Referendum Memorandum
We, the people of Ukraine, proclaim the following
1. We are collecting together in the community of States
Kiev State
Kharkiv State
Odessa State
Donetsk State
Krym State
Lviv State
More
2. We will be the Citizens of United States of Ukraine
3. Each State will have their own voting rights and government system
4. Each State will proclaim its own borders, sovereignty, and Neutrality
5. Each State will have a Partner Country, with which it will have a Tax Free zone for the period of 12 years
6. Each State will contribute what is negotiated with other States to the central government of Ukraine
7. Each State is prohibited to contribute monetary or supplies assets to the central government's Military
8. Each State has veto powers to changes of this Constitution
9. Every 12 years the Partner Countries are randomly selected for each State from the lottery pool of approved Countries
10. In the first formation and subject to change in 12 years, the pool will be split in two pools, so some of the States will only have access to pool of Republics of Russian Federation and other States will only have access to pool of other Countries
11. Any One State can be excluded from the USU if all other States will vote so
12. Any One States can voluntarily exit the USU, giving the States and central government a 1 year period to accommodate the exit
