IBA & MSCZ join forces to champion Ethical Professional Media in Zambia

The Independent Broadcasting Authority (IBA) on Wednesday met with the Media Self-Regulation Council of Zambia (MSCZ) to discuss areas of mutual interest and collaboration in promoting an ethical and professional media in Zambia.

Among the issues discussed was the current complaints procedure followed by both the IBA and MSCZ. It was clarified that, under the IBA Act, complaints about radio or television content must first be submitted to the respective broadcasting station. If unresolved, the complaint may then be escalated to the IBA.

On the other hand, complaints against individual journalists should be directed to the concerned media house through the Media Self-Regulation Council of Zambia mechanism.

The MSCZ is an independent, peer-led body that promotes ethical journalism and accountability among journalists. The IBA is a statutory body established by an Act of Parliament to regulate radio and television stations in Zambia.

Both institutions pledged to work together in guiding the public on the correct channels for lodging complaints. This collaboration aims to enhance accountability and uphold broadcasting standards across the country.

Vice President of the United Republic of Tanzania Dr Philip Isdor Mpango has officially opened The 2nd Pan African Media Councils Summit in Arusha, Tanzania, organised by the Network of Independent Media Councils in Africa (NIMCA), under the theme "Advancing Media and Communication Regulation for Journalism Excellence in Africa."

Zambia’s Media Self-regulation Council of Zambia (MSCZ) is the 19th and newest member of NIMCA.

MISA Zimbabwe congratulates Zambian media & government on media regulation

Statement reads below:

Zimbabwe, Harare, 1 July 2025 - The Media Institute of Southern Africa (MISA) Regional Office welcomes the launch of the Media Self-Regulation Council of Zambia (MSCZ), which took place on 25 June 2025 in Lusaka, Zambia.

We are particularly grateful that the Minister of Information and Media Cornelius Mweetwa, officiated the launch and gave his full support towards media Self-Regulation. We further commend the Zambian President Hakainde Hichilema for supporting media Self-Regulation, which is one of the cornerstones of media freedom.

The MSCZ not only establishes a platform for the Zambian public to hold the media accountable but also presents an opportunity for the media to enhance their professionalism.

Non-statutory regulation of the media is an international best practice that preserves media autonomy, while promoting media accountability.
Ultimately, MISA Regional Office congratulates the media in Zambia and the Zambian government on establishing the Self-Regulation mechanism.

The MISA Regional office is pleased that the Zambian government has heeded the calls for media Self-Regulation and recognised its importance to media autonomy.
