The Department of Agriculture – Farm-to-Market Road Development Program (DA-FMRDP) successfully gathered Provincial, Municipal, and City Local Government Units (P/M/CLGUs) for the GEOAGRI Updating cm Workshop on the Localization of the National FMR Network Plan 2026–2028, held on August 18–19, 2025 at Grand Regal Hotel, Davao City.

This initiative aligns with the directive of President Ferdinand R. Marcos Jr. during his inaugural State of the Nation Address (SONA) to establish an integrated and updated national network of farm-to-market roads that effectively connect production areas to markets.

Through the use of the GeoAgri System—an innovative GIS-based platform—participants were trained to map critical agricultural and fisheries production areas, coastal landing sites, post-harvest facilities, and markets. This workshop empowered Local Government Units (LGUs) to update their farm-to-market road (FMR) network maps and agri-fishery production data, report on the status of their local FMR Network Plan (FMRNP) write-ups, and submit and encode FMR proposals directly through the GeoAgri System.

Additionally, the activity aims to strengthen and organize Agricultural and Biosystems Engineering (ABE) units within LGUs to enhance the planning and implementation of FMR projects.

With this initiative, rural infrastructure planning becomes more data-driven and inclusive—ensuring that FMR investments directly uplift farmers, fisherfolk, and the agri-fishery sector nationwide.

The Department of Agriculture Regional Field Office XI (DA-RFO XI), through its Regional Agricultural Engineering Division - Farm-to-Market Road Development Program (RAED), holds the Regional Midyear Assessment on Farm-to-Market Road (FMR) Projects Implemented in the Davao Region for FY 2024 and FY 2025 on August 11-13, 2025, at Arnaldo’s Hotel and Restaurant, Digos City, Davao del Sur.

This Regional Midyear Assessment on Farm-to-Market Road (FMR) Projects was attended by the Department of Public Works and Highways (DPWH Region XI) and their District Engineering Offices (DEO). DPWH-DEO presents the status, updates, progress, and accomplishments of ongoing and completed FMR projects. Additionally, they identify and resolve challenges that arise during the implementation of the project, ensure adherence to relevant regulations, and disseminate information regarding policy issuances and other documents that are essential to the program's successful ex*****on.

To reinforce our push for timely and efficient Farm-to-Market Road (FMR) Project Implementation, our DA RFO XI - Regional Executive Director Macario D. Gonzaga was present during the Regional Midyear Assessment.
His message was clear and urgent:
“If there are still FMR backlogs, please conduct a thorough review and prepare catch-up plans to ensure timely implementation.”

This call to action reinforces the need for continued coordination and urgency in delivering the project that will serve the communities.

𝗗𝗔-𝗕𝗔𝗙𝗘 𝗮𝗻𝗱 𝗗𝗔-𝗥𝗙𝗢 𝗫𝗜 𝗖𝗼𝗺𝗺𝗲𝗻𝗰𝗲 𝗙𝗶𝗲𝗹𝗱 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀 𝗳𝗼𝗿 𝗙𝗮𝗿𝗺 𝗕𝗿𝗶𝗱𝗴𝗲𝘀 𝗶𝗻 𝗗𝗮𝘃𝗮𝗼 𝗥𝗲𝗴𝗶𝗼𝗻

The Department of Agriculture – Bureau of Agricultural and Fisheries Engineering (DA-BAFE) in collaboration with the Regional Agricultural Engineering Division of DA-RFO XI have initiated the first stage of 𝗦𝗼𝗰𝗶𝗮𝗹 𝗮𝗻𝗱 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗦𝗮𝗳𝗲𝗴𝘂𝗮𝗿𝗱𝘀 (𝗦𝗘𝗦) 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 for the construction of 𝐅𝐚𝐫𝐦-𝐭𝐨-𝐌𝐚𝐫𝐤𝐞𝐭 𝐁𝐫𝐢𝐝𝐠𝐞𝐬 in Davao City and Davao del Sur.

The field validations are conducted between July 21 – 24, 2025, as part of the Farm-to-Market Bridges Development Program (FMBDP) which targets the construction of 300 modular bridges in the country by 2028. These bridges are anticipated to facilitate the transport of farm goods, reduce costs, and provide better access to markets which will assist in improving the living standards of farmers and fisherfolk in the rural and underserved communities.

Conducting initial validation for the sites ensures that the identified environmental and social issues are managed and mitigated appropriately prior to construction activities.

Ang Administrative Order No. 16, Series of 2020 gimugna ug gi-isyu ubos sa klaro nga legal nga basihanan aron masuportahan ang padayon nga pagpalambo sa sektor sa agrikultura ug pangisda. Kini nga mando nagasalig sa Section 52 sa Republic Act No. 8435, nga mas nailhan nga Agriculture and Fisheries Modernization Act of 1997, ug sa Section 24 sa Republic Act No. 10601, nga gitawag usab nga Agriculture and Fisheries Mechanization (AFMech) Law.

Ang RA 8435 naghatag og mandato sa gobyerno nga suportahan ang modernisasyon sa agrikultura ug pangisda pinaagi sa paghatag og mga programa, polisiya, ug pasilidad nga makatabang sa mga mag-uuma ug mangingisda. Samtang ang RA 10601 nagtutok sa pagpauswag sa mekanisasyon aron mapadali, mapaayo, ug mapalambo ang produksyon ug kita sa sektor sa agrikultura ug pangisda.

Pinaagi sa AO 16 s. 2020, gipalig-on ang mga lakang sa Departamento sa Agrikultura aron masiguro nga ang mga programa nga may kalabutan sa modernisasyon ug mekanisasyon lig-on ang pundasyon ug legal nga panalipod.

AT THE MOMENT: FY 2025 2nd National Coordination and Monitoring Committee (NCMC) on the Formulation, Implementation, and Updating of the National Network of Farm-to-Market Roads

This meeting aims to strengthen inter-agency coordination in planning, implementing, and updating the National Network of Farm-to-Market Roads (FMRs).

This also tackles key issues such as the proposed SGLG 3-Year Indicator Framework, inputs to the President’s Report to the People, and updates on technical matters including maintenance guidelines, right-of-way compliance, and satellite-based FMR monitoring.

Discussions also include road standards for agri-logistics, tonnage limits for transporting produce, and agency roles—such as the DILG’s representative, NIA membership, and host designation for the next NCMC meeting.

𝑫𝒂𝒗𝒂𝒐 𝒅𝒆 𝑶𝒓𝒐 𝑳𝑮𝑼𝒔’ 𝑱𝒐𝒊𝒏𝒆𝒅 𝑭𝑴𝑹 𝑵𝒆𝒕𝒘𝒐𝒓𝒌 𝑷𝒍𝒂𝒏 𝑳𝒐𝒄𝒂𝒍𝒊𝒛𝒂𝒕𝒊𝒐𝒏 𝑪𝒐𝒏𝒔𝒖𝒍𝒕𝒂𝒕𝒊𝒐𝒏

The Department of Agriculture – Regional Field Office XI (DA-RFO XI), through its Regional Agricultural Engineering Division (RAED), successfully held the Provincial Consultation on the Localization of the Farm-to-Market Road Network Plan (FMRNP) 2026–2028 for the Local Government Units (LGUs) of Davao del Oro on May 29-30 2025, at PCCMPC Training Hostel and Training Center Pantukan, Davao de Oro.

The consultation aimed to develop localized FMR Network Plans by province, city, and municipality, serving as vital references for national farm-to-market road (FMR) planning and development. This initiative supports President Ferdinand R. Marcos Jr.’s directive to establish a National Network of Farm-to-Market Roads, as outlined in his first State of the Nation Address (SONA).
Participating agencies included LGUs of Davao de Oro, along with national government agencies such as the DPWH, DTI, DOT, DILG, DAR, and DOST. The activity produced initial drafts of localized FMRNPs, which will undergo review and approval by relevant agencies and officials.

This effort reinforces the Department of Agriculture’s commitment to promoting inclusive rural development through improved infrastructure and enhanced market connectivity for farming communities.
