Cotillion's "Special Use Permit" Denied:
The Oyster Bay Town Board has unanimously voted to deny a special use permit for Cotillion, a fixture in Jericho, effectively barring the venue from operating as a catering hall. The decision hinges on a history of noise complaints, with town documents revealing that a code compliance case regarding "excessive noise" was opened in 2011 and "remains unresolved."
While the rejection prevents the venue from hosting large-scale banquet events in the neighborhood business zone, the business is not shutting down entirely. According to town spokeswoman Marta Kane, Cotillion is permitted to continue operations strictly as a restaurant.
As per a news report in Newsday of Long Island, In its formal resolution, the Oyster Bay Town Board stated that "excessive noise continues to be a problem" at Cotillion and noted that previous attempts to implement noise mitigation plans "have proven unsuccessful."
The denial follows a 2016 discovery that the venue—which has operated at 440 Jericho Turnpike for over 60 years—lacked the specific zoning approval required to operate as a catering facility in a neighborhood business zone. A formal application to rectify this was filed in 2020 but faced stiff opposition from residents of The Manors Condominium, located directly across the street, who cited years of loud music and disturbances.
During the meeting, Cotillion’s attorney, Tamar Harutunian, asked the board to delay the vote, seeking "an additional opportunity" to collaborate with neighbors and address their concerns. However, Ta town official asked pressed Harutunian on whether any concrete policies had actually been implemented to reduce the noise.
Residents from The Manors Condominium community, on the opposite side of Jericho Turnpike, have complained about loud music and noise coming from Cotillion for years, officials said.
