𝗕𝗔𝗟𝗜𝗧𝗔 | PNR-CLSU residents, muling kumilos kasunod ng apela kay Cong. Salvador

Matapos maghain ng petisyon sa tanggapan ni Congressman Mario "Kokoy" Salvador, muling nagtipon sa Kolehiyo ng Agrikultura kahapon, ika-12 ng Setyembre, ang Pamayanang Nagkakaisa sa Riles–Central Luzon State University, isang samahan ng mga residente ng Philippine National Railways–CLSU (PNR–CLSU), upang talakayin ang susunod nilang hakbang sa biglaang pagpapaupa ng lupa.

Kabilang sa mga dumalo ay sina City Councilor Jerry Fulgencio, Konsehal Jess Juganas at Konsehal Robert Almuete, mga kinatawan ng Sangguniang Barangay ng Bantug, Lungsod Agham ng Muñoz, na nagbigay-suporta sa mga residente.

Layunin ng isinagawang pagpupulong na talakayin ang mga susunod pang hakbang at legal na proseso ukol sa kwestiyunableng isyung kinahaharap nila ngayon, ang magkaibang sistema ng paniningil ng upa sa mga residente ng PNR; nananawagan na bigyang-linaw ng direktor ng PNR ang tamang pagpapabayad sa upa ng lupa.

Isinaad ng mga residente na nais nilang direktang makausap ang tagapangasiwa ng PNR upang mabigyang-linaw ang usapin sa pagpapaupa at ang kanilang panawagang ibaba ito.

Ayon kay Rosenda Saturno, 59 taong gulang at 29 na taon nang naninirahan sa PNR–CLSU, kwestiyunable pa rin para sa kanya ang pagkakaiba ng direktang pagbabayad ng upa sa sentral na tanggapan ng PNR at kay Engr. Regalado Ileto, nagpakilalang mangangasiwa sa PNR– CLSU; tinatayang halos ₱100,000 ang taunang upa kung sa sentral na tanggapan ng PNR magbabayad, habang ₱4,752 naman kung kay Engr. Ileto.

“Bale yearly na [ang pagbabayad], sa PNR [main office] po yun. Ita-times sa 12 [‘yong buwanang ₱8,000]... Bale kung sa residential is 396 [buwanang upa kay Engr. Ileto] x 12... ito lang. Monthly. So ibig sabihin kasi no'n mas mababa kay Ileto kumpara don sa Main. Ngayon, edi siyempre, main na nga lang sila bakit ganon... na mahal?... siyempre ayaw naman namin magbayad kay Ileto, kaya kami ngayon nagkatipon-tipon para pag-usapan 'yong [susunod na hakbang],” ani Saturno.

Sa kabila ng mainit na talakayan ng mga residente sa susunod nilang hakbang, nagbigay naman ng mensahe ang mga dumalong Konsehal at naghatid ng suporta sa hamon na kinahaharap ng kanilang nasasakupan.

“Natutuwa naman kami at may mga taong tumatayo para sa inyo rin. Pero syempre ang barangay ay tumatayo rin para sa inyo at sumusuporta at kung ano man yung nararamdaman ninyo ay nararamdaman naming konsehal, gano’n din si Konsehal Fulgencio. Kaya siyempre makakaasa po kayo na kung ano po yung gusto n’yong kwan [iparating], patawag ninyo kami, anytime, darating kami,” ani Konsehal Almuete.

Samantala, napagkasunduan ng mga residente na isagawa ang pagpupulong tuwing unang Sabado ng bawat buwan, kasama rin sa napagkasunduan ang ₱100 na buwanang kontribusyon para sa mga gastusing kakailanganin ng samahan. | via Lawrence Gualon, The Mechanics

𝗣𝗔𝗡𝗜𝗧𝗜𝗞𝗔𝗡 | Malayo sa Sikmura ang Sugat ng Puso

Una, magsasaing. Banlawan ang bigas hanggang luminaw ang tubig. Isalin sa kaldero, lagyan ng sapat na tubig, at hintaying kumulo.

Sa kusina, unti-unting napupuno ng singaw ang hangin. Sa labas nito, nananatili ang katahimikan ng bahay.

May tampuhan. May mga salitang binitiwan nang hindi pinag-isipan. May pintuang isinara nang mas malakas kaysa karaniwan. May anak na tahimik na pumasok sa kuwarto, at may magulang na naiwan sa sala, dala ang bigat ng galit at pagsisisi.

Ngunit pagsapit ng hapunan, may maririnig mula sa kusina: “Kain na.” At tila iyon na ang hudyat upang matapos ang lahat.

May kanin. May ulam. May sabaw. At sa hapag, inaasahang muling magkatabi ang mga pusong kanina lamang ay nagkasakitan.

Ganito marahil tayo natutong magmahal. Ang patawad ay nagiging isang mangkok ng mainit na sabaw na tahimik na inilalagay sa harap mo. May lambing dito. May pag-ibig. Ngunit may kakulangan din.

Gusto kong marinig na alam mong nasaktan mo ako. Na hindi ko kailangang kalimutan agad ang nangyari dahil lamang may pagkaing naghihintay sa mesa. Na ang pagiging magulang ay hindi nangangahulugang hindi ka na maaaring magkamali. Na maaari mo akong mahalin at maaari pa rin akong masaktan ng pagmamahal na iyon.

Maaaring maubos ang sabaw, maubos ang kanin, mahugasan ang pinggan at mapunasan ang mesa. Ngunit may mga salitang hindi sumasama sa pinagkainan. Nananatili sila sa isip at dibdib, at kung minsan, lumalaki kasama natin.

Bagkus dito rin nagmumula ang tahimik na kalayuang nabubuo sa pagitan ng mga anak at magulang. Hindi tayo laging tinuturuan kung paano pangalanan ang ating nararamdaman. Sa murang edad, mas nauuna nating natututuhan kung paano maging mabuting anak kaysa kung paano maging tapat sa sariling damdamin. Kaya may mga salitang nilulunok bago pa man mabigkas, mga tanong na pinipiling sarilinin, at mga sakit na natututuhang pagaanin sa katahimikan.

Kaya natututo tayong lunukin ang sama ng loob kasabay ng bawat subo. Sa hapag, “okay lang” ang madalas na pinakamadaling sabihin, kahit may kung ilang bagay na nananatiling nakabara sa lalamunan. Natututuhan nating itago ang lungkot at galit dahil hindi natin alam kung paano ito ilalabas.

Hindi natin natutuhan na maaaring pag-usapan ang sakit, iharap ang sarili sa nagkasala, at sabihing, “Nasaktan ako.”

Kaya nawa bago muling magsaing, sana matutuhan muna nating maghilamos ng galit. Bago hiwain ang mga sangkap, sana mahiwa rin natin ang mga matagal nang kinikimkim. Bago lagyan ng asin ang ulam, sana maalis muna ang pait ng pagmamataas.

Ito ang kasanayang kailangan nating matutuhan bilang mga anak at magulang: huwag idaan sa pagkain ang lahat upang makalimutan. Huwag hayaang ang “Kain na” ang maging takip sa mga sugat na hindi pa nalilinis.

Idaan natin sa pag-uusap. Sa pakikinig. Sa pag-amin. Sa kapatawaran. At saka tayo sabay na kumain.

𝗡𝗘𝗪𝗦 | Protesters Mount Central Luzon Caravan to Oppose Pax Silica, Luzon Economic Corridor

Progressive groups from Metro Manila and across Central Luzon converged on Capas, Tarlac yesterday to stage a caravan protest against Pax Silica and the Luzon Economic Corridor (LEC), two US-backed initiatives, citing threats to Indigenous land rights and national sovereignty.

Protesters oppose both the planned 1,620-hectare semiconductor and artificial intelligence hub that Pax Silica will build in New Clark City and the LEC, an initiative that will link ports and airports across Subic Bay, Clark, Metro Manila, and Batangas.

Bagong Alyansang Makabayan (BAYAN) spearheaded the mobilization, drawing groups from Central Luzon, Pangasinan, and the National Capital Region, with various youth, student, and farmers’ organizations forming the Nueva Ecija contingent.

Coinciding with the two-day Luzon Economic Corridor Investment Forum held by the US Trade and Development Agency on September 10 and 11, the caravan brought protesters to the BCDA gate in New Clark City as they called on authorities to scrap the project.

Indigenous Ayta leaders and farmers joined the rally as featured speakers, raising concerns over Pax Silica’s threat of displacement to the Ayta’s ancestral home and the farmers’ agricultural lands.

Nelson, an Ayta elder from Sitio Kalangitan, Barangay Mag-antsi, disputed claims that the project would not affect communities and opposed its threat to their ancestral land.

"Sabi nila hindi daw apektado ang komunidad, pa'nong hindi apektado e buong Luzon ito. Ako po ang masasabi ko, lalong lalo na sa aming lupang ninuno na pinaglalaban, diyan po kami nabubuhay at dapat tulungan kami ng president sa nalubog na pag-asa ngunit pabor naman dito sa paggawa ng kagamitan, ginigipit naman ang mga katutubong ayta. Naku, kawawa naman. Nanawagan kami sa ating president, wag niyo naman sanang gawin yun, yung proyektong dambuhala hindi po angkop sa aming katutubo yon," he urged

On September 10, a separate protest action greeted the opening day of the LEC Investment Forum at the Grand Hyatt Manila hotel in Taguig City, where various sectors also mounted a mobilization.

Organizers frame Pax Silica as an "imperialist offense," arguing that it could trigger human rights abuses, seize land from local communities, and feed the United States' military supply chain amid its wars abroad.

BAYAN and allied groups continued the mobilization with “A Gig for Land and Sovereignty,” a cultural program featuring musicians, writers, and artists at Santa Lucia, Capas, around 4pm, marking the final leg of the Pax Silica Caravan Protest and the campaign for land rights and sovereignty. | via Jannelle Puntilar, The Mechanics

𝗕𝗔𝗟𝗜𝗧𝗔 | Pamayanang Nagkakaisa sa Riles-CLSU, Umapela kay Cong. Salvador; Malinaw na Tugon, Hiling ng mga Residente

Mahigit isang buwan nang nababalot ng pangamba ang mga residenteng nakatira sa Philippine National Railways-Central Luzon State University (PNR-CLSU) matapos silang singilin ng renta sa lupang ilang dekada na nilang tinitirhan, kasabay ng babala umano na maaaring humantong sa demolisyon ang hindi pagbabayad.

Dahil dito, iniakyat ng Pamayanang Nagkakaisa sa Riles ng Central Luzon State University (CLSU) ang kanilang mga hinaing sa tanggapan ni Congressman Mario “Kokoy” Salvador, ngayong umaga, ika-11 ng Setyembre, sa Brgy. Tulat, San Jose City, Nueva Ecija.

Isa sa pangunahing hinaing ng mga residente ay ang biglaang pag-obliga sa kanilang bayaran ang 2% ng zonal value ng lupang kanilang inuukupa, na nasa ₱1,020 kada metro kuwadrado, na katumbas ng ₱20.40 kada metro kuwadrado bawat buwan kung maipatutupad ang naturang singil.

Ayon sa isang residente, ang lease contract ng kanilang pamilya para sa 1,100 metro kuwadrado na lupain ay umaabot lamang sa ₱1,375 kada taon kaya malaki ang magiging diperensya sa bagong halagang ipinapaliwanag umano ni Engr. Regalado Ileto, kung saan ang 100 metro kuwadrado ay maaaring umabot sa ₱400,000 sa isang taon.

Dagdag pa niya, nakasaad sa kasulatan na tungkulin ng kanilang pamilya na pangalagaan at panatilihin ang kaayusan ng lupain, sapagkat maaari itong bawiin ng PNR kapag may bagong proyekto ang ahensya sa lugar.

Dahil dito, kinukuwestiyon ng mga residente ang umano’y awtoridad ni Ileto na saklawin ang mga bakanteng lote.

Sa kabilang banda, ipinahayag din ng mga residente na mahigit isang buwan na silang nakararanas ng kawalan ng maayos na tulog at gana sa pagkain dulot ng pangamba sa kanilang tirahan, gayong maaaring gibain ang mga estrukturang naitayo sa naturang lote kung hindi sila makapagbabayad.

“Demolish or condemn, kailangan po humingi ng permit sa Mayor. Kaya yung mayor, kung hindi magbibigay ng permit, hindi kayo magigimbal,” giit ni Cong. Salvador.

Ayon kay Salvador, may papel ang lokal na pamahalaan sa proseso ng demolition, kabilang ang pag-isyu ng kinakailangang permit.

𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗝𝗢𝗜𝗡𝗧 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧 𝗜𝗡 𝗦𝗢𝗟𝗜𝗗𝗔𝗥𝗜𝗧𝗬 𝗪𝗜𝗧𝗛 𝗧𝗛𝗘 𝗦𝗖𝗥𝗜𝗕𝗘 𝗔𝗡𝗗 𝗜𝗧𝗦 𝗘𝗗𝗜𝗧𝗢𝗥-𝗜𝗡-𝗖𝗛𝗜𝗘𝗙

We, the undersigned members of Central Luzon State University (CLSU) press community, stand in solidarity with The Scribe, the official student publication of Mindanao State University (MSU)–Maguindanao, and its Editor-in-Chief, Alyajier M. Midtimbang, following his preventive suspension after the publication of a column article last September 1, 2026, questioning the university’s non-participation in the MSU System Athletic Association (MSUSAA) Unity Games 2026.

Campus journalism carries the responsibility to uphold accuracy, fairness, and accountability. But these responsibilities must never be weaponized to silence critical voices. A student journalist’s work can be questioned and challenged. But holding an institution accountable should never, by itself, be treated as an offense that warrants removal from the press.

The column article raised questions about a university decision that directly concerns its students. It called attention to the implications of the decision for the university’s student athletes and the wider student community. Such questions are not an intrusion into the administrative affairs, they are part of the campus press’ responsibility to scrutinize decisions that affect the student community.

This responsibility is protected under Section 7 of the Republic Act No. 7079, or the Campus Journalism Act of 1991, recognizing the freedom of the campus press and provides that a student shall not be expelled or suspended solely on the basis of articles he or she has written, or on the basis of the performance of his or her duties in the student publication.

We have the duty for the studentry to address their questions and concerns; however, when journalists start to worry about the repercussions of answering these questions, the press cannot fulfill its duty. Criticizing the administration leads to greater control and provides a warning to all students who wish to be critical of their leaders.

We cannot allow that warning to become the culture for campus journalism.

Student publications do not act as extensions of university public relations. Our duty is not to protect institutions from criticism, but to serve the student community through responsible and independent journalism. Accountability should not mean obedience, and responsible journalism should in no way be confused with journalism that serves the interests of power holders.

Fair and legitimate concerns about the accuracy and fairness of the column article, as well as the adherence of the press to the standards of journalism, should be addressed within the framework of established fair and legitimate processes. Concerted efforts to undermine editorial independence and suppress critical student voices should never be tolerated.

We therefore demand that Midtimbang’s preventive suspension be reviewed and withdrawn, and his access to the editorship of the student publication and the press be restored as is allowed by the current laws and institutional policies.

The struggle of The Scribe is not isolated to one publication or one university. When the freedom of a campus publication is threatened, every student publication is reminded of how easily its own independence can be placed at risk.

We stand with The Scribe because defending campus press freedom means defending their right to write, to question, and to hold institutions accountable without fear of retaliation.

The campus press was never meant to be a mouthpiece for power. It exists to speak truth to it.

𝗟𝗢𝗢𝗞 | Students from College of Engineering (CEn) participated in the third quarter Nationwide Simultaneous Earthquake Drill (NSED) that is conducted university-wide at Central Luzon State University (CLSU) today, September 10.

The drill started at 2:00 PM with the first alarm, followed by the second alarm which initiated the evacuation procedure lasting one minute as students, faculty, and personnel practiced the proper response during an earthquake.

The university-wide activity aimed to strengthen earthquake preparedness and familiarize the CLSU community with proper safety and evacuation protocols.
