"That Trump was still on the campaign trail, before he won his second term so perhaps nobody took him seriously. But he was serious and he seriously believes that by imposing these tariffs he will encourage American companies to “re-shore” their factories and get back to employing American workers to make the consumer and capital goods that the USA has been importing for the past 30 years or so. Maybe even provide an incentive for foreign companies to build their plants in America to avoid the tariff bills. He knows that everyone wants access to the American consumer market and he’s betting on leveraging that desire to his advantage."
