Ambassador of Republic of Kazakhstan calls on Chairman NDMA
Islamabad, 10, November 2022: His Excellency Yerzhan Kistafin called on Chairman National Disaster Management Authority (NDMA), Lt General Inam Haider Malik, H (IM) in his office today.
Chairman NDMA expressed his gratitude to the visiting dignitary for gracious donation / financial commitments from Republic of Kazakhstan towards Prime Minister’s Relief Fund. They discussed necessity of continued support to flood affected people during impending winters. Chairman NDMA stressed on shared intellectual and administrative cooperation mechanism for investment in preparedness, greater than post disaster management.
Both sides developed consensus on expanding capacity building of Pakistan’s national efforts in Floods 2022. Need to establish more bilateral and multilateral regional cooperation in disaster mitigation, awareness, preparedness and subsequently in relief, rescue and rehabilitation and reconstruction phases were agreed.
Ambassador of Kazakhstan proposed that after initial online meeting between Minister of Emergency Response of Kazakhstan and Chairman NDMA, the follow up high level delegates of Kazakhstan will plan visit to Pakistan and NDMA to explore further avenues of mutual cooperation.

*Delayed climate justice is a death sentence for the vulnerable: Sherry Rehman*

“There is a race against time now for adapting to the climate crisis, and those with better resources will adapt faster, whereas for others, it will be delayed. In every country the vulnerable will be the first to go down, and we are here to serve the reminder that delaying climate justice for the vulnerable is subjecting them to a death sentence,” stated Senator Sherry Rehman, Federal Minister for Climate Change Senator at the Pakistan Pavilion at COP27 in Sharm el-Sheikh.

The Senator was speaking at a panel discussion titled ‘The Lost & the Damaged: Pakistan’s Climate Catastrophe’, and was joined by Vicente Paolo, Thematic Coordinator Loss and Damage G77, Liane Schalatek, Associate Director, Heinrich Bol Stiftung, Amb. Shafqat Kakakhel, Chairperson Sustainable Development Policy Institute, and Paul V. Desanker, Manager Adaptation Program, UNFCCC. The panel was moderated by environmental lawyer and activist Ahmad Rafay Alam.

Senator Sherry Rehman stated that her agenda at COP27 was to ensure that Loss & Damage moves beyond a ‘bumper sticker’ catchphrase for the Global South, and some bargain is broken with parties from the Global North. In response to a question on expectations from the loss and damage negotiations, Senator Rehman stated that these were political decisions waiting to be taken by the negotiating parties, and not based on financial or economic convenience. “This is the time now to ask for clarity and timelines. We can’t be making the entire COP27 pivot on an adversarial ask, which is why we haven’t gone into the business of reparations. We are seeking to build consensus because the whole system hinges on it as every country has a veto. Without prejudice to longer goals, our ask is there should be enough appetite to hear us from the Global South, who are literally on the edge of a perilous new frontline to climate risk. It is time for us also to get our act together where we don’t have to wait for somebody else to define it for us,” she said.

Former Pakistani Ambassador and Chairperson SDPI, Shafqat Kakahel highlighted obstacles in the path to Loss & Damage that needed to be addressed. “The first obstacle will be how we define Loss & damage; some of the losses are irretrievable and irreplaceable such as loss of lives, land and livelihoods, whereas damage is what can be brought back. There has never been a comprehensive definition that will encompass all areas, because only after such a definition, can we see how the international community deals with Loss & Damage,” he explained. Amb. Kakakhel observed that the principal reason for no definition is a lack political will in developed countries to formulate commitments, and whose focus has instead been to ensure that developing countries lower their carbon emissions.

On the invitation of Mr. Md. Shahab Uddin, Minister of Environment, Forest and Climate Change for Bangladesh, and Chairman of the Governing Council of South Asia Cooperation Environment Programme (SACEP), Senator Sherry Rehman also attended the South Asia Environmental Ministers Meeting ‘One Voice South Asia’. Highlighting environmental commonalities between South Asian nations, she stated that flooding and droughts will cost the region a US$215 billion, which is a conservative estimate. “The fact that climate knows no borders should sober our minds; this requires constant dialing up of cooperation across borders. We share so much in South Asia, but it looks like we are only sharing climate calamity. We need to share knowledge, data platforms, best practices, experiences and plans to progress together, and to fight our way out of humanity’s most important challenge,” she stated. The Indian Minister for Climate Change did not attend the meeting.

Lastly, the Minister also spoke at a panel discussion at the UNFCCC’s Pavilion titled ‘Turning Financing Commitments into Net-Zero Action in Asia Pacific’ where she highlighted Pakistan’s Living Indus Initiative, which aims to save rivers from climate and human impacts, creating plastic-free cities and resilient agriculture. The Initiative has the potential to re-invent the entire country's ecology, employment and productivity through transforming green jobs, recycling and detoxification of the Indus river.

*Prime Minister Pakistan meets the UN Secretary-General on the sidelines of the COP-27*

Prime Minister Muhammad Shehbaz Sharif met with the UN Secretary-General on the sidelines of the COP-27 Summit being held in Sharm El-Sheikh, today.

Appreciating the Secretary-General for his solidarity with, and call for massive support to Pakistan in the wake of the devastating floods in the country, the Prime Minister reiterated that the unprecedented flood disaster in Pakistan was a clear manifestation of the challenge posed by climate change. The Prime Minister also endorsed the Secretary-General’s call for climate justice and climate solidarity.

​​The Prime Minister highlighted that according to the Post Disaster Needs Assessment (PDNA), the total estimated damage caused by the floods was over $32 billion i.e. around 10% of Pakistan’s GDP. The enormous task of rehabilitation and reconstruction would require substantial international support for Pakistan to build back greener, based on the model of sustainable development.

​​Referring to the adoption of UN General Assembly resolution, last month, expressing solidarity with Pakistan, the Prime Minister said that Pakistan was looking forward to convening an international
‘pledging conference’ bringing together all development partners. The Prime Minister also expressed appreciation for creation of a UN inter agency team, led by the Deputy Secretary General, to help Pakistan prepare a comprehensive rehabilitation and reconstruction Plan to be presented to the Conference.

​​With reference to COP-27, the Prime Minister stated that Climate Conference was a timely opportunity for the international community to catalyse concerted international action to mitigate the impact of climate change, and promote climate justice, based on the principles of equity and common but differentiated responsibilities and respective capabilities. The Prime Minister emphasized that addressing “loss and damage” would be a key “deliverable” at COP-27. At the request of Pakistan — in its capacity as the Chair of the G77 and China — the COP-27 has agreed, by consensus, to proposed inclusion of an agenda item on loss and damage finance.

*USAID Mission Director calls on Chairman NDMA*

(Islamabad, November 07, 2022): Mr. Reed Aeschliman, USAID Mission Director called on Chairman NDMA, Lieutenant General Inam Haider Malik in his office at Prime Minister Secretariat today.

Both sides discussed various aspects of collaboration between NDMA & USAID especially after recent floods in Pakistan.

While highlighting the global climate change impacts on Pakistan, the Chairman apprised of NDMA’s vision to adapt a remodelled structure as well as an efficient and significant participatory frameworks (both domestic and global level) for meaningful risk prevention strategy against disasters. He indicated ongoing plans for a comprehensive National Disaster Management Plan to revamp the existing approach through a swift readiness audit. He also shed light on NDMA’s plans for participating a supportive role for provincial chapters (PDMAs).

During the conversation, Chairman NDMA elaborated a need for commitment of adequate funds from global donors and developed countries for meeting Sustainable Development Goals (SDGs) related to climate change.

Mr. Reed agreed with Chairman’s views and added that Pakistan’s Disaster Management needs recalibration of sustainable development solutions and more inclusive response approach to deal disasters.

Both sides agreed on a promising forward-looking collaboration opportunities for transformation of the futuristic outlook of NDMA with support of USAID.
