🇿🇦 South Africa’s informal minibus taxi industry emerged as a grassroots survival response to apartheid-era segregation and now carries over 60% of the country's daily commuters.

The apartheid government provided public transport mainly for white citizens, forcing Black workers into distant townships with unreliable trains and buses. Black entrepreneurs filled the gap using large American sedans (like the Chevrolet Impala) disguised as private family cars to dodge illegal transport laws.

The 9-seat loophole: Operators exploited the 1977 Road Transportation Act by limiting capacity to avoid strict bus regulations.

The 1987 shift: The state deregulated the transport sector, legalizing 16-seater minibuses like the iconic Toyota HiAce. The market exploded, giving Black operators economic entry into a massive, unsubsidized commercial sector.

SANTACO formation: The South African National Taxi Council formed in 2001 to bring unity, formal leadership, and collective bargaining to the chaotic sector.

Recapitalisation: Government introduced the Taxi Recapitalisation Programme in the mid-2000s to phase out older, unsafe vehicles for standardized, safety-compliant models.

The industry generates up to R50 billion annually with roughly 200,000 to 300,000 active minibuses. The sector remains largely self-regulated and occasionally volatile, balancing vital daily mobility against ongoing infrastructure and safety challenges.
