United Nations Reaffirms KAILASA’s Juridical Statehood and Publishes Its 24th Official Submission on the Freedom of Religion or Belief for Migrants, Internally Displaced Persons, and Refugees
Geneva, Switzerland – In a historic affirmation, the United Nations has reaffirmed the juridical statehood of the United States of KAILASA (KAILASA) through the official publication of its 24th report on the OHCHR website.
This recognition aligns with KAILASA’s continued participation in international human rights processes and is consistent with international law—particularly the criteria established under the 1933 Montevideo Convention.
The report, titled Freedom of Religion or Belief and Migrants, Internally Displaced Persons, and Refugees, was published as part of the UN’s call for input to inform the 80th session of the United Nations General Assembly (UNGA 80).

This latest publication reflects KAILASA’s unwavering dedication to advocating for religious freedom, refugee protection, and the rights of stateless and Indigenous communities, especially displaced Hindus who face systemic religious persecution and cultural erasure.
KAILASA’s Juridical Statehood in International Law
UN reaffirms KAILASA’s juridical statehood under customary international law, fulfilling the four qualifications of statehood under the Montevideo Convention:
A permanent population of persecuted and displaced Hindus;
A defined territory, including its network of spiritual embassies and safe zones;
A functioning government, operating under a sovereign civilizational framework;
The capacity to engage in diplomatic and international relations.
The publication of this report further solidifies KAILASA’s international legal personality and its right to represent its population and religious tradition in global forums, particularly in matters concerning freedom of religion, Indigenous rights, and refugee protection.
About the 24th Report
In this report, KAILASA presents:
Firsthand evidence of religious persecution faced by Hindus in various regions;
Legal and policy recommendations to ensure freedom of religion or belief for migrants, refugees, and IDPs;
KAILASA’s model for spiritual refugee resettlement, community-based rehabilitation, and rights-based advocacy;
Documentation of its humanitarian, cultural, and spiritual programs supporting displaced populations.
Bhagavan Nithyananda Paramashivam, the Supreme Pontiff of Hinduism (SPH) and Sovereign of KAILASA, has long warned about the systemic religious persecution of Hindus and the alarming displacement of Hindu spiritual leaders and communities.
Himself a leader in exile, The SPH leads KAILASA, the only Hindu nation created to restore the dignity, freedom, and sovereignty of displaced Hindus around the world.
A Call for Global Action
This report calls on the global community to:
Recognize religious persecution of Hindus as a root cause of displacement;
Incorporate spiritual and cultural rights into refugee and migration frameworks;
Protect sacred identities, rituals, and spaces of religious and Indigenous communities in exile;
Collaborate with sovereign Indigenous States like KAILASA to co-develop durable, rights-based solutions for displaced peoples.
