Stockton East - Knowing Your Forecast Early Enough to Make a Difference
-
For water managers in California, the gap between real-time conditions and the metrics that dictate operations can be a source of real frustration. Just ask Justin Hopkins, General Manager at Stockton East Water District (SEWD).

Earlier this year, as New Melones Reservoir approached capacity and potential flood releases, the San Joaquin River Index (SJRI)- a metric used to classify water year type and determine Central Valley Project (CVP) allocations- still labeled the year as “dry.”

Madera GSA Fine Tunes Water Measuring
-
The Madera County board of supervisors convened as the board of the Madera GSA at 1:39 p.m. on May 13th in the county office building on 4th Street in Madera with Chair Leticia Gonzalez wielding the gavel. The agenda was concise and treated with dispatch in no small measure because the items had been considered and refined at the previous two GSA Committee meetings held May 6th and April 1st.

Doubled Minded Delta Policy
-
The State of California has committed to a policy of protecting wild runs of its Chinook salmon. It’s reflected in both State law, in the Delta Reform Act, and in State policy, including the State Board’s Bay-Delta Water Quality Control Plan and Delta Stewardship Council’s Delta Plan. The State implements salmon policy by imposing considerable restrictions on the agencies that supply water to residents, businesses, and farmers across much of California at a cost that runs into the hundreds of millions of dollars annually. Yet this year returns of wild spring-run Chinook salmon from the ocean were vanishingly small. State officials report that fewer than 25 returning adults were recorded in two of the three remaining upper Central Valley streams that feed the Sacramento River and still support independent spring-run Chinook populations.

Equipment & Copper Theft? Amarok Has the Answer
-
Agricultural equipment theft is a growing concern for farmers and rural businesses, with losses amounting to millions of dollars each year. From tractors and GPS systems to irrigation pumps and hand tools, high-value machinery is an attractive target for criminals due to its valuable parts that can be stripped for copper wiring and other parts. The vast, often remote nature of farmlands makes surveillance challenging, and with limited law enforcement presence in rural areas, thieves have ample opportunity to strike.

Glenn Colusa ID Says Shasta Storage Looking Good
-
The Glenn-Colusa Irrigation District (GCID) Meeting of the Board of Directors was held at its headquarters at 334 E. Laurel Street, in Willows, CA. The meeting was called to order by President Logan Dennis. After the flag salute, Dennis invited the public to address the board. There were a few visitors in attendance, but with no comments from them, I was invited to introduce myself. After a brief self-introduction from yours truly, the Board and Staff were kind enough to take the time to introduce themselves, which I am grateful for, as this was my first time at a GCID meeting. General Manager Jeff Sutton asked me to tell his good friend Don Wright hello for him. [Publisher’s note: Hi back at you.]

In the fall of 2023, Tulare Irrigation District’s General Manager Aaron Fukuda sat in a packed session at the ACWA conference, listening to Rob Doornbos of Weather Tools talk about their water year precipitation forecast. Fukuda wasn’t expecting much, maybe some vague guidance with probabilities. But then Doornbos began walking through the model’s past performance — and it caught Fukuda’s attention.

The Assembly Committee on Water, Parks & Wildlife Had Long Meeting Resulting in a Long Report
-
At 9:01am on Tuesday, April 29, 2025 the 13-member California State Assembly Water, Parks & Wildlife Committee was called to order in Sacramento without a quorum. Assemblywoman Diane Papan, D-San Mateo, is Chair. She may have heard a sigh of relief from all over the state when she took over as chair. For the most part she’s received decent reviews for her more informed and moderate behavior than some previous chairs.

The Friant Water Authority board of directors met at the Bello Vita Event Venue in Visalia on Thursday, April 24, 2025 and on Micro Snot Teams. Due to an unavoidable circumstance of staying out way too late last night I wasn’t able to attend in person. Thus, forcing me to use the execrable MS Teams option. Fortunately I got a head start and after a half hour of University of YouTube help was able to kickout the old MS Teams and start anew with an all freshly downloaded app. What a convenient way to participate in an online meeting – just set aside a block of time to go into the system files and purge the not quite up to the moment version of Teams well before the scheduled start time of your next online meeting.
