24th November 2025 is the 71st Anniversary of the formation of National Federation of P & T Employees ( NFPTE), the mighty organisation which organised many historic struggles along with Confederation, raising the just and reasonable demands of Central govt employees.
NFPTE was formed in 1954 by merging all existing unions in P&T Department. Unions in P&T were formed as early as the first decade of 20th century and organised many struggles in the first two decades and achieved important demands. Babu Tarapada Mukherjee, Henry Barton and V.G.Dalvi were the founding fathers of the three main unions. Some of these leaders also were part of formation of AITUC, the first Trade Union in the country. The epic 22 days struggle of P&T workers in 1946 in which the British rulers were compelled to concede all the demands raised, is considered as part of Independence Struggle.
Formation of NFPTE in 1954 and Confederation of CG Employees in 1956 gave a new life to the central govt employees movement. The result was the magnificient strikes of 1960 and 1968 in which a number of comrades became martyrs for the cause of the working class. The main demands were needbased minimum wage and DA according to cost of living index.
The second demand is achieved and struggles continue for the first. Of course, much improvement have taken place and the demand is now raised by the entire working class.
The heroic strike of 1974 was another mile stone. The railway workers were the real heroes who fought till the last. The strike was brutally suppressed by the government, but the demand of was achieved by 1979.
Comrades Dada Ghosh, O.P.Gupta, K.G.Bose,P.S.R.Anjaneyulu, N.J.Iyer, K.Adinarayana and many others led the movement through those difficult times.
Consequent to bifurcation of P&T Department, NFPTE was bifurcated in to NFPE and NFTE in 1986. The history of both is also that of struggles, although vaccilation took place sometimes.

Since 1991, both the UPA as well as NDA govts had aggressively taken the disastorous path of globalisation, privatisation and liberalisation causing more and more misery to the people. Public Sector Units are being privatised. The present Modi Govt has declared that ' business is not the business of the govt' and is selling the PSUs to corporates for a song. Rights of workers are being curtailed. Working class as well as Kisans are on struggles for existence. P&T workers are also part of this great struggle.

On this 71st anniversary of NFPTE we salute all those leaders and workers who lived and showed a dedicated and militant path for the future generations. Red Salute to those martyrs who sacrificed their in valuable lives so that the future generations may live a better life.
24 नवंबर 2025 को नेशनल फेडरेशन ऑफ पी एंड टी एम्प्लाइज (एनएफपीटीई) के गठन की 71वीं वर्षगांठ है, यह एक शक्तिशाली संगठन है जिसने केंद्रीय सरकार के कर्मचारियों की न्यायोचित और उचित मांगों को उठाते हुए परिसंघ के साथ कई ऐतिहासिक संघर्षों का आयोजन किया। एनएफपीटीई का गठन 1954 में पी एंड टी विभाग में सभी मौजूदा यूनियनों को मिलाकर किया गया था। पी एंड टी में यूनियनों का गठन 20वीं सदी के पहले दशक में ही हो गया था और पहले दो दशकों में कई संघर्षों का आयोजन किया और महत्वपूर्ण मांगें हासिल कीं। बाबू तारापद मुखर्जी, हेनरी बार्टन और वी.जी. दलवी तीन मुख्य यूनियनों के संस्थापक पिता थे। इनमें से कुछ नेता देश के पहले ट्रेड यूनियन एटक के गठन का भी हिस्सा थे। 1946 में पी एंड टी श्रमिकों का महाकाव्य 22 दिनों का संघर्ष जिसमें ब्रिटिश शासकों को उठाई गई सभी मांगों को मानने के लिए मजबूर होना पड़ा, स्वतंत्रता संग्राम का हिस्सा माना जाता है। 1954 में एनएफपीटीई और 1956 में सीजी कर्मचारियों के परिसंघ के गठन ने केंद्रीय सरकार के कर्मचारियों के आंदोलन को एक नया जीवन दिया। इसका परिणाम 1960 और 1968 की शानदार हड़तालें थीं, जिसमें कई साथी मज़दूर वर्ग के हित के लिए शहीद हो गए। मुख्य माँगें ज़रूरत के हिसाब से न्यूनतम मज़दूरी और जीवन-यापन सूचकांक के अनुसार डीए थीं। दूसरी माँग पूरी हो गई और पहली के लिए संघर्ष जारी है। बेशक, बहुत सुधार हुआ है और अब पूरे मज़दूर वर्ग द्वारा माँग उठाई जा रही है। 1974 की वीरतापूर्ण हड़ताल एक और मील का पत्थर थी। रेलवे कर्मचारी असली नायक थे जिन्होंने आखिरी दम तक लड़ाई लड़ी। सरकार ने हड़ताल को क्रूरता से दबा दिया, लेकिन 1979 तक माँग पूरी हो गई। कॉमरेड दादा घोष, ओ.पी. गुप्ता, के.जी. बोस, पी.एस.आर. अंजनेयुलु, एन.जे. अय्यर, के. आदिनारायण और कई अन्य लोगों ने उस कठिन समय में आंदोलन का नेतृत्व किया। पी एंड टी विभाग के विभाजन के परिणामस्वरूप, एनएफपीटीई को 1986 में एनएफपीई और एनएफटीई में विभाजित किया गया। दोनों का इतिहास संघर्षों का भी है, हालांकि कभी-कभी झिझक भी हुई। 1991 से, यूपीए और एनडीए दोनों सरकारों ने आक्रामक रूप से वैश्वीकरण, निजीकरण और उदारीकरण के विनाशकारी रास्ते को अपनाया, जिससे लोगों को अधिक से अधिक दुख हुआ। सार्वजनिक क्षेत्र की इकाइयों का निजीकरण किया जा रहा है। वर्तमान मोदी सरकार ने घोषणा की है कि 'व्यापार सरकार का व्यवसाय नहीं है' और सार्वजनिक क्षेत्र के उपक्रमों को कौड़ियों के दाम पर कॉरपोरेट्स को बेच रही है। श्रमिकों के अधिकारों को कम किया जा रहा है। मजदूर वर्ग के साथ-साथ किसान भी अस्तित्व के लिए संघर्ष कर रहे हैं। पी एंड टी कर्मचारी भी इस महान संघर्ष का हिस्सा हैं। एनएफपीटीई की इस 71वीं वर्षगांठ पर हम उन सभी नेताओं और कार्यकर्ताओं को सलाम करते हैं जिन्होंने भविष्य की पीढ़ियों के लिए एक समर्पित और जुझारू रास्ता दिखाया। उन शहीदों को लाल सलाम जिन्होंने अपना बहुमूल्य जीवन बलिदान कर दिया ताकि आने वाली पीढ़ियाँ बेहतर जीवन जी सकें।

Comrades! Finally the central government announced constitution of 8th CPC , just before the Bihar Assembly election.

Before Delhi Assembly election in the month of January declared 8th CPC and assured to give effect from 1-1-2026.

After 9 months , again before the Bihar Assembly election another announcement with name of the chairman and members of 8th CPC, with giving 18 months time.

If the 8th CPC submits its recommendation after 18 months , certainly Central Government may take its own time to accept the recommendation .

It may be dragged to the next Lok Sabha Election.

Regarding details of Terms of Reference, though the official order is not yet released, as per PIB reports, five points as Terms of References high lighted.
All the five points are very negative directions ( warning) to the Pay Commission.
With such types of terms of reference, nothing positive can be expected. Pay commission can not work freely.

Particularly pensioners will be affected badly.

Our apprehension became true.

Pay commission directed to examine ( TOR serial III) unfunded cost of non contributory pension scheme , that means our to examine our OLD pension scheme.

We may wait for the declaration of official details of Term of References for 8th CPC.
Also to watch the reaction from JCM - Staff side.

NCCPA/ FCPA have to consider the matter seriously and to decide future course of action.

*PJCA meeting*

Decision of PJCA meeting held in N Delhi on 21 April 2025.

Yesterday we had our PJCA meeting at head quarter of FNPO. P U Khadse and Nisar Mujawar presided over the meeting. Most of the General Secretaries of both Federation and GS, AIGDSU attended the meeting. Janardan Majumdar, SG, NFPE initiated the meeting followed by Sivaji Vasireddy, SG, FNPO. After that all GSs of both sides attending the meeting have taken part in discussions. Apart from review of previous prog all highlighted on our future task. Finally both SG concluded on same line. It was understanding of the meeting that the decision would be announced after the meeting with the Secretary, Posts scheduled on 25 April. But meantime most surprisingly the meeting has been deferred to 1 May 2025 and that too for one hour only. So in these circumstances we have no option but to announce our decision as below. We are not ready to waste our time unnecessarily.

1) PJCA will take part in Nationwide Strike on 20 May 2025, with the understanding that if requires PJCA will think for indefinite Strike in near future.

2) On 2nd May 2025, PJCA will issue Strike Notice. Every Circle will issue Strike intimation on the same day.

3) Some more demands will be added at the time issue of notice.

4) Joint campaign program will be conducted across the country. Schedule will be announced shortly.

5) Before Strike further prog in Divisions, Circles will be decided and declared shortly.

6) Posters and leaflets will be supplied to Circles.

Let us take this challenge to save our Dept, it's employees as well as working class of our country.

Dear Comrades,

Department of Post is undergoing major transformation, accordingly order's relating to major structural and functional changes in various wings of the Department as per their own convenience are being issued by the Department at the back of the Staff side . All such retrograde order's are having cascading effects on cross section of Postal Employees and would be detrimental to the interest of employees in future. Associations/Federations have brought to the notice of the Department, their reservations/ apprehensions on all such retrograde order's from time to time, but it had not been acceded to , by the Department. Although several rounds of meeting had been held but net results of such meetings were a big Cipher, all our efforts have gone in vain.
Postal Joint Council of Action (NFPE, FNPO & GDS unions) decided to go for organisational course of Action and had given a clarion call for phasewise Agitational Program's culminating into an indefinite strike, two phases of which have been successfully carried out.
The 3rd phase of the Agitational Program is on 25th February , a Dharna at Circle level is to be observed. All Circle Secretaries are requested to reach to each member , educate them about the circumstantial need of the United movement and convince them to join the Agitational Program's. The time has come for a decisive Action to protect our identity and Save our future , there is no short cut for success. Make the circle level Dharna a grand success.
