Bangsamoro Education Code takes off

Cotabato City (August 11, 2020)-The Education Code for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has taken its way during the 40th Cabinet Meeting held at Bajau Hall, on August 11, 2020 presided by Interim Chief Minister Ahod B. Ebrahim.

As chairman of the Committee on Education of the BTA Parliament, MP Mohagher M. Iqbal, concurrently the Minister of the Ministry of Basic, Higher and Technical Education (MBHTE) presented the code.

Minister Iqbal started his presentation on the 25 salient features of the said code. He said that the code is rooted in the Bangsamoro history and struggle, founded on key education principles - in context, balanced, inclusive, equitable access and moral governance.

It takes into consideration the diverse contexts of learners, educational institutions, and communities including the historical narrative and aspirations of the Bangsamoro People and the Indigenous People. It ensures equal access to quality education regardless of beliefs, cultures,
ethnicities, genders, needs and abilities and socio-economic backgrounds and guarantees equitable access to educational services and opportunities for all, Iqbal continued.

Under the code, Islamic Subjects and Arabic Language Curriculum will be taught to Muslim learners in both the school and madrasah systems. Also allows non-Muslim students to attend similar programs.

Indigenous Peoples Education (IPEd) is provided to promote the distinct cultural identity, integrity and heritage of indigenous peoples and communities and ensure the recognition of and respect for all indigenous peoples in the Bangsamoro. Also, peace education is mainstreamed.

Support and safeguard to private educational institutions including Madrasah are also provided. Also, the right of sectarian schools to propagate their religious beliefs is not curtailed.

The code will undergo refinement and enhancement as it will still be presented in the Education Committee and in Plenary of the BTA Parliament.

5 Maguindanao LGUs get P2.3-M performance incentive

COTABATO CITY (August 6, 2020)– Five local government units (LGUs) in Maguindanao each received a PHP2.3-million performance incentive on Thursday.

The LGU-recipients were the municipalities of South Upi, Guindulungan, Datu Piang, Shariff Aguak, and Datu Abdullah Sangki.

This was after they passed the eligibility criteria for the Department of the Interior and Local Government's (DILG) Performance Challenge Fund (PCF) 2019.

Present during Thursday's ceremony were Guindulungan Mayor Midpantao Midtimbang Jr.; South Upi Mayor Reynalbert Insular and Vice Mayor Imelda B. Estorninos; and Shariff Aguak executive secretary Anwar K. Emblawa.

Lawyer Naguib Sinarimbo, BARMM's interior and local government minister, said the PCF was given to LGUs that passed the Seal of Good Local Governance (SGLG) 2019.

Among the SGLG criteria is good performance in the areas of financial administration, disaster preparedness, social protection, peace and order, business friendliness, tourism, culture and the arts, and environmental protection.

"For 2019, we awarded PHP2.3 million each to the five LGUs for the performance challenge fund because many LGUs passed the SGLG benchmarks, especially in BARMM, we ranked number one in Mindanao," Sinarimbo said.

In 2019, BARMM topped the list in Mindanao, with 28 LGUs complying with the SGLG criteria.

He said incentives for other PCF awardees in the region would soon follow.

Meanwhile, this year's SGLG awarding will be suspended, according to Sinarimbo.

“It is because the focus of (the) national government and the LGUs is diverted due to the coronavirus diseases (Covid-19) pandemic,” he said, adding that BARMM would initiate a regional award system under the “Salamat Award” for LGUs.

BONGAO TAWI-TAWI (August 11, 2020)- The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Project Tabang extended relief rice assistance to organic members of the Moro Islamic Liberation Front (M**F) in Tawi-Tawi Province.

M**F-Sama Province Provincial Political Committee under the Chairmanship of Prof. Abdulla A. Ahang received the rice assistance, Saturday, and was distributed to its different line agencies and members in different municipalities, barangays, and indigent residents in the province.
Staff of Prof. Ahang from provincial down to barangay level facilitated the relief operation, some of those were transported to the most vulnerable island communities to ensure that its members, and indigent families can receive the assistance.

Most of the beneficiaries were Seaweed Farmers, Fisher folks and other vulnerable families in the province.

The beneficiaries expressed their profound gratitude to BARMM Regional Government under Chief Minister Ahod Balawag Ebrahim for the assistance, and also to Prof. MP Ahang, and those behind this noble undertaking.

The BARMM program dubbed as “Project Tabang” is a big help to ease the hardships of people by providing them short term intervention during the emergence COVID-19 pandemic that badly affected peoples’ livelihood due to restrictions of movement by observing minimum health protocols imposed by authorities through its respective IATF agencies and LGUs.

The BARMM “Project Tabang” is not only rolled out in BARMM core areas but also in different Bangsamoro communities outside the BARMM which is a manifestation of BARMM inclusiveness particularly on social services delivery.

DAB holds FGD on Moral Governance to Leaders of the Indigenous peoples

Cotabato City (August 5, 2020) -The Development Academy of the Bangsamoro (DAB) held Focus Group Discussion (FGD) for Leaders of Indigenous Peoples at the BARMM Compound, Wednesday, August 5.

Timuay Jun Panalog, a Teduray Representing Cotabato City compared good governance and moral governance. He said, in good governance it is external. You satisfy the community through social services, while moral governance is both external & internal. Internal means, you have to satisfy the spirit or souls which are around but cannot be seen by naked eyes, yet we are accountable to them."

Timuay Jun mentioned about delivery of basic goods & services direct to the grassroots such as rice, health care kits etc. Their community somehow felt the presence of moral governance.

In the opening message of Director Ustadh Hisham S. Nando of DAB, he quoted one of the speeches of Chief Minister Al Haj Ahod B. Ebrahim that says, "Our government should bear the responsibility of educating and the economic well-being of the Bangsamoro Indigenous peoples...this is one of the essence of moral governance with its slogan ‘no one is left behind.’

In conclusion Dr. Shamsuddin L. Taya, Head of Research Department of DAB said, Inclusivity is very important principle in any governance, and in moral governance as well, especially in the provision of the BOL where indigenous peoples should be incorporated in the development plan of the BARMM.

BARMM’s PROJECT TABANG reaches Bangsamoro Communities in Zamboanga City

ZAMBOANGA CITY (August 8, 2020)- Depressed Bangsamoro communities in Zamboanga City have received 2, 000 sacks of rice assistance from Project Tabang of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Tuesday, August 4.

This was the second wave of relief rice assistance extended by BARMM Regional Government through its program dubbed as “Project Tabang” – “Tulong Alay sa Bangsamorong nangangailangan” under the office of Chief Minister Al Haj Ahod B. Ebrahim aimed to ease the hardships experienced by badly affected Bangsamoro communities by COVID-19 Pandemic. Other Bangsamoro Communities residing outside the BARMM have also received similar relief assistance.

Hadji Imlah Ajibon along with other Moro Community Leaders received the assistance, and later distributed them to various Moro households in Zamboanga City. M**F Agencies and committees helped in the distribution of the rice assistance.

Officer from Bangsamoro Leadership and Management Institute (BLMI) Mr. Tirso S. Tahir helped in facilitating the distribution and the documentation of the relief operation to ensure its smooth delivery to the most vulnerable Moro communities in the city.

“It is not how many sacks or kilos of rice we received that counts most, but the gesture of concern and inclusiveness matter to us, especially during this hardest time where assistance are much needed by the poor families,” a community leader said.

“Despite residing outside of the core areas, assistance like these from BARMM still reached us, and this is a big help to ease our burden during this pandemic,” magsukul tuud pa BARMM,” Bapah Mujah said.

“We are really grateful to BARMM Regional Government particularly to Chief Minister Ebrahim for this rice assistance where the Bangsamoro living outside of the BARMM in different areas in Mindanao can feel the inclusiveness of BARMM governance in its programs as part of peace dividends that the Bangsamoro can reap,” Hadji Imlah said.

FBCSO conducts orientation in North Cotabato

Matalam, North Cotabato (July 25, 2020)- To strengthen its goal of capacitating community organizations, the Federation of Bangsamoro Civil Society Organization (FBCSO) conducted an orientation among its new members in North Cotabato on July 25, 2020 at Barangay Dungguan, Mlang, North Cotabato.

A total of one hundred twenty eight (128) participants from different civil society organizations in North Cotabato, frontliners from the Moro Islamic Liberation Front-Central Committee on Information, and Ministry of Basic, Higher and Technical Education- BARMM, leaders from North Cotabato-Political Committee, members of North Cotabato-Information Committee, and other special guests were officially welcomed by the Barangay Local Government Unit of Dungguan, Mlang, North Cotabato through Hon. Brgy. Captain Patutin Sagadan.

On his speech, Nasser Pulindao, Deputy President of FBCSO explained the role of the organization as facilitator of the new Bangsamoro government towards development and watchdog in the implementation of programs and projects in the Bangsamoro Autonomous Region in Muslim Mindanao.

Also, Pulindao got emotional as he commemorated the long years of hard work and genuine service for the Bangsamoro of the late Akmad “Madz”Timpolok Agao, Provincial Director-M**F Committee on Information, at the same time the Provincial Coordinator of FBCSO-North Cotabato who passed away on June 29, 2020 due to illness.

In addition, Dr. Ismael Abdullah, President of Regional Madrasah Academy, also a member of the M**F-Central Committee on Information emphasized the essence of continuous hard work saying “Our Struggle does not end on BOL”.

Abdullah was tasked by the M**F-Central Committee on Information to present the three nominees in which one will be appointed as the new Director for Information in North Cotabato after due process of selection. Among the nominees were Motawali Agao, son of the late Madz Timpolok Agao, Abdullah Angkil and Ali Eman, all are members of Information Committee and FBCSO-North Cotabato.

As per instructions from the M**F-Central Committee on Information, the three nominees shall undergo proper selection in which each has a chance to serve as OIC-Provincial Director for three months to further assess and validate their capacity to handle the duties and responsibilities set for the position. Abdullah added that final selection shall be made after all the three nominees have rendered their service as OIC-Director.

Meanwhile, Ustadz Mahmoud Ahmad, Executive Director of the Bangsamoro Leadership and Management Institute (BLMI) challenged the new members of the federation to revisit the purpose of creating their organization to assess the needs and ask assistance from FBCSO. He reiterated that BLMI as the second product of the negotiation between the Government of the Republic of the Philippines, and Moro Islamic Liberation Front shapes Bangsamoro future leaders. He also emphasized that BLMI promotes 5-6 halal, that is—5 Pillars of Islam and Six articles of Faith as the key factors to attaining moral governance.

Abdulwahab “Kris” Guialal, Secretary of the Central Committee on Information and MBHTE Staff also delivered his message which centered on M**F as a social movement which adheres to the rules of decommissioning. According to Guialal, it is a must to strengthen BARMM as a product of our struggle. Islamization, self-reliance and strengthening the organization are primary concerns.

Among the other key personalities in attendance were Atty. Abdullah Salik Jr. Al-haj, President of FBCSO, who led the awarding of certificate of membership to the fifteen (15) civil society organizations which are new members of the federation, Alih Anso from the Central Committee on Information and MBHTE Staff, Ustadz Moidjoddin Talusob, Secretary General of FBCSO, Mr. Abdul Aziz Talib, Director of Information-Damakling Province, and Mr. Mike Alon, Executive Director of Integrated Mindanaoans Association for Natives who also shared his knowledge in the Importance of Community Organizing.

BARMM Cabinet files three priority Codes

Cotabato City (July 22, 2020)—Three (3) priority codes of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have been filed in the Bangsamoro Transition Authority (BTA), and went through the first stage of legislation this Wednesday, July 22, said a report by Bureau of Public Information of the Bangsamoro Autonomous Region in Mindanao (BARMM).

During his 8th Chief Minister’s Hour at the plenary session of the BTA Parliament on Wednesday, BARMM Chief Minister Ahod Balawag Ebrahim stressed, “We [the Government of the Day] are aware that the passage of the six priority codes are the main duties mentioned in the Bangsamoro Organic Law and we are also aware that there have been concerns about the status of these codes.

The said codes, authored by the Government of the Day are the Local Government Code (Cabinet Bill No. 58), the Civil Service Code (Cabinet Bill No. 59), and the Administrative Code (Cabinet Bill No. 60).

Ebrahim told the Members of Parliament (MPs) that, these codes were “carefully drafted” by the Bangsamoro Cabinet with collective efforts from the Office the Speaker, Office of the Majority Floor Leader, and some Members of the Parliament (MP) before submitting it to the parliament.

“We are confident that we will be able to iron out whatever issues and challenges we may face in completing the legislative process,” Ebrahim stated, adding, “What is of prime importance is we pass these vital legislations within the year, In Shaa Allah.”

“These legislations had undergone numerous deliberations, consultations, and sessions with experts, including a meeting held on July 20, to finalize the six (6) priority codes, which also include the Bangsamoro Electoral Code, Revenue Code, and the Educational Code,” CM Ebrahim added.

According to Ebrahim, the Bangsamoro Government presses on the importance of fulfilling its duties to the Bangsamoro and its people during the transition period, despite the ongoing war against the Coronavirus Disease (Covid-19).

There were forty-five (45) MPs physically present during the session, while fifteen (15) attended via online conference.

BARMM holds Dialogue Consultation with 63 Barangays of North Cotabato

Dialogue & Consultations with the 63 barangays of North Cotabato in Pikit, and in Midsayap on July 18, at Hillpark Inn in Midsayap, North Cotabato.

The activities were attended by 50 barangay chairmen/chairwomen who were so anxious to get updates on the status of the areas outside BARMM.

The BARMM & BTA Representatives who held the consultation were: BTA MP Akmad “Jack” Abas & Dr. Zaiton Abas (MILG Head for 63 Brgys) in Camp Rajamuda and Mohammad Kelie Antao (BARMM Development Coordinating Office Administrator), and BTA MP Atty Lanang T. Ali Jr.

The CSOs that organized and led the consultation activities are long-time partners of Institute for Autonomy and Governance with support from European Union Policy, namely Bangsamoro Women Services Center (BWSC), United Youth for Peace & Development (UNYPAD), Suara Kalilintad, Tiyakap Kalilintad, Mindanao Alliance for Peace and Development (MAPAD), Moro Women Development and Cultural Center (MWDECC), and Kadtabanga Foundation.

Participants who attended the dialogue consultation were Barangay Officials of 63 barangays, Pigcawayan, Midsayap Under BARMM -Barangay Council -UBJP -Political Committees -and other Community Leaders.

The issues presented and discussed were (1) Priorities Bills of BARMM (2) Status of North Cotabato (3) Block Grant (4) Bangsamoro Electoral Process (5) Intervention of BARMM during Covid-19 Pandemic

Others BARMM officials who participated in the dialogue were Duma Mascud, Municipal Cluster leader of Midsayap, Ibrahim Rahman, Cluster Leader of Pigcawayan, ‘Jack’ Abas, Dr. Zaiton Abas, MILG Head for 63 Barangays, etc.
The said 63 villages opted to join the Bangsamoro Autonomous Region during the plebiscite held in February, last year. Previously they were part of the Municipalities of Pigcawayan, Libungan, Midsayap, Pikit, Kabacan, and Carmen.

TF Bangon Marawi commits to rebuild 31 mosques in ground zero

Cotabato City– Task Force Bangon Marawi (TFBM) is committed to rebuilding the 31 mosques within the Islamic City’s most affected area (MAA) or ground zero, said a report by Manila Bulletin (MB) on July 18.

In his recent visit to the Islamic City of Marawi, TFBM Chairman Secretary Eduardo Del Rosario, who also heads the Department of Human Settlements and Urban Development (DHSUD) announced this new development, saying that the order came from no less than President Rodrigo Duterte.

“That is the order of our beloved President Rodrigo Duterte and that will be done,” Del Rosario said. During his visit, he met with Marawi City clans serving as administrators of the two biggest mosques in the city, namely, the Dansalan Bato Ali Mosque and the Grand Mosque.

“We already have an inventory which of these sites that need total reconstruction and those that require retrofitting and repairs,” he added.
Sultan Nasser Sampaco, chairman of the Marawi Sultanate League composed of 23 clans serving as administrators of the Dansalan Bato Ali Mosque, already agreed with the TFBM for the demolition and rebuilding of the historic religious site.

An allotment of P105 million has been earmarked for the reconstruction of the mosque.

Del Rosario on Wednesday also met with the Pangarungan clan who are the administrators of the Grand Mosque, and offered P135 million for its massive repair, the MB report said.

Both Islamic religious sites were damaged by the five-month siege laid by the Daesh-inspired Maute terrorist ground in 2017. The conflict ended in the killing of more than 1,000 terrorists, government troops and civilians.

Del Rosario also said the government gives primary importance to reconstructing the mosques as ordered by our President.”

The TFBM chief reiterated that the massive rehabilitation effort is on track and will be finished as scheduled by December 2021, the MB report said.

EU, Philippines sign 2 grants for peace efforts and infrastructure in Mindanao

MANILA (July 12, 2020) - The Philippines and the European Union have signed 2 grants worth 60.5 million euros (P3.38 billion) for peace efforts and infrastructure projects in Mindanao, the Department of Finance said Sunday.

The agreement for the Mindanao Peace and Development Program-RISE worth 35.5 million euros (P1.98 billion) was signed on June 26, while the Support to Bangsamoro Transition (SUBATRA) program worth 25 million euros (P1.3 billion) was signed on July 1, the DOF said in a statement.

"This EU assistance will certainly help the Duterte administration achieve its goal of just and lasting peace and development in southern Philippines, and in supporting genuine autonomy in the Bangsamoro region," Finance Secretary Carlos Dominguez III said.

RISE Mindanao aims to increase economic opportunities and "contribute to a peaceful, cohesive, secure and inclusively developed" region.

The SUBATRA program, meantime, targets to establish "an enabling democratic governance environment" for the Bangsamoro region.

The EU is a major contributor to the Mindanao Trust Fund for Reconstruction and Development, the DOF said.

MP Iqbal sends-off his staff to pay tribute to his deputy’s death

In paying tribute to one of his deputies, Member of the Parliament Mohagher M. Iqbal sent off his staff to the bereaved family of Mr. Akmad “Madz” Agao, the Provincial Director of Cotabato Province of the Committee of Information, Moro Islamic Liberation Front (M**F), in Matalam, Cotabato on July 13
Professor Tahir Nalg, the Chief of Staff of the office, led the group.

On the day of Mr. Agao’s demise, some provincial directors from the M**F Information Committee also paid a visit.

Mr. Agao died on June 29, 2020 in a hospital in Kidapawan City due to ailment at the age of 65. He spent most of his time in serving with the Bangsamoro struggle.

Meanwhile, on the same day, the staff also joined with Taher Solaiman in paying tribute to the death of his sister Ms. Dendikan Solaiman-Ali who met a car accident last July 8, 2020 at Saravia, Koronadal City.

Cotabato City (July 09, 2020)—The Bangsamoro Government’s Ministry of Basic, Higher and Technical Education (MBHTE-BARMM) announced on Thursday, its humanitarian assistance for the provisional teachers and temporary employees affected by the cease and desist order issued by the ministry.

Under Memorandum Order No. 154 released by MBHTE last March 11, ‘Provisional Appointment as defined in the 2017 Omnibus Rules on Appointments (ORA) and Other Human Resource Actions (OHRA) (Revised July 2018) shall not be effective beyond the school year during which it was issued.’

MBHTE Minister Mohagher Iqbal said the BARMM will allot a sum of Php190,980,000.00 for the laid-off teachers and incoming applicants as contractual services.

“These provisional teachers will be re-employed [if they wanted to] with a salary of Php15,000.00 per month and some additional Php5,000.00 annual funds for administrative assessment activity,” Iqbal said.

Part of the allotted budget include appropriation of P10-Million for free-LET review for the provisional teachers; request the Professional Regulation Commission (PRC) to conduct special examination for teachers; and, as approved by the Office of the Chief Minister (OCM), will hire them for one (1) year as contractual of services.

Iqbal said that the kick-off for employment for contracts for service will start on August 24, as the new school year begins.
“Hopefully, in one year, all of them will be able to pass the LET exam and the ministry ensures the automatic change of their status from provisional to permanent effective immediately after passing the licensure exam,” he said.

Earlier, a group of provisional public school teachers and employees held a ‘peaceful rally’ in front of BGC, appealing to Minister Iqbal to recall Memorandum Order No. 154 Cease and Desist Order.

Minister Iqbal said that the ministry will provide humanitarian consideration for the affected teachers and employees, since there is no more legal recourse to grant them the status of permanent appointment.

These provisional teachers and employees under temporary status had their term expired and are requested to ‘cease and desist’ from rendering their service effective last May 31, 2020.

However, the MBHTE have provided the provisional teachers with their salary last May 31, as well as ERAA allowance amount Php10,000.00 and a mid-year bonus of more than Php20,000.00.

Iqbal said that MBHTE welcomes the rally of the provisional teachers as they were just exercising their constitutional rights. He further said that the ministry is open to dialogue with its employees regarding their issues and concerns.

Meanwhile, MBHTE will be pushing its Learning Continuity Plan (LCP) methods for the ‘new normal’ setup of education today, such as distance learning, home-based learning, module learning, and blended approach, depending on the available resources in the area.
