Over the past week, I embarked on a statewide tour across all 34 Local Government Areas of our dear state. This engagement is aimed at commissioning completed projects, flagging off new developmental initiatives, and directly interacting with our traditional and religious leaders, community stakeholders, and the good people of Katsina whose voices guide our policies, initiatives and programs.

In the last few days, I visited the eleven LGAs of the Katsina South Senatorial District (Funtua Zone)—Faskari, Danja, Malumfashi, Kafur, Sabuwa, Dandume, Bakori, Funtua, Kankara, Musawa, and Matazu. These used to be the frontline areas faced serious security challenges. I am pleased to note that I witnessed a remarkable improvement in peace and a strong return of farming activities. Seeing our farmers back on their farms, cultivating without fear, is one of the greatest signs of progress and worthy of celebrating.

The major factors driving these achievements are closely linked to our deliberate policies, initiatives, and programs, particularly the establishment of the State Ministry of Internal Security for clear policy direction, the creation and deployment of the well-trained and equipped Katsina Community Watch, and the introduction of the Community-Driven Development Programme (CDP).

Another major factor is the implementation of the Local Government Financial Autonomy. By granting LG Chairmen control over their resources, we have empowered them to deliver meaningful projects, interventions, and community programs. Many of the projects I commissioned during this tour were made possible because the chairmen now have the financial freedom to work efficiently and respond to the needs of their people.

Everywhere we visited, the feedback from stakeholders was encouraging. Traditional and religious leaders, youth groups, women, and community members expressed appreciation for the improvements in security, the revival of agriculture, and the developmental strides across the Funtua Zone. Their honest comments and recommendations will help us strengthen governance and deepen the progress achieved so far.

As we take the tour to the other zones, I want to assure you that we will continue to consolidate peace, support our farmers, and work closely with the Local Governments to ensure that development reaches every community in Katsina State.

STATEWIDE ENGAGEMENT TOUR: SABUWA LOCAL GOVERNMENT

Governor Radda Flags Off ₦18.5bn Sabuwa–Tashar Bawa–Rafin Iwa Road Project

Katsina State Governor, Malam Dikko Umaru Radda, has flagged off the construction of the 27.642km Sabuwa–Tashar Bawa–Rafin Iwa Asphalt Concrete Road, describing it as a major milestone in his administration’s commitment to opening up rural communities and strengthening state-wide connectivity.

Speaking at the groundbreaking ceremony today—part of his ongoing Statewide Engagement Tour across the 34 LGAs—Governor Radda said the project reflects his government’s determination to ensure equitable development, particularly for communities that have experienced years of infrastructural neglect.

“This project is a clear demonstration of our promise that no community—no matter how remote—will be left behind,” the Governor said.

Governor Radda explained that the entire corridor is home to hardworking farmers whose contributions are vital to food security in the state. He noted that the new road would enhance agricultural value chains, ease the movement of farm produce, and significantly reduce the transportation challenges farmers face, especially during the rainy season.

“For decades, this stretch has remained a virgin and difficult terrain. The absence of a standard road has restricted movement, limited market access and slowed socio-economic development. Today, we are changing that narrative for the people of Sabuwa and neighbouring communities.”

The Governor disclosed that the project has been awarded to Fullman Nigeria Limited at a contract sum of ₦18.5 billion, with an 18-month completion period. He also announced that the state government has already released 40% of the contract sum as advance payment to facilitate immediate mobilisation and prevent unnecessary delays.

Addressing concerns about compensation for affected persons, Governor Radda assured residents that all due payments would be made promptly. He stated that assessments of lands, farms and properties along the route were in their final stage and would be handled with fairness, transparency and due process.

“This project is a direct fulfilment of the promise I made during the campaign to deliver a standard, all-season road for Sabuwa and its surrounding communities. What we are witnessing today is the realisation of that promise.”

Governor Radda reaffirmed that his administration is results-driven and focused on delivering tangible, high-impact projects that will build a more connected, productive and prosperous Katsina State.

He issued a stern warning to the contractor, Fullman Nigeria Limited, and the consultant, ATS Multi Concept World Wide Ltd, emphasising that the government would not tolerate substandard work, delays or unjustified variations.

“We will closely monitor this project to ensure strict adherence to engineering standards and the agreed timeline,” he said.

The Governor described the flag-off as more than a road project—it is a message of hope, inclusion and progress for the people of Sabuwa LGA.

“This groundbreaking marks a historic step toward transforming this region and improving the daily lives of our citizens.”

Earlier, the Honourable Commissioner for Works, Housing and Transport Engr Dr Sani Magaji Ingawa; said the 27.642km Sabuwa–Tashar Bawa–Rafin Iwa Road Project represents “a decisive step toward rural transformation, infrastructure expansion and improving the quality of life for our citizens.”

He noted that the completely new virgin road will open up the agricultural belt, ease the movement of farm produce, enhance security and fast-track socio-economic growth across benefiting communities. He added that the Governor has already approved the 40% advance payment to ensure immediate mobilisation.

He emphasized that the people of the Sabuwa axis are predominantly farmers, and the commencement of this project demonstrates the administration’s commitment to fulfilling campaign promises and driving inclusive rural development across Katsina State.

The Commissioner described the flag-off as “a defining moment for communities that have long struggled with difficult terrain and limited access.” He said farmers and residents along the stretch had for years faced challenges in transporting produce and reaching markets. “Today’s project signals the beginning of true transformation,” he stated.

He called on residents to support the contractor throughout the construction period. “Safeguard the project environment and allow smooth ex*****on. This development belongs to you, and its success relies on your collective commitment,” he said.

Chairman of the Fullman Group, A. A. AlBasu, expressed gratitude to Governor Dikko Umaru Radda for the confidence placed in the company. He said they had already received assurances of cooperation and security support from the Sabuwa Local Government Chairman. “Insha’Allah, we will deliver this project before the coming rainy season,” AlBasu said.

He stressed that Fullman Nigeria Limited maintains strict engineering standards. “We do not compromise on quality,” he noted. Calling the project personal to him as a son of Sabuwa, he promised to deliver a road the community would be proud of. He ended with prayers for the continued success of the government and the progress of Katsina State.

Hon. Ibrahim Dan Jibo, Member representing Sabuwa in the Katsina State House of Assembly, thanked Governor Radda for fulfilling his campaign promise. “Your Excellency, you saw the condition of this road during your campaign, and today you have returned to fulfil that promise,” he said.

He added that every town in Sabuwa has benefited from the Governor’s projects. “We are fully in support of your leadership,” he declared. Dan Jibo, who chairs the Assembly’s committee on monitoring projects across the 34 LGAs, assured the Governor of full legislative cooperation.

Chairman of Sabuwa Local Government, Engr. Sagir, delivered the vote of thanks, expressing the community’s appreciation for the Governor’s commitment to development.

Among those in attendance were Senator representing Funtua Zone, Muntari Mohammed Dandutse; Member representing Kankara/Faskari/Sabuwa Federal Constituency, Hon. Dalhatu Shehu Tafoki; Chief of Staff, Abdulkadir Mamman Nasir; Principal Private Secretary, Abdullahi Aliyu Turaji; former Deputy Governor, Sirajo Umar Dammari; National Coordinator of AUDA-NEPAD, Hon.
