Covenant of Mayors in Sub-Saharan Africa Regional chapter of the Global Covenant of Mayors for Climate and Energy. The action was launched by the European Commission in 2015.

The Covenant of Mayors in Sub-Saharan Africa (CoM Africa) is an initiative to support committed towns and cities to mitigate and adapt to climate change and to ensure energy access in their municipalities through planning and implementing effective climate and energy actions. The Covenant of Mayors Office for Sub-Saharan Africa (CoMO SSA) is a project funded by DG-DEVCO for supporting the implemen

tation of the CoM Africa initiative by creating a platform of local authorities, assisting Sub-Saharan cities with the preparation of action plans, setting up of an international network for exchange of experiences and skills, and the development of policy advocacy.

🌍 From Practice to Science: CoM SSA contributes to the Special Report on Cities 📘🏙️

Last week in Nairobi, the Global Covenant of Mayors for Climate & Energy and UN-HABITAT convened a pivotal workshop bringing together authors working on the IPCC Special Report Cities and practitioners.

CoM SSA joined as an "Urban Practitioner" representative, ensuring that the 𝗜𝗣𝗖𝗖 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗥𝗲𝗽𝗼𝗿𝘁 𝗼𝗻 𝗖𝗶𝘁𝗶𝗲𝘀 (𝗦𝗥 𝗖𝗶𝘁𝗶𝗲𝘀) 𝗶𝘀 𝘀𝗵𝗮𝗽𝗲𝗱 𝗯𝘆 𝗼𝗻-𝘁𝗵𝗲-𝗴𝗿𝗼𝘂𝗻𝗱 𝗿𝗲𝗮𝗹𝗶𝘁𝗶𝗲𝘀, reflecting real challenges, and real solutions. The exchange aimed to help make the report not only scientifically robust, but also practical and solution-oriented for city decision-makers.

CoM SSA shared case studies and insights from across Sub-Saharan Africa including:💰 The critical need to unlock climate finance for local governments—an area where CoM SSA has been catalytic.

By supporting cities in developing SEACAPs (Sustainable Energy Access and Climate Action Plans), 𝗖𝗼𝗠 𝗦𝗦𝗔 𝗵𝗲𝗹𝗽𝘀 𝗹𝗮𝘆 𝘁𝗵𝗲 𝗴𝗿𝗼𝘂𝗻𝗱𝘄𝗼𝗿𝗸 𝗳𝗼𝗿 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗿𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗹𝗼𝗻𝗴-𝘁𝗲𝗿𝗺 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝗮𝗰𝘁𝗶𝗼𝗻. These plans provide evidence and direction to engage funders and implement impactful projects. Complementing this, CoM SSA has facilitated targeted capacity-building and matchmaking opportunities, such as:
• The Learning Lab in Namibia (hosted with ALAN), which focused on peer exchange, early-stage project development, and dialogue with funders.
• The Regional Climate Action Implementation Forum in South Africa (co-hosted with GCoM, the Gap Fund, ICLEI Africa, AfDB and SALGA), deepening city‑business engagement and accelerating implementation.

Together, these efforts connect cities with the partners and resources needed to turn plans into action.

These case studies, shared in Nairobi, will feed into the Global Research and Action Agenda (GRAA) literature database and local urban knowledge platform, providing locally-generated evidence and examples that can directly inform the hashtag case study atlas and 𝘀𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗴𝗹𝗼𝗯𝗮𝗹 𝗻𝗮𝗿𝗿𝗮𝘁𝗶𝘃𝗲𝘀 𝗼𝗻 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝗳𝗶𝗻𝗮𝗻𝗰𝗲 𝗮𝗰𝗰𝗲𝘀𝘀 𝗳𝗼𝗿 𝗦𝘂𝗯-𝗦𝗮𝗵𝗮𝗿𝗮𝗻 𝗔𝗳𝗿𝗶𝗰𝗮𝗻 𝗰𝗶𝘁𝗶𝗲𝘀.

New report | Tracking Transformation: How African Cities Are Driving Global Climate Action Through Local Data | By CDP, ICLEI Africa and CoM SSA

For too long, African cities have been sidelined in the global climate narrative, viewed as under-resourced, under-reporting, and falling behind. This new report tells a 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁 𝘀𝘁𝗼𝗿𝘆, one grounded in 𝗱𝗮𝘁𝗮, 𝗮𝗰𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗹𝗼𝗰𝗮𝗹 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽.

Since 2011, 𝟭𝟭𝟱 𝗔𝗳𝗿𝗶𝗰𝗮𝗻 𝘀𝘂𝗯𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝘀, one third are CoM SSA signatories, have reported through the CDP-ICLEI Track. Of those that reported:
• 64% have completed a Risks and Vulnerability Assessment.
• 46% have completed a Greenhouse Gas Inventory.
• 85% are delivering actions with multiple co-benefits, from job creation and improved to enhanced safety and education.

aren’t preparing for climate risks—they are already living them. 92% of cities reported that they are already experiencing climate-related impacts, identifying 250 distinct risks and hazards. But these risks aren’t felt equally.

A staggering 98% of them are expected to hit vulnerable groups the hardest, making equity a frontline climate issue.

Despite this, African cities are not standing still. They’re leading. Acting. Innovating. In 2023 alone, over 230 climate infrastructure projects were disclosed by African cities.

Cities across Africa are developing ambitious projects, but too often, these stall before implementation due to a lack of readiness. That’s why CoM SSA is helping bridge the gap between public ambition and .

Earlier this month, the Global Covenant of Mayors for Climate & Energy and City Climate Finance Gap Fund Partnership team led the Regional Climate Action Project Implementation Forum. CoM SSA was proud to partner on this event alongside the African Development Bank Group, ICLEI Africa, and the South African Local Government Association.

African cities know what needs to be done, but without tailored technical support and direct engagement with financiers, their solutions often remain on paper. This Forum tackled that challenge directly.

𝗞𝗲𝘆 𝗮𝗰𝘁𝗶𝘃𝗶𝘁𝗶𝗲𝘀 𝗮𝘁 𝘁𝗵𝗲 𝗙𝗼𝗿𝘂𝗺:
🤝 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴: Technical experts provided an interactive training on the project preparation lifecycle, sharing tools, insights, and case studies to help cities improve their investment-readiness.
🗣️𝗣𝗶𝘁𝗰𝗵 𝘀𝗲𝘀𝘀𝗶𝗼𝗻𝘀 𝘄𝗶𝘁𝗵 𝗿𝗲𝗮𝗹 𝘁𝗶𝗺𝗲 𝗳𝗲𝗲𝗱𝗯𝗮𝗰𝗸: Cities, including 15+ CoM SSA signatories, pitched their project ideas and plans and then received actionable feedback from private sector representatives and technical experts.
✨ 𝗚𝗮𝗶𝗻 𝗰𝗹𝗮𝗿𝗶𝘁𝘆 𝗼𝗻 𝗳𝘂𝗻𝗱𝗲𝗿𝘀’ 𝗲𝘅𝗽𝗲𝗰𝘁𝗮𝘁𝗶𝗼𝗻𝘀: Through the presentations, networking opportunities and feedback from the private sector, cities gained invaluable insights on what financiers are looking for in a project.
🏙️𝗣𝗲𝗲𝗿 𝗲𝘅𝗰𝗵𝗮𝗻𝗴𝗲 𝗮𝗻𝗱 𝗰𝗶𝘁𝘆 𝘀𝗼𝗹𝗶𝗱𝗮𝗿𝗶𝘁𝘆: Cities connected, sharing common challenges and successful strategies to overcome these challenges. Through these exchanges, cities deepened relationships and forged plans for collaborations with one another.
🌍𝗘𝗻𝗵𝗮𝗻𝗰𝗶𝗻𝗴 𝗔𝗳𝗿𝗶𝗰𝗮–𝗘𝘂𝗿𝗼𝗽𝗲 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻: The Forum brought together African cities, African businesses and European businesses to exchange knowledge and forge partnerships, showcasing the power of cross-regional collaboration in driving climate action.
♻️𝗦𝗶𝘁𝗲 𝘃𝗶𝘀𝗶𝘁 𝘁𝗼 𝗖𝗮𝗽𝗲 𝗧𝗼𝘄𝗻’𝘀 𝗹𝗲𝗮𝗱𝗶𝗻𝗴 𝗲𝘅𝗮𝗺𝗽𝗹𝗲 𝗼𝗳 𝗶𝗻𝗱𝘂𝘀𝘁𝗿𝗶𝗮𝗹𝗶𝘀𝗲𝗱 𝘄𝗮𝘀𝘁𝗲 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁: Participants visited the Kraaifontein Integrated Waste Management Facility, which offered a live case study in circular economy implementation, public-private partnerships and scalable waste diversion strategies.

This is just the beginning. CoM SSA will continue to host high-impact events that empower cities to turn climate plans into implementable, investable projects.

🏆 Congratulations to Nakuru County for receiving national recognition at this year's Energy Management Awards by the Association of Manufacturers!

Nakuru's recognition highlights its success in implementing clean and solutions to reduce overall consumption, particularly through impactful energy-saving projects in schools and public buildings.

This progress builds on work carried out in collaboration with CoM SSA through the Urban Smart Energy (USE) approach. Under this initiative, 17 county facilities were assessed and equipped with smart meters to monitor real-time energy use. The enabled detailed technical and economic analyses, strengthening Nakuru's capacity to develop a pipeline of finance-ready energy projects.

👏 A milestone that shows how data-driven planning and local leadership can drive climate action on the ground.

Across sub-Saharan Africa, cities face shared climate risks such as extreme weather events, rising temperatures, and resource scarcity. Addressing these challenges in isolation is neither efficient nor sustainable.

🌍Recognising this, the Covenant of Mayors in Sub-Saharan Africa ( ) has championed over 𝟮𝟱 𝗰𝗶𝘁𝘆-𝘁𝗼-𝗰𝗶𝘁𝘆 𝗲𝘅𝗰𝗵𝗮𝗻𝗴𝗲𝘀, fostering peer learning, strengthening capacities, and empowering local governments to implement impactful climate solutions.

💡As the regional covenant to the Global Covenant of Mayors for Climate & Energy (GCoM), CoM SSA connects signatories with global peers, paving the way for regional and international city-to-city peer learning opportunities.

The partnerships and knowledge-sharing initiatives facilitated by CoM SSA demonstrate that African cities do not need to work in isolation or reinvent the wheel to drive climate action.

L'intégration de stratégies relatives au climat dans les plans de développement local en Gambie

La Convention des maires pour l'Afrique subsaharienne (CoM SSA) a récemment rassemblé plusieurs villes gambiennes, à savoir Banjul, Brikama et Kanifing de l’agglomération de Banjul, ainsi que Basse, Kerewan, Kuntaur, Mansa Konko et Janjangbureh, et d’importants acteurs tels que plusieurs représentants de l’Union européenne, dans le cadre d’une puissante démonstration d’engagement dans l’action climatique. 🌍🏙️💡
