Key functions of the Council Secretary
Chief executive of the council – ✅Provides overall administrative leadership to the council.
Implements council resolutions – ✅Ensures decisions made by the council are carried out.
✅Supervises council departments – Coordinates the work of directors, heads of departments and other council staff.
✅Manages council resources – Oversees the effective and lawful use of council finances, property and other resources.
✅Prepares council meetings – Coordinates the preparation of agendas, reports and other documents for council and committee meetings.
✅Advises the council – Provides professional and administrative advice to the Mayor/Council Chairperson and councillors.
✅Human-resource administration – Oversees staffing, discipline, performance and implementation of the approved establishment.
✅Financial management – Works with the finance department to ensure proper budgeting, expenditure control and financial reporting.
✅Service delivery – Coordinates the provision of local services such as roads, waste management, markets, water and sanitation, depending on the council's mandate.

In Zambia, the Council Chairperson is the head of a council, particularly in a district or town council. The current principal legal framework is the Local Government Act No. 2 of 2019. Section 9 specifically sets out the functions of a mayor or council chairperson.

Functions of a Council Chairperson in Zambia Under Section 9(2) of the Local Government Act No. 2 of 2019, the Council Chairperson is responsible for:
✅Overseeing implementation of council decisions and resolutions
Ensures that decisions made by the council are followed up and implemented.
✅Presiding over council meetings
Chairs council meetings and ensures that proceedings are conducted properly and orderly.
✅Attending to civic and ceremonial functions
✅Represents the council at official, civic and ceremonial events.
Promoting public engagement and participation in local governance
✅Ensures that residents have opportunities to participate in local governance and development matters.

The Chairperson's broader leadership role. The Chairperson is also the political head of the council. Government has previously described the broader leadership role as including supervision of policy-making, ensuring preparation of the annual budget and implementation plan, strategic and community development planning, economic development programmes, performance management, citizen participation, and presiding over council meetings and ceremonial functions.
✅Important distinction: The Council Chairperson is not the Chief Executive Officer of the council. The Town Clerk/Council Secretary is the principal officer and Chief Executive Officer responsible for the day-to-day administration and implementation of council programmes.
