Respected Sir/Madam
I urge the AICTE Expert Committee to incorporate the following three suggestions while finalizing the Draft Professional Engineers Bill 2025. These changes will ensure a fair, inclusive, and progressive framework for engineering professionals in India while upholding the contributions of IEI and AMIE graduates.
1.The Draft Professional Engineers Bill 2025 does not explicitly mention the eligibility of AMIE graduates for registration under the Indian Professional Engineers’ Council (IPEC).If AMIE graduates (post 31.5.2013 enrolled) are excluded from the Professional Engineer (PE) certification, their professional growth, job prospects, and higher education opportunities will remain restricted thereFore please Consider AMIE graduates Engineers. If required, a bridging mechanism or an assessment process can be introduced to validate the competencies of AMIE graduates and grant them PE status and ensure their rightful place in the engineering profession.AMIE degree holders should be eligible for registration as Professional Engineers (PE) under IPEC.No retrospective disqualification should be imposed on AMIE graduates who enrolled after 31.05.2013.

2 The Institution of Engineers (India) (IEI), with its 104-year legacy, statutory status, and nearly 2.6 lakh graduate engineer members, should be a permanent Governing Board member and have proportional representation in IPEC. Its expertise in engineering certification and regulation makes it best suited to handle IPEC's responsibilities.

3.Provision to add Another category of Professional Titles / Category of Engineers for Engineering Diploma like in Another Countries( United Kingdom,Europe,Canada,Australia,Ireland ,South Africa,New Zealand
and Sri Lanka) already providing registration for Engineering Diploma that details provided in following:-
