Ministry of Education Clarifies Free Education Policy

The Ministry of Education has moved to clarify public debate surrounding the Free Education Policy, stressing that its implementation began under the New Dawn Government in 2021 and has now been entrenched in law.

Permanent Secretary for Educational Services, Dr. Kelvin Mambwe, stated: “The recognition of free universal education in the Education Act No. 23 of 2011 did not, in itself, amount to the existence of a Free Education Policy. Recognition of a principle in law expresses a national aspiration. A Government policy, on the other hand, exists when that aspiration is translated into concrete action through deliberate implementation, public financing and institutional support.”

Dr. Mambwe explained that prior to 2021, schools continued charging user fees and examination fees, which excluded many children from vulnerable households. The New Dawn Government abolished these charges and increased grants to schools, ensuring institutions could operate without passing costs to parents.

Since implementation, more than 2.6 million additional learners have accessed education, marking one of the largest expansions in Zambia’s history. The reform has now been secured through amendments to the Education Act, making free education from Early Childhood to Secondary School a legal guarantee.

Dr. Mambwe emphasized: “The Free Education Policy has restored hope to thousands of families and reaffirmed the Government’s commitment to ensuring that no child is denied education because of financial constraints.”

UPND New Dawn Delivers, Hichilema Tells Kitwe Voters

President Hakainde Hichilema has urged Kitwe residents to support the UPND New Dawn government, saying it has delivered on its 2021 campaign promises.

At a rally at Kitwe Playing Fields yesterday, President Hichilema pointed to growth in the mining sector, new jobs, and the local content law as drivers of Zambia’s economic recovery.

He also highlighted road and infrastructure projects, dismissed opposition criticism, and warned against political misinformation.

President Hichilema pledged continued investment in healthcare, infrastructure, and civil service salaries as the economy expands.

Thanking Copperbelt residents for their support, he said: “You stood with Bally, and Bally stands with you.” He encouraged them to vote for UPND candidates in the upcoming general election on August 13.
