ATV fatality

Cornettsville,KY

Friday July 25th, 2025

On Friday evening PCSO was dispatched to an ATV accident at Bull Creek in the Cornettsville community of Perry County.

As a result of the accident, one man, Joseph Brett Ray, age 28 of Bulan, was fatally injured. He was pronounced deceased by the Perry County Coroners office at the scene.

God bless the family in this terrible time of loss for them.

Flash Flood Warning for... Southwestern Breathitt County in southeastern Kentucky... Central Owsley County in southeastern Kentucky... Northwestern Perry County in southeastern Kentucky...

Until 545 PM EDT.

At 238 PM EDT, Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 1 and 3 inches of rain have fallen. Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Flash flooding is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Radar.

IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

Some locations that will experience flash flooding include... Booneville, Buckhorn, Arnett, Lucky Fork, Cowcreek, Ricetown, Morris Fork, Gobbard, Houston, Sebastian, Valjean, Eversole, Southfork, Dalesburg, Chestnut Gap, Crockettsville, Sebastian's Branch, Talbert, Conkling and Turin.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.

Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

* WHERE...Portions of east central, northeast, south central, and southeast Kentucky, including the following counties, in east central Kentucky, Bath, Elliott, Estill, Fleming, Menifee, Montgomery, Powell and Rowan. In northeast Kentucky, Johnson and Martin. In south central Kentucky, Laurel, McCreary, Pulaski, Rockcastle and Whitley. In southeast Kentucky, Bell, Breathitt,
Clay, Floyd, Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin, Morgan, Owsley, Perry, Pike and Wolfe.

* WHEN...From 2 PM EDT this afternoon through this evening.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
