LIEUTENANT GOVERNOR ROACH ANNOUNCES
MEETING OF THE VIRGIN ISLANDS BANKING BOARD

Lieutenant Governor Tregenza A. Roach, Esq. who also serves as the Chairman of the Virgin Islands Banking Board, announces that the Board will meet on Thursday, September 25th and Friday, September 26th at 10:00 a.m. to receive “State of the Bank” reports from Virgin Islands banks and to receive updates on products and services available to customers in the Territory.

The Board’s agenda includes operational updates from representatives of FirstBank, Oriental Bank, Bank of St. Croix, Merchant Commercial Bank, Banco Popular, and the Economic Development Bank, and an inquiry into the banks’ observance of local holidays.

To request access to the Banking Board meeting, please RSVP by emailing [email protected]. Please note that participation is limited to observation only. Members of the public and of the media will not be able to ask questions during the Board meeting.

MOURNS THE PASSING OF BISHOP HERBERT A. BEVARD

I join a deeply saddened Virgin Islands community in mourning the passing of Bishop Herbert A. Bevard, retired Bishop of the Diocese of St. Thomas, U.S. Virgin Islands. He was a humble and faithful servant of the Clergy, Religious, Laity and the entire Virgin Islands community.

Having known Bishop Bevard personally, I honor his memory and his sacred leadership of the Church in the Virgin Islands. He led his flock with kindness and compassion, and will be remembered for his stewardship of the Church, and, as well, his caring ways. During his tenure, Bishop Bevard was responsible a lot of the improvements of the Sts Peter and Paul Cathedral, which are still notable today.

The Virgin Islands is grateful because Bishop Bevard chose us as his spiritual home, a place which grew with him, as he led so many in divine worship and in the love of God. I offer a prayer for comfort and for God’s grace to the Diocese and to all the members of his family, friends, and loved ones, as we all share in this great loss.

May he rest in glory.

MOURNS THE PASSING OF LOUIS B. TAYLOR, JR.

I join a deeply saddened Virgin Islands community in mourning the passing of Louis B. Taylor, Jr., legendary musician, mentor, and teacher. Mr. Taylor’s many significant and outstanding contributions have been noteworthy and will undoubtedly be regarded as his legacy for years to come.

I was honored and privileged to be present at the benefit concert held most recently on August 24th in tribute to Mr. Taylor, whose musical career extends for more than sixty years. Talented musicians from all three islands played for him and paid homage to him to celebrate his many contributions. Despite his physical challenges, Mr. Taylor stayed throughout the concert and reveled in the music.

In his music we can find the soundtrack to the varied moments of our lives. Mr. Taylor was there for our celebrations and as well when we were in need of consolation or comfort. We will miss him greatly, but we remain grateful that he made our lives better, made us whole with the multitude of his musical gifts.

Born in Savan, Mr. Taylor’s passion for music was inspired by both of his grandfathers, Ernest Spooner, a lead musician with the Bamboula Fungi band, and Bernard Taylor, a musician with the naval band directed by Alton Adams, Sr. By age eleven he learned how to play the piano, and by his senior year in high school, he played jazz professionally and performed with the Charlotte Amalie High School band. Having earned a bachelor’s degree in 1975, Mr. Taylor taught music on St. Thomas at the Joseph Gomez Elementary School, Bertha C. Boschulte Junior High, Addelita Cancryn Junior High and the University of the Virgin Islands. As a teacher for more than thirty years, he touched the lives of many Virgin Islanders, and his influence will be felt for a very long time.

I offer a prayer for comfort and for God’s grace to his beloved wife Michelle, my classmate and friend, and to all the members of his family, friends, and loved ones, as we all share in this great loss.

NEW LOCATION FOR ST. CROIX OFFICE OF THE TAX COLLECTOR

Lieutenant Governor Tregenza A. Roach, Esq. announces that effective Friday, September 12, 2025, the St. Croix Office of the Tax Collector is now permanently relocated to:

Services will no longer be available at the Leroy Quinn Finance Building in Sunny Isle, also effective Friday, September 12, 2025. Lieutenant Governor Roach reminds the public that at all times, the online portal, which offers much of the same services available in person, remains open and available. Visit the online portal at https://propertytax.vi.gov, to receive Tax Status Reports, to make property tax payments, to start and maintain payment plans, or to request and pay for Tax Clearance Certificates.

Other St. Croix divisions of the Office of the Lieutenant Governor that are present at this new location include the Division of Banking, Finance & Insurance Regulation, Passport Acceptance Facility, VI SHIP / Medicare Division, Recorder of Deeds, and the Division of Corporations and Trademarks. Office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday. Cashier services are also available at this location.

LABOR DAY MESSAGE

In celebration of Labor Day, I join the entire Virgin Islands in recognizing the significance of the American workforce and its vast accomplishments. This special day of commemoration affords us the privilege to honor the men and women who have built this Nation and the Territory through their social and economic contributions.

Labor Day evolved during the Industrial Revolution in the late 1800s where working conditions were harsh and unfavorable. Subsequently labor unions were forged to protect the rights of workers and to advocate for safer working conditions, better wages, and more reasonable working hours. Today we value labor unions as an essential component of the workforce because they foster equality and regulatory standards for the betterment of workers.

Historically, the Virgin Islands has a proud legacy of indomitable leaders who successfully fought for the rights and protection of laborers. These stalwarts include Queen Mary and David Hamilton Jackson whose actions have motivated many Virgin Islanders over the years to continue to advocate for the betterment of laborers and to take a stance against injustice. We remain indebted to these and to many other fearless leaders for being the voice of the people and advocates for workforce injustice.

As we celebrate Labor Day throughout the Territory, I take this opportunity to express my gratitude to the people of the Virgin Islands who have worked diligently in various industries to assure availability of the goods and services that we rely upon daily. Thank you for your earnest work, dedicated service, and valuable contributions. Happy Labor Day to all.

Both Deanna Hunt-Lettsome and Ludence Romney, Jr. work in the Management Information Systems Division They are proficient in their area, exhibit a strong work ethic and excellent customer service skills, and are a joy to be around.

LIEUTENANT GOVERNOR ROACH REMINDS TAXPAYERS OF
REAL PROPERTY TAX PAYMENT DEADLINE

Lieutenant Governor Tregenza A. Roach, Esq. reminds the public that the 2025 real property tax bill, which was issued in June, will become delinquent after August 30, 2025. Lieutenant Governor Roach urges taxpayers to adhere to that deadline to avoid added interest and penalties.

“Although the bill carries a June 30, 2025 due date, legislation makes it payable up to August 30, 2025 without added interest or penalties.” stated Lieutenant Governor Roach. “Taxpayers are reminded that while payments to the portal can be made up to midnight August 30, 2025, in person payments must be made by the close of business on Friday, August 29, 2025.”

Property owners may pay their property tax bill online at https://propertytax.vi.gov. Upon payment of all due property taxes, property owners may also request, remit payment for and receive a Tax Clearance Certificate on the same online web portal.

Property owners that did not receive a 2025 tax bill are responsible for contacting the Office of the Tax Assessor to inform them that a property tax bill was not received. A property owner that wishes to challenge the valuation of their 2025 property tax bill, may:

1. File an Informal Review with the Office of the Tax Assessor in their District within 45 calendar days after the issuance of the tax bill. OR
2. File a Formal Appeal with the Board of Tax Review. Property owners who wish to file an appeal, may contact the Virgin Islands Department of Finance at (340) 774-4750.

Any property taxes not paid by August 30, 2025, is considered delinquent and will become subject to Final Collection Activity, which includes publication, auction sales and/or judicial foreclosure.
The 2025 bill also includes information on unpaid tax years. Property owners who have not paid their prior tax year bills are encouraged to contact the Office of the Tax Collector for payment options. Payments can be made in person at the following locations:

Property owners desiring assistance with delinquent property taxes are urged to utilize payment plans that are made available to all taxpayers with delinquencies. Payment plans require a 15% down payment of all outstanding taxes, interest penalties and fees, and can be started and maintained online at https://propertytax.vi.gov. Payment of property taxes does not confer property ownership rights to the tax payor.

Any property that has a current payment plan, will not be forwarded for final collection activity. Also, any property which is involved in probate and has been duly registered as a probated property with the Office of the Tax Collector, will not be forwarded for final collection activity.
