DA'WAH ON SITE: Advancing Moral Governance Through Infrastructure and Moral Values Integration in the Bangsamoro Education Sector
Central to this commitment is the continued implementation of the Moral Enhancement and Recovery Program, established through Regional Memorandum Order No. 1515, Series of 2021, dated 23 November 2021. Guided by the exemplary leadership of Minister Mohagher M. Iqbal, the program has become deeply integrated into various aspects of the Ministryโs operations, reflecting its enduring impact.
In pursuit of the Moral Governance advocacy within the Bangsamoro Governmentโoriginally championed by former Chief Minister Ahod B. Ebrahim and now further reinforced by his successor, Chief Minister Abdulraof A. Macacuaโthe Ministry of Basic, Higher, and Technical Education (MBHTE) remains unwavering in its dedication to ethical, accountable, and values-driven public service.
As part of the ongoing moral transformation initiatives, the Ministryโs Education Facilities Section (EFS)โthe engineering arm of MBHTEโhas launched the โDaโwah On-Siteโ initiative on 4 June 2025 at Cotabato City. This pioneering activity seeks to integrate moral and spiritual education within the operations of infrastructure projects by delivering daily moral values lectures to construction workers and project supervisors. These sessions emphasize each individualโs vital role in nation-building and how they can meaningfully contribute to the realization of Moral Governance throughout the Bangsamoro Autonomous Region.
In light of the sacred month of Dhul-Hijjah, EFS underscores the immense value of righteous actions during these blessed days. The Prophet (๏ทบ) said:
"There are no days in which righteous deeds are more beloved to Allah than these days."
Referring to the first ten days of Dhul-Hijjah.
The Companions asked: "O Messenger of Allah, not even Jihad in the path of Allah?"
He (๏ทบ) replied: "Not even Jihad, except for a man who goes out with his life and wealth and returns with nothing of it."

This reminder reinforces the spirit behind โDaโwah On-Siteโโencouraging workers and staff to embrace moral excellence and spiritual reflection, especially in this season of heightened divine mercy and reward.
Beyond project sites, EFS also holds weekly moral lectures at their office. These sessions are designed to uplift the morale and spiritual well-being of employees, cultivating a culture where ethical standards and personal integrity become part of everyday work and personal life.
The creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) marked a historic achievement for the Moro people, grounded in their long struggle for the right to self-determination. This autonomy, recognized and supported by the Philippine National Government, is not merely political in natureโit represents a deeper aspiration for a government rooted in justice, moral integrity, and cultural and spiritual awareness.
The current Moro Islamic Liberation Front (MILF)-led Bangsamoro Government believes that the success of this regional governance hinges not only on policies and systems but on the deep institutionalization of moral values at all levels of society. As such, the success of the moral governance program is seen as a cornerstone in sustaining peace, unity, and development in the region.
