The Massachusetts Peace Officer Standards and Training (POST) Commission has permanently revoked the law enforcement certification of New Bedford Police Officer Imari Soares, effectively barring her from serving as a police officer in the state.

The decision, announced on Friday, December 20, 2025, stems from Soares’ alleged involvement in aiding her then-boyfriend, Shay Gibbons, after he committed a serious domestic violence incident in June 2024.

According to reports and court documents, Gibbons broke into his ex-girlfriend’s New Bedford apartment late one evening, threatened her with a firearm, and fled with a shotgun. He then met up with Soares, who was on duty at the time, about a mile from the scene. Soares reportedly took possession of Gibbons’ loaded handgun—chambered and holstered—and placed it in her backpack without immediately disclosing this to her superiors.

When questioned, Soares allegedly provided misleading information to investigators. Only after persistent probing did she reveal the weapon’s location. Under direction from a supervisor, she later convinced Gibbons to turn himself in at the police station.

The criminal complaint against Soares accused her of assisting Gibbons by concealing the firearm and initially giving false statements to overseeing officers.Soares faced charges of accessory after the fact and intimidation of a witness, juror, or official. In June 2025, the accessory charge was dismissed, while the intimidation charge resulted in a continuation without a finding (CWOF) for two years—a disposition that POST often treats similarly to a conviction for certification purposes.

The POST Commission initially suspended Soares’ certification shortly after the 2024 incident. The recent revocation reflects the agency’s commitment to upholding standards of integrity and public trust, particularly in cases involving dishonesty or interference with investigations.Established as part of Massachusetts’ 2020 police reform legislation, the POST Commission oversees officer certification, investigates misconduct, and can impose suspensions or permanent revocations to prevent problematic officers from continuing in law enforcement.

This case underscores ongoing efforts to ensure accountability within police departments across the commonwealth. Soares’ decertification means she can no longer perform police duties in Massachusetts.

SEXUAL ASSAULT ARREST

On December 2, 2025, the Bensalem Township Police Department became aware of a r**e/s*xual assault that occurred in the evening on Sunday, November 30, 2025, at an apartment located at 3131 Knights Rd. The victim was transported to St. Mary’s Medical Center for a Sexual Assault Nurse Examiner (SANE) exam.

On November 30, 2025, at approximately 6:00 p.m., Kevin Mendez-Ramon texted the victim and asked whether she was free to hang out. The victim agreed to meet with Mendez-Ramon. Once at the apartment, the victim and Mendez-Ramon watched a movie. Suddenly and without warning, Mendez-Ramon physically got on top of the victim. While holding her down, he forcibly removed her pants. The victim repeatedly told Mendez-Ramon to stop and attempted to push him off of her.

As the victim continued to yell at Mendez-Ramon to stop and yell "no" at him, he removed his pants and forcibly penetrated the victim as she attempted to push him off. Throughout the entire assault, the victim was screaming and hoping that Mendez-Ramon’s roommates would hear her yelling. The r**e and assault continued unit she was finally allowed to get up by Mendez-Ramon.

After the r**e, Mendez-Ramon made statements to the victim that the r**e s*xually aroused him and that he prefers s*x when it is non-consensual. On December 12, 2025, the victim and Mendez-Ramon messaged about the incident via Instagram. During this conversation, Mendez-Ramon acknowledged that he r**ed her, despite her yelling for him to stop and saying “no.” Mendez-Ramon apologized to the victim for his actions. He later confessed to Bensalem Detectives.

An arrest warrant was issued for Kevin Mendez-Ramon, 23, 3131 Knights Road, Bensalem, PA, charging him with R**e, Sexual Assault, Aggravated Indecent Assault, and Indecent Assault. On Thursday, December 18, 2025, Bensalem Police Detectives and members of the Special Investigations Unit took Mendez-Ramon into custody at his residence without incident.

District Justice Joseph Falcone arraigned Kevin Mendez-Ramon, and he was remanded to the Bucks County Correctional Facility. Bail was set at 10% of $50,000,000. Mendez-Ramon is from Ecuador and illegally entered the United States.
