Apply Now: Life-changing opportunity for young men
The Chrysalis Academy is now accepting online applications for next year's three-month development and leadership programme for young men.
Based in Tokai, this youth programme, a collaboration between the Western Cape Government’s Department of Police Oversight and Community Safety and the Overstrand Municipality, focuses on personal growth, leadership training, physical fitness, and essential life skills.
This intake is specifically for the '26 Alpha' male course, with the Academy offering two intakes for men and one for women each year.
If you're ready to take the next step towards a positive future, don't miss this opportunity. Apply before 31 october 2025 register on SA Youth Mobi. The SA Youth Mobi is a data free app and the youth will not incur any data cost and/or need data to go online.
Remember, the Chrysalis Academy is a drug free organisation. Drug testing takes place during recruitment and on intake. Only applicants who test negative will be invited to join, and any participant who tests positive during the programme will not be allowed to continue with the programme.
To qualify for the programme, applicants must be between 18 and 25 years old, have passed at least Grade 9, and currently be unemployed - not enrolled in school, studying, or undergoing any training. Applicants must also have no history of drug use, no criminal record, and be residents of the Western Cape Province.

• Most recent school report
• Two ID photos
• Banking details

The Department of Labour will be in the Overstrand on the following dates:
• Spaces for Sport Hall in Gansbaai: 17 October
• Hawston Thusong Centre:
28 & 30 October (Assistance will be provided for surnames A-K on the first day and L-Z on the second. Residents will not be helped if they come on the wrong day).
• Kleinmond Town Hall: 29 October
* Please note that these dates may be subject to change. Remember to bring all the required documents to the service points. Queues are long, and if any documents are missing and you need to fetch them, you may not be assisted again on the same day.

Final opportunity to comment on Overstrand Ward Boundary Changes ahead of 2026 Elections
The Municipal Demarcation Board (MDB) has released its second draft of ward boundaries as part of preparations for the 2026 Local Government Elections. These proposed changes are now open for public input, following publication in the relevant Provincial Gazettes.
Members of the public have until Friday, 3 October 2025 to submit written objections to the proposed ward boundaries.
Proposed Changes in Overstrand: Ward 15
For Overstrand Municipality, the proposed ward configuration includes a council of 29 councillors, comprising 15 wards.
Under the current proposal, Ward 15 will include the following voting stations:
• Kleinmond Town Hall
• Honingklip Farm
• Lake Marina Yacht and Boat Club
Submission of objections:
In line with the Municipal Structures Amendment Act, 2021, any person who is dissatisfied with the proposed ward boundaries may submit a written objection to the MDB within 14 days of the publication date of the applicable Gazette.

Here follows our monthly schedule, where Overstrand Municipal officials will be available on selected Saturdays and offer extended weekday hours at community halls to assist residents with registering or applying for the Indigent Subsidy.
In addition, Overstrand municipal officials are available during office hours to assist residents with Indigent Subsidy registration and applications at their local municipal offices.

COUNCIL APPROVES CHANGES TO HELP MORE POOR HOUSEHOLDS
The Overstrand Municipality has made changes to the Indigent Policy to better support people in need. These changes were approved by Council on Thursday, 25 September 2025.
In short, here are the new additions:
New Additions to Section 5: CRITERIA OF SUBSIDY
NEW: The Municipal Manager may allow pensioners over 60 to deduct medical aid contributions from their income.
NEW: Seasonal/quota workers’ income will now be calculated as an annual average to determine their monthly income.
NEW: Applicants may not own more than one property, except if the second property is an undeveloped stand in a wetland area where development is impossible.
NEW: Government-funded housing beneficiaries who occupy the property will be automatically registered as indigents from now on.
• These beneficiaries will be required to re-apply after one year.
New Addition to Section 13: DURATION OF SUBSIDY
NEW: Pensioners over 60 no longer need to re-apply annually; their status will be reviewed every three years.

New Dates for Overhills UISP meetings

The public meeting for the Overhills Upgrading of Informal Settlements Programme (UISP), originally scheduled for 10 September 2025, has been rescheduled to ensure all Interested and Affected Parties have the opportunity to attend. Two meetings will be held on separate dates at different venues to accommodate all stakeholders.
The meetings will provide information on the project, explain the environmental application process, and offer attendees the opportunity to ask questions and submit comments.

WELCOME VISITORS - Let’s keep Overstrand tidy this October holiday

The October school holiday break is upon us, and many visitors are expected in the Overstrand for various events, including the Hermanus Whale Festival and the Kleinmond Fynbos Festival, which will take place from 3 to 11 October 2025.
As we welcome everyone to our area, we kindly ask both residents and visitors to be mindful of their water usage and to help keep our towns clean. Let’s all take responsibility for ensuring our public spaces remain enjoyable for everyone.
Waste Management Guidelines
Overstrand Municipality appeals to all owners and operators of holiday or weekend accommodation, including self-catering units, to please take note of the following:
• Inform guests of the scheduled waste collection day in your area.
- If guests are vacating before or after the scheduled collection day, it is your responsibility to:
• Make alternative arrangements (e.g. with a neighbour or managing agent) for proper waste disposal, or
• Ensure that guests know where to safely drop off their household waste before leaving town.
Under no circumstances should guests be allowed to:
• Leave rubbish bags next to bins, on pavements, or in open areas (commonages).
• Leave household waste on the pavement overnight.
- Waste must be secured in black bags or a wheelie bin.
-Waste may only be placed out for collection from 07:00 on the scheduled day.

In baboon-affected areas, it is your responsibility to:
• Provide a baboon-proof bin (with a latch, strap, padlock, or clip).
• Clearly inform guests that refuse bags may not be left on or next to these bins.
We as Overstranders are known for our hospitality, and it is always a pleasure to welcome people from far and wide to our shores. At times, though, it is necessary to ensure that guests leave Overstrand just as they found it: pristine and unspoilt.

The following press release was issued by Ward Councillor for Ward 7, Cllr Hybré Lombard:

‘Kusweg’ to become One-Way

Work will begin by mid-October 2025 to carry out improvements to Kusweg in Sandbaai.
The most significant change will be that Kusweg will become a one-way road from Main Road up to the Bamboo beach turnoff. Please note that the one-way will not extend to Piet Retief Street, as was originally proposed.
The project is expected to be completed within one week, weather permitting as the work will primarily involve new road markings and signage. During this period, traffic will be temporarily diverted, and road users are requested to follow on site signage to ensure safety and minimise disruption.
Additional parking and speed humps along Marine Drive will be completed in phases, depending on the availability of funding.
The improvements are part of a broader plan to improve road safety and encourage responsible road use in Sandbaai while making the area more accessible and attractive to visitors.
According to Ward 7 Councillor, Hybré Lombard, this project has been part of the Ward 7 Integrated Development Plan (IDP) for some time, consistently listed as priority item 2. The proposal was first introduced in September 2022 to the previous Mayor, with no objections raised at the time. It was later formally presented in 2023 by local residents Robbie Robberts and Johan van Schalkwyk during a public meeting. Most recently, on 18 September 2025, the Ward Committee reaffirmed its support for the initiative, once again ranking the upgrade second on the IDP.
Kindly note: In Sandbaai, Kusweg does not automatically become Marine Drive - it remains Kusweg in both English and Afrikaans.
