Public Service Delivery: Secretary to the Cabinet Patrick Kangwa Vows to Enhance Public Financial Management

Secretary to the Cabinet Patrick Kangwa has revealed that the current Auditor General's report for 2023 uncovered numerous audit queries across ministries, provinces, and spending agencies.

Speaking during the induction and delivery of basic accounting knowledge for non-accounting officers handling public resources ceremony for a non-accounting in the Ministry of Education, Mr Kangwa highlighted that the report exposed issues such as misapplication of funds, failure to account for equipment, lack of expenditure returns, and wasteful expenditure.

He attributed these queries to insufficient training and experience among public resource handlers. To address this, the training program aims to equip participants with essential values, principles, and skills.

And NIPA Executive Director Royson Mukwena acknowledged the Cabinet Office's trust in NIPA, recognizing its unique mandate to empower public and civil servants.

Prof Mukwena assured the Zambian people that NIPA collaborates with partners and stakeholders to provide mandatory public service training and certification in five key programs, tailored to client needs.

K256 MILLION CAPITAL GRANT DISBURSED TO 95 TOWN COUNCILS AS PART OF THE IMPLEMENTATION OF THE ZAMBIA DEVOLUTION SUPPORT PROGRAMME (ZDSP)

The Ministry of Local Government and Rural Development (MLGRD), has disbursed a total of K256 Million Capital Grant to 95 Local Authorities as part of the financial support towards implementation of the Zambia Devolution Support Programme (ZDSP).

ZDSP is a Government-led programme supported by the World Bank, and is aimed at supporting some components of the NationalDecentralization Policy, through MLGRD, and runs from the period 2023 to 2028.

MLGRD Permanent Secretary (Administration) Mr. Maambo Haamaundu announced that, of the disbursed funding; it translates to each of the benefiting Local Authority receiving K2,694,736.84.

Mr Haamaundu said the K256 million disbursed is part of the total US$210 Million that the World Bank is supporting the Government of the Republic of Zambia in the implementation of ZDSP.

The Permanent Secretary stated that the capital grant disbursed to the Local Authorities will be utilized in financing capital investment activities as well as other development-oriented activities such as local infrastructure projects.

He said the grants can further be utilized towards the purchase of equipment necessary for local service delivery in Local Authorities in order to supplement what is already being financed from other sources.

Mr Hamaundu highlighted that the objectives of ZDSP is to strengthen the financing, institutional performance, and accountability of Local Authorities in the rural parts of Zambia.

“With Local Authorities having more funding for development, we are expecting to see better infrastructure and better service delivery to the satisfaction of the community members and the general public within our Country,” he stated.

He implored the Local Authorities to utilize the resources received prudently, and also ensure that the local people are benefiting from the funds through local employment by the contractors.

The Permanent Secretary, however, advised Local Authorities to ensure that they follow the set grant utilisation conditions, including the environmental and social conditions, in order to avoid any implication which would come with non-compliance.

In terms of the significance of ZDSP, the Programme is aimed at strengthening financing, institutional performance and accountability of rural Local Authorities in Zambia.Mr Haamaundu stated that ZDSP is designed to be implemented through a combination of the Programme for Results (PforR) at US$200 million, and Investment Project Financing (IPF) at US$10 million.

The initial design of ZDSP had only 96 Town Councils in the Country benefiting out of the 116 Local Authorities.

The four (4) key result areas of the Programme include: Capital grants for Local Authorities, Strengthened Public Financial Management in Local Authorities, Strengthened Fiscal Framework for Devolution and Capacity building for Local Authorities.

LIGHTNING KILLS 13 CHILDREN AT A REFUGEE CAMP IN UGANDA

A lighting strike at a refugee camp in Uganda has killed 13 children and one adult, police say.

They say the victims were attending a church service on Saturday evening when the lightning struck killing 13 and injuring 34.

The incident occurred at Palabek Refugee Settlement in the north-west of the country. The area has recently seen heavy rains with thunder and lightning.

Uganda Police spokesperson Kituuma Rusoke, told BBC News that the adult killed on Saturday was 21 years old but he did not reveal the exact ages of the children who died.

Palabek Refugee Settlement is home to more than 80,000 refugees and asylum seekers, according to the UN's refugee agency. Many are from neighbouring South Sudan.

Four years ago, lightning killed 10 children in the city of Arua, also in north-western Uganda.

The children were struck while taking a break from a game of football.

BABY THAT SURVIVED ROAD ACCIDENT IDENTIFIED AND REUNITED WITH FATHER
The baby who survived the tragic road traffic accident in Lusaka's Ibex area that claimed three lives including her mother and left others injured has been identified.
The Zambia Police Service led by Woman Constable Mubanga Chileshe from Woodlands police station reunited the baby with her father Mr. Michael Phiri of Mtendere East .
Mr Phiri stated that this was a very emotional experience for him as he lost his wife in the accident and managed to locate his daughter today.
However, the baby is in a stable condition and responding very well to treatment.
Management and staff of Levy Mwanawasa UTH sends a word of condolences to the bereaved families and appreciates various efforts from the public in locating the family.

BARBARA BANDA AMONG WOMEN'S FOOTBALLER OF THE YEAR NOMINEES.

NIGERIA NATIONAL TEAM TO BOYCOTT 2025 AFCON QUALIFIER.

Nigeria’s players say they will boycott their 2025 Africa Cup of Nations qualifier in Libya on Tuesday after being stranded at an airport overnight.

The Super Eagles squad were due to land in Benghazi on Sunday but their plane was instead diverted to Al Abraq, which is about 230km away from their intended destination.

A Nigeria Football Federation (NFF) official told BBC Sport Africa that the travelling contingent were “completely abandoned” and then locked inside the airport building after making arrangements to leave.

"As the captain together with the team we have decided that we will not play this game," centre-back William Troost-Ekong said in a post on X.

United Nations Development Programme (UNDP) says the over-exploitation of natural resources and pollution have led to increased natural disasters.

UNDP Deputy Resident Representative for Zambia Laurent Rudasingwa stressed that a healthy environment is crucial for the full enjoyment of human rights, including the right to a dignified life, health, housing, clean water, and sanitation.

He warned that without a healthy environment, extreme global trends, such as Zambia’s current droughts, could become more frequent and intense.

Mr Rudasingwa said this at the 5th Environmental Protection Dialogue (EPD) organized by Centre for Environment Justice (CEJ) in Lusaka.

The UNDP Deputy Representative highlighted the event’s consistent success over the past five years, attributing it to the strong and positive efforts of the participants.

He called for changes to reverse these detrimental developmental gains.

Mr Rudasingwa noted that the triple threats of biodiversity loss, pollution, and climate change disproportionately affect the most vulnerable, marginalized, and excluded communities.

The COVID-19 pandemic, he said, has exposed deep inequalities in wealth distribution, resources, justice, and security.

He emphasized the critical connection between human rights and environmental protection, making the pursuit of environmental justice a priority.

Mr Rudasingwa reiterated UNDP’s commitment to promoting greater access to justice for those affected by environmental issues and strengthening legal frameworks and institutions.

He highlighted the role of law in protecting, conserving, and restoring the environment.

Mr Rudasingwa reaffirmed UNDP’s unwavering support for sustainable environmental management and addressing climate change impacts.

He expressed gratitude for the efforts of all participants and emphasized the importance of continued collaboration to achieve environmental justice and sustainable development.

Meanwhile, CEJ Board Member Edah Chimya Gondwe highlighted the growth and influence of the platform since its inception in 2020, emphasizing the relevance of the theme “Strengthening Environmental Law for Thriving Communities” to the current challenges faced by the nation.

Ms. Gondwe noted that the CEJ has always believed in the power of dialogue to drive positive environmental action.

She mentioned that the EPD has evolved into a space for diverse stakeholders to engage, collaborate, and find solutions to environmental challenges.

Ms Gondwe said this year’s dialogue marks a milestone, bringing together a broad coalition of government ministries, civil society, traditional leaders, corporate partners, the private sector, international agencies, and communities, all sharing a vision for a sustainable future.

She gave special recognition to international guest speakers from various organizations, including the United Nations Environmental Programme(UNEP), Reality of Aid Africa, Greenpeace Africa, and Southern Africa Resource Watch among others.

Ms. Gondwe expressed gratitude for their commitment and participation.

Reflecting on the journey from EPD 2020 to the present, Ms. Gondwe spoke about the growth, resilience, and collective action witnessed over the years.

The CEJ Board Member acknowledged the complex and multifaceted environmental challenges confronting Zambia, such as land degradation, pollution, biodiversity loss, and climate change impacts.

She stressed the importance of having robust legal and institutional frameworks to address these issues.

Ms. Gondwe emphasized that environmental laws form the backbone of efforts to protect natural resources and promote sustainable development.

However, she pointed out that laws alone are not enough; effective implementation, compliance, and enforcement are crucial.

She highlighted the need for collective action to ensure that environmental laws benefit the people, especially vulnerable and marginalized communities who often bear the brunt of environmental degradation.

AMATHEON AGRI EMPLOYS OVER 70 PERCENT WOMEN AMID DROUGHT CRISIS

RURAL Communities in Zambia and the world at large are grappling with the escalating effects of climate crisis.

Notably, as disasters become more frequent and severe, and environmental conditions grow harsher, the burden on these communities intensifies.

However, it is women who are bearing the heaviest brunt of these impacts, including significant financial losses.

And to reduce the gravity of these challenges on women, Amatheon Agri Zambia has employed over 70 percent of women in its company.

Company General Manager, Carlos Eduardo Kich, says women play a pivotal role in every country's economy and household , hence the need to priotise them regards to employment.

Speaking during a tour of Amatheon Agri Farm, in Mumbwa, Central Province, Mr. Kitch observed the profound impact of tge drought on water, agriculture,energy and food security.

He further disclosed that his company is working to support women and families to meet their survival needs.

Mr. Kich added that his company is positively responding to President Hakainde Hichilema's call to plant winter maize in a bid to reduce food insecurity in the country.

Meanwhile, company Head - Human Resource , Land and Community Relations Moonga Hanjili, revealed that Amatheon will supply over hundred and fifty thousand(150) bags of winter maize to government.

Mr. Hanjili expressed gratitude that the company responded to the president's call and reiterated continued commitment to mitigating food insecurities in the country.

He said the company's contribution to the country's food security is a way of complementing government's efforts to the challenges caused by the drought.

He futher commended government for partnering with the private sector which he said was a positive way to respond to the food shortage.

And Director, Ministry of Information and Media, Henry Kapata, applauded Amatheon for its Corporate Social Responsibility (CSR) to the area.

He said construction of a maternity annex, police post, and boreholes to the community can not go unnoticed as it will ease the burden on the people around.

Mr . Kapata added that government will continue to work with the private sector as they add value to the country's economy.

SOUTH AFRICA’S FORMER RESERVE BANK GOVERNOR AND FORMER FINANCE MINISTER MBOWENI DIES.

South Africa’s former Reserve Bank Governor and Labour and Finance Minister Dr Tito Mboweni has died at the age of 65.

South Africa’s President Cyril Ramaphosa says he is saddened by the demise of the former minister after a short illness and has offered his condolences to the family and friends of Dr Mboweni.

SOUTH AFRICAN POLICE OFFICER ARRESTED IN MULTI MILLION INSURANCE MURDER SCHEME.

A female police officer has been arrested at the Senwabarwana police station in Limpopo, South Africa. It is alleged that she orchestrated multiple murders to benefit from insurance claims and payouts.
An intelligence operation unearthed a scam and it is believed that the officer allegedly killed over six (6) people in different communities, some of who were from disadvantaged backgrounds, destitutes, mentally challenged and some where physically disabled whom she insured through insurance policies, accidental covers and has so far received over ten million rand (R10,000,000) in insurence claims since 2019.
From 2019 their were cases of people that were killed in mysterious ways and she has been benefiting from insurance claims. She was arrested near the police station she works from.
The investigation was led by Captain Keshi Mabunda, an expert in solving similar cases, who was approached on allegations that the officer was involved in insurance related murders. and from the investigations, it is believed that the officer is linked to six (6) murders.
The South African Police Service SAPS has warned its members not to involve themselves in any form of criminal activities.

We can only have full supply of electricity by February – Zesco

ZESCO says full supply of power can only be expected next year provided the country receives a good amount of rainwater.

In an interview, Zesco spokesperson Matongo Maumbi noted that even if the country received good rainfall, it was not possible to have full power supply because it took months for water to flow into the Kariba Dam.

“If we receive good rains, let’s say at the start of October/November the waters flow into the Zambezi to reach the Kariba, the waters take two to three months...
