City will spend $600K a year for the next two years on a Downtown Mall cleaning crew. Money well spent?

DTM - This isn’t the first time the city has approved a Downtown Ambassadors pilot program. In fact, this 2012 C-Ville Weekly story [https://c-ville.com/city-council-approves-downtown-ambassadors-program-to-improve-mall-safety/] about such a program — launched a few months after benches on the Downtown Mall were famously removed in an effort to deter panhandling — sounds like it was written last week. Joan Fenton said the Downtown business community has pushed for this type of program for years, and she thinks it will make the Mall a more welcoming place. — Cville Weekly, September 11, 2012.

And as the Daily Progress reported, the city launched the 2012 ambassadors program to “help quell the concerns of downtown business owners, who said public drunkenness, fighting and lewd behavior on the mall were driving business away.”

The city has contracted with a company called Block by Block for two years in an effort to address concerns about “cleanliness and safety” on our pedestrian mall.

Over 5,000 people attended this year's Charlottesville Pride Festival on the DTM.

"The energy was fantastic," Nick Hutchins, president of Charlottesville Pride, which presents the annual event, wrote in an email to The Daily Progress. "Many vendors and guests came up to our team to share how much fun they were having and to tell us that it felt like the festival has felt bigger and better each year over the past four years (since we had to pause for two years at the beginning of the pandemic). Great attendance, great weather, great vibes all around."

Richmond-based Athens Building Corporation has been awarded the contract to build a restroom at Riverview Park. There were two bids submitted for the project, one from Athens for $461K, and one from Harrisonburg Construction Company, which bid $687K in 2023 for the project, for $549K. The city has said its budget for the project is $450K. According to the project description, Athens will install a Smith-Midland Easi-Set Sierra Flush Precast restroom with ADA compliant water fountains and electric timer locks.
