti-Agricultural Economic Sabotage Act, the Bureau of Customs Port of Manila (BOC-POM) seized over ₱34 million worth of misdeclared agricultural products.

To underscore the agency’s heightened enforcement efforts, Assistant Commissioner Atty. Vincent Philip C. Maronilla, Deputy Commissioner Michael C. Fermin, POM District Collector Alexander Gerard E. Alviar, together with Department of Agriculture (DA) Secretary Francisco P. Tiu Laurel, Jr., inspected the seized goods on July 1, 2025, with the participation of the Department of Health and the Food and Drug Administration.

The shipments from China, which arrived on May 27 and June 1, 2025, were declared as assorted food items such as mantou, egg noodles, and kimchi. Upon issuance of alert orders and conduct of a physical inspection on June 10, the containers were found to contain red onions, white onions, and frozen mackerel, with an estimated value of ₱34,203,504.38.

Based on price monitoring by the DA, the estimated fair market values were ₱10.2 million for red onions, ₱3.8 million for white onions, and ₱20.08 million for frozen mackerel.

On June 23, 2025, a Warrant of Seizure and Detention (WSD) was issued for the goods due to misdeclaration and lack of the necessary import permits, which constitute violations of Section 117 in relation to Section 1113 of the Customs Modernization and Tariff Act (CMTA). These provisions authorize the seizure and forfeiture of improperly imported items.

District Collector Alviar expressed his support for the continued vigilance of the Port of Manila, saying, “This operation reflects our strong commitment to protecting the local industry and ensuring that our port remains a frontline defense against agricultural smuggling.”

The BOC remains steadfast in its mission to secure the country’s borders, ensuring that only legitimate and properly declared goods enter the country, protecting our farmers and upholding fair trade for the benefit of the Filipino people.

*BOC-NAIA Foils Smuggling of PhP6.7 Million Worth of Shabu*

In line with President Ferdinand R. Marcos Jr.’s directive to intensify the national campaign against illegal drugs and reinforce border security, the Bureau of Customs – Ninoy Aquino International Airport (BOC-NAIA), in coordination with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), successfully intercepted a shipment containing Methamphetamine Hydrochloride, commonly known as shabu, with an estimated street value of PhP6,721,800.

The illegal drugs, weighing 988.5 grams, were discovered during an inspection at the Central Mail Exchange Center (CMEC) in Pasay City, and was misdeclared as “ladies wear and bags.”

The claimant of the seized contraband was turned over to PDEA for criminal prosecution for violations of Republic Act No. 9165 (Comprehensive Dangerous Drugs Act of 2002) and Republic Act No. 10863 (Customs Modernization and Tariff Act).

Customs Commissioner Bienvenido Y. Rubio reaffirmed the bureau’s commitment: “We remain steadfast in our mission to safeguard the nation’s borders and protect our communities from the dangers posed by illegal drugs.”

This latest interdiction underscores the Marcos administration’s ongoing efforts to combat drug trafficking through strengthened inter-agency collaboration.

Under the leadership of District Collector Atty. Yasmin O. Mapa, BOC-NAIA continues to enhance enforcement strategies, improve shipment screening, and work closely with partner agencies to block the entry of illicit substances.

*PH Customs Strengthens Regional Cooperation and Trade Security at WCO Asia Pacific Conference in Hong Kong*

In support of President Ferdinand R. Marcos Jr.’s directive to promote trade facilitation, digitalization, and regional cooperation, Bureau of Customs (BOC) Commissioner Bienvenido Y. Rubio represented the Philippines at the 26th World Customs Organization (WCO) Asia Pacific Regional Heads of Customs Administrations (RHCA) Conference held in Hong Kong, China, from May 18 to 22, 2025.

The BOC, through Commissioner Rubio, reaffirmed its commitment to working closely with neighboring countries to make trade faster, safer, and more efficient — a move that benefits not just businesses but also ordinary Filipinos who rely on imported goods and secure borders.

Joining Commissioner Rubio were Collector Rechilda T. Oquias and key BOC officials who showcased the Philippines’ efforts in modernizing customs processes, fighting smuggling, and strengthening partnerships with the private sector. They shared the country’s best practices in digital transformation and border enforcement, which aim to make doing business easier and to build stronger protection against illegal trade.

The high-level discussions brought together customs leaders from across the Asia Pacific region to tackle major issues such as e-commerce, trade security, regional cooperation, and technology-driven customs solutions. It also marked the formal welcome of newly appointed customs heads from Australia, China, Hong Kong, Iran, Japan, Macao, and Maldives. Regional entities focused on capacity building, intelligence, and private sector engagement reported their achievements and relevant progress over the past year.

Primary outcomes of the conference included the reaffirmation of the region’s commitment to the WCO Strategic Plan 2022–2025 and the formation of the Regional Strategic Plan Working Group for 2024–2026.

Commissioner Rubio actively joined discussions and highlighted the Philippines’ contributions to regional customs initiatives. He reaffirmed the country’s participation in the Regional Office for Capacity Building (ROCB A/P), which provides training and support to strengthen the skills and capabilities of customs officers across the Asia Pacific. He also emphasized continued cooperation with the Regional Intelligence Liaison Office (RILO A/P) through the Customs Enforcement Network (CEN) — a platform that enables customs authorities to share intelligence and coordinate efforts to stop smuggling and other illegal cross-border activities. These efforts help keep trade secure and protect consumers from harmful and counterfeit products.

Additionally, the Philippines shared the successful establishment of the Customs Industry Consultative Advisory Council (CICAC), which is first in BOC’s history under the leadership of Commissioner Rubio. The council is aimed at fostering deeper collaboration between government and stakeholders.

The active participation of Commissioner Rubio and the alignment of the BOC’s 5-Point Priority Programs with regional strategies reflect the Philippines’ strong commitment to building a future-ready customs system that supports national growth, protects public welfare, and makes the country a more reliable and competitive trading partner in the region.

ISRAELI DIPLOMAT COMMENDS PAIRCARGO / PORT OF NAIA

The Israeli Ambassador to the Philippines, HIS EXCELLENCY ILAN FLUSS, invited Special Deputy Collector Dr Siegfred L. Manaois of the Paircargo Assessment Composite Division, Port of NAIA Bureau of Customs, to the 77th Independence Day celebration of Israel held at the Fairmont Hotel in Makati City, last May 22, 2025.

The Embassy of Israel, through Head of Administration and Consul Moti Cohen, commended the Trade Facilitation Program of Paircargo NAIA, which had been praised by numerous multinational companies and diplomatic missions for its outstanding customs clearance processing that resulted in the speedy release and delivery of vital cargoes.

The Enhanced Trade Facilitation Plan of Paircargo is in line with the Five Point Program of Customs Commissioner Bienvenido Y. Rubio and is under the direct supervision of District Collector Atty Maria Yasmin Obillos-Mapa.

*President Marcos Jr. Acknowledges BOC for FATF Compliance Initiatives*

On Monday, 05 May 2025, President Ferdinand R. Marcos Jr. acknowledged and thanked the Bureau of Customs (BOC) for its significant contribution to the Philippines’ successful exit from the Financial Action Task Force (FATF) Grey List. It took three (3) arduous years, ten (10) reporting cycles, and face-to-face encounters with the FATF before the country was finally delisted.

Recognizing the adverse effects of the grey listing, the President issued Memorandum Circular No. 37 in October 2023, directing all relevant government agencies to promptly address the action plan items imposed by the International Cooperation Review Group. The BOC is one of these agencies covered by the Circular for its role in monitoring and ensuring that only legitimate cross-border movement of cash and monetary instruments is allowed. The importance of exiting the grey list was further emphasized when the President called for a high-level meeting on the first hour of the first working day of 2024.

Under the guidance of Department of Finance Secretary Ralph G. Recto, the BOC has effectively ensured its enforcement programs were closely aligned with the country’s broader fiscal and financial governance priorities.

Working alongside its partner agencies to bolster the country's compliance with FATF standards, the BOC’s robust border enforcement contributed directly to the country’s favorable assessment during the FATF On-site Visit in January 2025. The FATF was particularly impressed by the BOC’s key reforms, leading to a 455-fold increase in currency declarations and 194 seizures in 2024—surpassing the total interdictions in the last 10 years combined.

During the awarding ceremony, the President thanked the awardees for answering the clarion call. “The individuals we recognized today made this victory possible. They are the ones who worked towards creating a resilient framework to safeguard our financial system from criminal and terrorist activities,” the President remarked.

42 institutional partners and over 200 individuals were recognized in the ceremony. President Marcos Jr. personally awarded Certificates of Commendation to Commissioner Bienvenido Y. Rubio and Deputy Commissioner Atty. Teddy S. Raval of the Enforcement Group.

"We view this success as both a validation and a responsibility. The Bureau of Customs will continue to evolve and innovate to safeguard the country against illicit financial flows and uphold its reputation in the global community,” said Commissioner Rubio.

In addition to the recognition of Commissioner Rubio and Deputy Commissioner Raval, 10 other BOC officials and employees were also commended for their invaluable contributions to the country’s successful exit from the FATF Grey List. The commendations were conferred by National Anti-Money Laundering/Counter-Terrorism Financing Coordinating Committee (NACC) Chairman and Executive Secretary Lucas P. Bersamin. These included key figures from various collection districts and divisions, namely Ninoy Aquino International Airport District Collector Maria Yasmin Obillos-Mapa and Deputy Collector for Operations Wilnora L. Cawile; Port of Clark Deputy Collector for Passenger Service Atty. Danilo G. Ballena, Jr.; Port of Manila Deputy Collector for Operations Atty. Gerard Turiano; Chief of the Prosecution and Litigation Division Atty. Christopher Dy Buco and Atty. Rod H. Pino from the Legal Service; SP/Capt. Vincent Mark S. Malasmas, SP/Lt. Danilo A. This achievement highlights the BOC’s ongoing commitment to securing the Philippines’ financial integrity. Moving forward, the BOC will continue to embrace innovation, strengthen partnerships, and enhance its workforce to effectively combat illicit financial flows and uphold the country’s standing in the global community.

The Bureau of Customs - Port of Subic marked a significant milestone with the ceremonial turn-over of leadership on April 28, 2025 at the Port of Subic. In a solemn and meaningful Passing of the Flag, outgoing District Collector Atty. Marlon Fritz B. Broto, MNSA, formally handed over the stewardship of the Port to the newly appointed District Collector, Noel C. Estanislao.

The ceremony symbolized a peaceful and dignified transfer of leadership in the Port’s continuing commitment to excellence in trade facilitation, border protection, and revenue collection. Outgoing District Collector Broto, who served with dedication and distinction, was recognized by District Collector Estanislao for his numerous contributions, including initiatives that strengthened stakeholder engagement, operational efficiency, and organizational development in line with the Bureau’s 5-Point Priority Program under Commissioner Bienvenido Y. Rubio.

In his valedictory message, Atty. Broto expressed his heartfelt gratitude to the officers, employees, stakeholders, and partner agencies for their steadfast support throughout his tenure. Collector Noel C.
