President Macron Hosts Working Lunch with President Boakai at Élysée Palace-Focus on Strengthening Liberia-France Relations

French President Emmanuel Macron on Thursday hosted Liberian President Joseph Nyuma Boakai, Sr., and his delegation at the Élysée Palace for a high-level working lunch centered on deepening bilateral cooperation and exploring new areas of partnership between Liberia and France.

During the cordial engagement, President Macron congratulated President Boakai on his successful visit to the United States and praised his impactful participation in recent engagements at the White House. The French leader also extended warm congratulations to Liberia on its election to the United Nations Security Council, describing the achievement as a mark of confidence in Liberia’s renewed leadership role on the global stage.

In response, President Boakai expressed appreciation to the Government and people of France for their hospitality and reaffirmed Liberia’s commitment to strengthening its longstanding ties with France. He outlined key national priorities under his administration’s ARREST Agenda focusing on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism while underscoring the vital roles of health, energy, and technology in advancing inclusive development and economic transformation.

President Boakai emphasized Liberia’s drive to create jobs, expand vocational and technical training for young people, and attract sustainable investment that empowers local communities.

In support of these priorities, President Macron invited the French Development Agency (AFD) to present ongoing and proposed projects in Liberia. Both leaders agreed to revive key infrastructure and agricultural initiatives that had been stalled in recent years and to expedite project implementation under the Boakai administration.

The two presidents also discussed enhanced cooperation in agriculture, with a particular focus on supporting forest-dependent communities and promoting sustainable farming practices.

Liberia’s Minister of Finance and Development Planning, Hon. Augustine Kpehe Ngafuan, briefed the meeting on current challenges in health, education, energy, and water and sanitation. He noted that the Government has deployed over US$115 million in emergency interventions to sustain essential services amid recent aid reductions.

The discussions further covered the resumption of major infrastructure projects and cooperation on regional peace and security. Given Liberia’s proximity to the Sahel and its strategic role in the Mano River Union, both leaders underscored the need for stronger collaboration to promote subregional stability.

Looking ahead, President Boakai and President Macron discussed the upcoming African Union–European Union (AU–EU) Summit in Angola. Liberia’s Minister of Foreign Affairs, Hon. Sara Beysolow Nyanti, highlighted the country’s active engagement in shaping the summit’s agenda on Women, Peace, and Security. President Macron commended Liberia’s leadership on the issue and welcomed efforts to strengthen AU–EU cooperation in development financing across Africa.

The meeting concluded with both presidents agreeing to expand the planned December 8 visit of the French Mission to Liberia, which will now include not only training for Liberia’s UN Security Council team at the Ministry of Foreign Affairs but also a broader dialogue on peace, border management, and critical areas of security cooperation.

President Boakai Meets French President Macron-Talks Focus on UN Security Council, Development, and Strengthening Bilateral Ties

President Joseph Nyuma Boakai, Sr. on Thursday met with French President Emmanuel Macron at the Élysée Palace in Paris, marking a significant step in deepening diplomatic and development cooperation between Liberia and France.

The high-level discussions centered on strengthening bilateral relations, expanding economic and technical partnerships, and advancing Liberia’s role within the United Nations system.

President Boakai, recalling Liberia’s proud legacy as Africa’s oldest republic and one of the four original signatories to the UN Charter, underscored that Liberia’s recent election to the UN Security Council as a non-permanent member represents both a historic milestone and a strategic opportunity for the country.

Despite its foundational role, Liberia remains the only one among the four original African signatories that has never served a full term on the Council. President Boakai therefore called on France to support Liberia’s bid to chair or co-chair four of the Council’s sanctions committees when deliberations advance to the P5 level.

The two leaders also discussed France’s continued support toward Liberia’s national priorities including inclusive growth, women’s empowerment, disability inclusion, and youth employment.

Both Presidents agreed to translate the outcomes of their meeting into tangible actions through structured follow-up and technical cooperation.

In a warm gesture of friendship, President Boakai invited President Macron to pay a state visit to Liberia an invitation the French leader graciously accepted. Their respective foreign ministries are expected to work out the modalities and timelines for the upcoming visit.

President Boakai expressed deep appreciation to President Macron and the people of France for their continued partnership and commitment to Liberia’s development and democratic progress.

Minister of Commerce Leads Signing of Controversial MIP Resolution in Alleged Breach of PPCC and PFM Laws

Several government ministries and agencies have reportedly signed a resolution approving a US$429,009 budget for rehabilitation works at the Monrovia Industrial Park (MIP), a move that critics say violates the Public Procurement and Concessions Commission (PPCC) and Public Financial Management (PFM) laws.

The resolution, signed during the Inter-Agency Advisory Board’s second called meeting on October 22, 2025, was chaired by the Ministry of Commerce and Industry (MoCI) and endorsed by representatives from the Ministries of Public Works, Justice, Labor, and Finance, among others.

According to the document, the Board authorized immediate interventions, including construction, security, and publicity services within the MIP, while also instructing the MoCI to engage a private developer under a Public-Private Partnership (PPP) or Build-Operate-Transfer (BOT) arrangement.

However, procurement experts argue that these approvals bypass mandatory bidding procedures and feasibility reviews required under the PPCC Act, which mandates open competition for all public contracts above specific thresholds.

According to sources, the Board’s decision undermines provisions of the PFM Law, which require prior expenditure authorization from the Ministry of Finance and Development Planning (MFDP) and vetting by the PPCC before any public funds are committed.

The alleged unilateral approval of the US$429,009 budget without these safeguards, they warn, could invite misuse of public resources and potential conflicts of interest.

Officials at the Ministry of Commerce have defended the resolution, saying it was intended to “fast-track urgent rehabilitation works” needed to protect the remaining 200 acres of the park from continued encroachment.

A senior official of the MOCI argues that urgency does not exempt ministries or agencies from compliance with PPCC regulations, which outline specific procedures for emergency procurement that still require transparency and documentation.

The resolution also calls for the hiring of a private legal practitioner to help reclaim encroached lands, a provision which could again breach procurement laws if executed without proper solicitation.

Pressures are now on the anti-graft institutions like the PPCC and the General Auditing Commission (GAC) to launch a formal probe into the Board’s actions to determine whether any statutory violations occurred.

The controversy surrounding the MIP Board’s decision underscores ongoing struggles with accountability, fiscal discipline, and transparency in public sector management.
