LUSAKA CENTRAL RECEIVES K9 MILLION CDF BONANZA

The Lusaka City Council (LCC) has officially handed over empowerment grants, skills development bursaries, and secondary boarding school bursaries worth more than K9 million to beneficiaries in Lusaka Central Constituency under the 2026 Constituency Development Fund (CDF).

Speaking during the official handover ceremony, Lusaka Province Permanent Secretary Eng. Joe Kalusa said the initiative reflects the government’s commitment to empowering citizens through education, skills development and economic empowerment.

Eng. Kalusa disclosed that 872 students have been awarded skills development bursaries to equip them with knowledge, practical skills and competencies that will enhance their employability and contribution to national development.

He added that 156 learners have benefited from secondary boarding school bursaries, enabling vulnerable and deserving pupils to continue their education without the burden of financial constraints.

The Permanent Secretary further disclosed that 95 beneficiaries have received empowerment grants to support income-generating ventures aimed at creating jobs, reducing poverty and promoting self-reliance.

He urged all beneficiaries to utilise the support prudently and responsibly so that investments made through the Constituency Development Fund can translate into sustainable livelihoods and improved living standards.

Lusaka District Commissioner Mrs. Rosa Zulu represented by District Administrative Officer ON’eal Chiiya, said the increase of CDF to K40 million demonstrates government’s commitment to accelerating development across Lusaka District and will create more opportunities for community empowerment.

Provincial Local Government Officer Charleston Hamulyata, represented by Elizabeth Musinja, and LCC Director of Planning Ronald Ngala, represented by District Planning Officer Teddy Mwanza, also called on beneficiaries to ensure the funds translate into viable economic ventures and noted the programme’s positive community impact.

One of the beneficiaries Chota Mumbi expressed gratitude to the Government, saying the refined CDF is helping people improve livelihoods and access economic opportunities.

LUSAKA CITY COUNCIL ORIENTS STAFF ON REVISED CASH FOR WORK PROGRAMME

The Lusaka City Council (LCC) has conducted an orientation for staff ahead of the implementation of Phase Two of the revised Cash for Work programme, aimed at providing temporary employment to vulnerable members of the community.

The first phase of the programme ended in August last year, and the revised initiative is expected to run for six months across all 116 wards in the city.

According to council officials, the updated programme has introduced several improvements, including a clearer scope of work, enhanced supervision, improved payment systems and a more structured recruitment process.

The Cash for Work initiative is designed to provide short-term employment opportunities while promoting social inclusion. The programme ensures participation of men and women, youths and persons living with disabilities. It also seeks to support climate change resilience through community-based activities.

To qualify for the programme, applicants must be between 18 and 49 years old, possess a valid green National Registration Card, and must not be in formal employment. Eligible individuals are also required to have resided in the ward or constituency for at least six months. However, individuals currently benefiting from other cash-based assistance programmes, as well as those employed in the public service, private sector, or civil society organisations, are not eligible to participate.

Payments under the programme will be made through mobile money platforms after the completion and certification of assigned work. Beneficiaries are required to register their mobile money accounts using their National Registration Card details.

Phase Two of the programme places greater emphasis on social inclusion compared to the first phase, with increased participation of women, youths and persons with disabilities.

Additionally, the programme will be implemented across all districts, with recruitment based on the availability of resources.

The revised Cash for Work programme is expected to continue playing a key role in supporting livelihoods while addressing community needs across Lusaka.
