‎WHY CIVIL SERVANTS SUPPORTING TONSE ALLIANCE SHOULD BE FIRED

‎To begin with, the statement from Hon Obvious Summerton Mwaliteta, UPND Lusaka Province Chairman and Kafue West Constituency lawmaker should not be blown out of proportion, as civil servants are required to support government of the day.
‎
‎Hon Mwaliteta's concern shouldn't be equated to interference by some civil servants' union leaders, as he's only reminding them to remain professional.
‎
‎Let me now explain why civil servants who fail to remain professional but support a political organisation which is not in government should be fired.
‎
‎We need to understand that civil servants form the permanent, professional administrative workforce of a state mandatated to execute the day - to - day operations of government.
‎
‎And in this particular case, we are talking about the UPND New Dawn Government.
‎
‎So, since these civil servants support Tonse Alliance, they will not implement policy, translate laws, decisions, and high - level plans made by elected UPND officials into actionable public programs and services.
‎
‎Implying that, managing and administering of essential daily operations such as healthcare, education, public transport, utilities, and social welfare will suffer.
‎
‎Furthermore, they won't be able to provide cabinet ministers and leaders with objective, evidence - based data, analysis, and professional recommendations on various policy options.
‎
‎If left in the system, these civil servants will destabilise government functioning and public administration.
‎
‎Zambia is currently on the right trajectory path of development, and for us to achieve goals in the Grow Zambia Agenda. There's need to have a professional civil service that will be able to effectively, efficiently implement policy, translate laws, decisions, and high - level plans made by elected officials.

‎Ms Martha Mushipe is a prominent Lusaka lawyer who made significant, high - stakes contributions to the ruling United Party for National Development (UPND), during its time as Zambia's main opposition party in the courtroom and beyond.
‎
‎Known as a fierce loyalist, her contributions were defined by defending the UPND and its leadership during politically turbulent periods.
‎
‎When it was considered as a heavy political risk under the PF administration to be aligned to the UPND, Ms Mushipe served as a senior counsel and primarily legal defender for the party and President Hakainde Hichilema in numerous sensitive political cases.
‎
‎She was one of the lead lawyers representing the UPND during the contentious 2016 presidential election petition in the Constitutional Court.
‎
‎Her fiery and uncompromising defense of the party's election grievances made her a central figure in the UPND's fight against the election results.
‎
‎Ms Mushipe's unwavering loyalty to the UPND resulted in severe personal and professional repercussions from state apparatus and regulatory bodies under the Edgar Chagwa Lungu led government.
‎
‎In September, 2016, she was arrested and charged with seditious practices, enduring a gruelling four - year trial before being acquitted in 2020.
‎
‎Her law firm, Mushipe & Associates was raided and searched by Police for 8 days. In 2018, the Law Association of Zambia (LAZ) suspended her practicing license for representing the UPND.
‎
‎Beyond the courtroom, Ms Mushipe is a credited UPND fieldworker and mobilisation strategist.

Zambia Airforce ( ZAF) Commander, Lt Gen Oscar Nyoni yesterday exchanged gifts with his Co - Chairman Mr Victor Domingos Canhemba Jr, the Permanent Secretary for the Ministry of National Defence in Mozambique at the just ended Senior Officials Meeting of the 14th Session of the Mozambique - Zambia Joint Permanent Commission on Defence and Security in Maputo.

Mr Goodson Sinyenga the Ministry of Home Affairs and Internal Security Director for Research and Planning also exchanged gifts with the Mozambican Permanent Secretary for the Ministry of Defence Mr Canhemba Jr.

The Ministry of Defence Permanent Secretary, Mr Maambo Hamaundu will lead the Zambian delegation as the Joint Permanent Commission culminates in the Ministerial Meeting today.

Zambia's first female National Assembly Speaker, Right Honourable Dr, Nelly Butete Kashumba Mutti SC, MP, has been endorsed by the United Party for National Development (UPND) for another term considering her good performance in presiding over parliamentary business during the last five years.

The endorsement has come through UPND Deputy Secretary General Ms Gertrude Imenda.

‎MOZAMBIQUE - ZAMBIA JOINT PERMANENT COMMISSION ON DEFENCE AND SECURITY OPENS IN MAPUTO

‎The 14th Session of the Mozambique - Zambia Joint Permanent Commission on Defence and Security officially opened in Maputo yesterday, at the event where Zambia Airforce (ZAF) Commander, Lt Gen Oscar Nyoni called for enhanced efforts to combat transnational crime between the two countries in his capacity as Co - Chairman of the meeting.

‎Lt Gen Nyoni also reiterated the importance of addressing security challenges between the two nations in order to maintain peace across the region.
‎
‎And speaking at the same event, Mozambique's Permanent Secretary in the Ministry of Interior and Session's Chairman, Mr Victor Domingos Canhemba Jr congratulated the people of Zambia for conducting peaceful elections on 13th August which saw the incumbent, President Hakainde Hichilema emerge victorious with 60% of the total votes cast.

‎Mr Canhemba Jr added that, President Hichilema's re - election presents an opportunity to enhance the defence and security relations currently prevailing between the two countries.
‎
‎He equally expressed optimism that Mozambique and Zambia will continue working together in maintaining regional stability.
‎

Zambia Army Calls For Restraint, Reaffirms Constitutional Mandate to Protect Peace and Security

The Zambia Army has noted with concern the increasing tendency by some political commentators and social media users to draw the Army into political discourse through statements, commentary and narratives that misrepresent its constitutional role and mandate.

The Zambia Army wishes to remind the public that the Defence Force is an arm of Government constitutionally mandated to defend the sovereignty, territorial integrity and national interests of the Republic of Zambia, and to serve the people of Zambia.

In carrying out this mandate, the Defence Force operates in accordance with the Constitution and the laws of the Republic, while ensuring that National interest is upheld and safeguarded at all times.

The Zambia Army, as a component of the Defence Force, therefore remains firmly committed to its professional responsibility of fostering peace, security and stability in the Republic, including providing support to civil authorities when called upon to do so in accordance with the law.

It is important for the public to appreciate that the maintenance of peace and national security is a shared responsibility. The Defence Force, together with other security institutions, has a duty to contribute to an environment in which citizens can live, work and exercise their rights in peace and security.

The Army is therefore concerned when its constitutional and professional duties are deliberately presented through a political lens, or when the names of individual officers are drawn into speculative narratives intended to create suspicion, fear or hostility towards those serving the nation.

The Zambia Army urges political players, commentators, social media users and all members of the public to exercise responsibility and restraint when discussing matters relating to national security and the Defence Force. Public discourse is an important part of a democratic society; however, it must be conducted within the bounds of the Constitution and the law.

The Army particularly cautions against the deliberate publication or dissemination of false, defamatory, threatening or misleading statements concerning the institution or individual members of the Defence Force. While legitimate criticism and public discussion are not in themselves unlawful, those who knowingly cross the line into conduct prohibited by law should be mindful that such conduct may attract appropriate legal consequences.

The Zambia Army will not be drawn into partisan political discourse. Its allegiance remains to the Republic of Zambia and its people, and its personnel will continue to discharge their duties with professionalism, discipline, impartiality and respect for the Constitution and the laws of the Republic.

The Army further reaffirms that its role is not to participate in political contestation, but to contribute to the preservation of the peace, security, sovereignty and territorial integrity of Zambia in accordance with its constitutional mandate.

We therefore call upon all political actors, commentators and members of the media to refrain from unnecessarily politicising the Defence Force or attributing political motives to its constitutional responsibilities.

Peace and national security belong to every Zambian. We must therefore collectively safeguard the stability, unity and peace of the Republic and allow our Defence and Security Forces to perform their lawful duties without being drawn into political divisions.

The Zambia Army remains resolute in its commitment to serve and protect the Republic of Zambia and its people, and to uphold the Constitution and the laws of the Republic.
