GROUND-BREAKING CEREMONY FOR EXTRA 20KM URBAN ROADS IN LUANSHYA MARKS NEW ERA IN INFRASTRUCTURE DEVELOPMENT.

In a significant boost to the town's infrastructure, Minister of Infrastructure and Urban Development, Hon. Charles Milupi, witnessed the ground-breaking ceremony for an additional 20 kilometers of urban roads in Luanshya, on the Copperbelt Province. The ceremony, attended by various stakeholders, marks another milestone in the government's efforts to improve the region's road network.

The project, financed under the Public Private Partnership (PPP) model, is part of the larger Ndola-Lusaka Dual Carriageway initiative. Upon completion, Luanshya District will have a total of 32 kilometers of urban roads, a significant increase from the existing 12 kilometers already completed.

Copperbelt Province Minister, Hon. Elisha Matambo, expressed his excitement about the project, highlighting the Republican President Mr. Hakainde Hichilema's commitment to infrastructure development. "Today, we have a different face of Luanshya in infrastructure development and across other sectors, including the revamping of 28 Shaft, which was closed for over 23 years," he said.

The Minister also commended Hon. Charles Milupi for his exceptional work in road infrastructure development across the country. "When it comes to infrastructure development, the President needed someone like Hon. Charles Milupi, and true to this, he has done a fantastic job," he added.

The project is being carried out by Macro Ocean Investments, and the Copperbelt Provincial Administration has pledged to closely monitor its progress. "We want to see these roads completed in record time," Hon. Matambo emphasized.

The government has also announced plans to work on other roads in the Copperbelt Province, including the Lumpuma-Mukutuma road and the Machiya bridge. Additionally, the Provincial Administration is advocating for councils to invest in yellow machines to maintain feeder roads, including those in rural areas.

The ground-breaking ceremony serves as a testament to the government's commitment to improving the lives of citizens through infrastructure development. Tonse Alliance Turmoil:Lubinda Dismisses Alleged List of Members, Nakacinda to Convene Meeting

The Tonse Alliance, a coalition of opposition parties in Zambia, has been plunged into turmoil following the emergence of a list of 94 names allegedly left by former President Edgar Lungu to guide the alliance's future direction. The list, reportedly suggested by Chris Zumani, a former advisor to Lungu, has sparked controversy and division within the alliance.

Acting Patriotic Front (PF) President Given Lubinda has dismissed the list, stating that any communication issued by Zumani or others outside the Tonse Alliance Council of Leaders cannot be regarded as official. Lubinda urged citizens to rely on information released through the office of the Secretary General of the Tonse Council of Leaders, Raphael Nakacinda.

"The Tonse Alliance will be holding a meeting when Secretary General Raphael Nakacinda calls for it," Lubinda said in a statement. "Anything released by Dr. Zumani, Sean Tembo, and company, which does not include the Tonse Council of Leaders, cannot be attached to the Tonse Council of Leaders."

Nakacinda, who is also the Secretary General of the PF, has announced plans to convene a meeting where Tonse leaders will have an opportunity to air their grievances and work towards resolving the current impasse. The meeting is expected to provide a platform for members to discuss their concerns and find a way forward.

The Tonse Alliance has been facing challenges in recent months, with some members expressing dissatisfaction with the leadership and direction of the coalition. Nakacinda's efforts to keep the alliance intact are driven by a desire to ensure that the Tonse Alliance remains a viable and effective opposition force in Zambian politics. The alliance, which was formed to challenge the ruling United Party for National Development (UPND), has been facing internal divisions and challenges that have threatened its stability and effectiveness.

Lubinda's call for unity is timely, given the current divisions within the opposition. The UPND government has been accused of authoritarian tendencies, and the opposition needs to present a united front if it is to effectively challenge the government's actions.

President Hichilema Appoints Technical Committee for Constitutional Reform

President Hakainde Hichilema has appointed a diverse Technical Committee to lead nationwide consultations and draft proposed amendments to Zambia’s Constitution.

The committee will be chaired by retired Supreme Court Judge Christopher Mushabati, with Dr. Landilani Banda serving as Vice Chairperson and Spokesperson.

According to State House Chief Communications Specialist Clayson Hamasaka, the appointments follow extensive engagement with civil society, religious leaders, traditional authorities, and other stakeholders. He emphasized that the committee reflects Zambia’s rich diversity—comprising legal experts, academics, faith leaders, traditional leaders, and civil society representatives.

Finance Minister Situmbeko Musokotwane has reaffirmed the government's commitment to improving the education sector in Zambia. During the presentation of the 2026 national budget, Musokotwane highlighted the government's efforts to provide free education, improve infrastructure, and develop skills.

The introduction of free education in 2022 has led to an increase of about 2.3 million learners enrolled in primary and secondary schools, with a particular focus on benefiting girls and vulnerable children. The Home-Grown School Feeding Programme has also been scaled up to reach over 4.6 million learners in 106 districts, with plans to roll it out to all 116 districts in 2026.

To improve the quality of education, the government has recruited over 42,000 teachers since 2022, with an additional 2,000 teachers to be recruited this year and 3,500 in 2026. The government has also procured 1.6 million desks across the country, with 42% procured from local suppliers.

Infrastructure development is also a key focus, with 151 secondary schools completed last year and 46 scheduled for completion this year. The remaining 120 schools will be completed in 2026. The government will also complete the construction of hostel blocks at the Copperbelt University and the University of Zambia in 2026.

The government is implementing the 2023 revised curriculum to align the education system with the demands of the labor market. Skills development is also a priority, with 28,212 students provided with bursaries and 209,864 youths trained in various skills since 2022. In 2026, the government will provide bursaries to 6,000 students and train 100,000 youths.

These initiatives demonstrate the government's commitment to improving the education sector and providing opportunities for citizens to acquire skills and knowledge.

GOVERNMENT EMPOWERS CITIZENS THROUGH ECONOMIC PROGRAMMES

Finance Minister Situmbeko Musokotwane presented the 2026 national budget yesterday, highlighting the government's efforts to empower citizens economically. Since 2022, the New Dawn Administration has empowered over 103,000 individuals and 9,800 micro, small, and medium enterprises with K2.9 billion.

The Citizens Economic Empowerment Fund has benefited over 83,000 individuals through various loan programs. The Zambia Credit Guarantee Scheme has also seen significant growth, with 19,819 small and medium enterprises and farmers benefiting from K1.6 billion in loans.

These programs have had a tangible impact on people's lives. A marketeer in Kitwe has sent a child to university, a youth in Lundazi has opened a kantemba, and a small business firm in Lusaka has scaled up operations.

The government is committed to building local businesses' capacity to compete fairly and contribute to national industrialization. Statutory Instrument No. 45 of 2025 gives preference to small and medium enterprises in public procurement.

In the ICT sector, the government is prioritizing communication tower construction in underserved areas. This will strengthen e-governance, digital services, and financial inclusion. The government has deployed 525 Starlink kits to various institutions and plans to provide internet to 400 health facilities.

The Government Wide Area Network rollout continues, with 438 sites connected so far. Solar energy has been installed in all 116 councils to ensure business continuity.

These initiatives demonstrate the government's commitment to economic empowerment and digital transformation.

MINISTER SITUMBEKO MUSOKOTWANE PRESENTS 2026 NATIONAL BUDGET, OUTLINES PLANS TO ADDRESS ENERGY SHORTAGE AND PROMOTE ECONOMIC GROWTH

Lusaka, Zambia - Zambia's Finance Minister, Situmbeko Musokotwane, presented the 2026 National Budget to Parliament today, outlining the government's plans to address the country's energy shortage, promote economic growth, and improve public service delivery.

According to Minister Musokotwane, Zambia is facing a serious energy shortage, largely caused by the 2024 drought. However, he noted that the shortage also reflects the underinvestment in the energy sector since independence.

To address the energy shortage, the government plans to increase electricity generation capacity from non-hydro sources. Minister Musokotwane announced that 125 megawatts of solar energy will come on stream, with an additional 1,500 megawatts expected to be added in the next 12 months. Furthermore, a new thermal power plant at Maamba will add 300 megawatts to the national grid.

The minister also highlighted the importance of the energy sector reforms, which have enabled the private sector to participate in the generation, transmission, and distribution of electricity. He noted that Zambia has been recognized as one of the leading reformers in Africa.

In addition to addressing the energy shortage, the government plans to promote economic growth through various initiatives. Minister Musokotwane announced that the manufacturing sector has attracted investments worth over US$4 billion, with the creation of over 31,000 jobs.

The government also plans to upgrade various roads, including the Lusaka-Ndola Dual Carriageway, which is expected to be completed before August 2027. Furthermore, the government will commence the construction of new airports, including those in Choma, Kasaba Bay, and Nakonde.

Minister Musokotwane also highlighted the government's efforts to promote small and medium enterprise development. He announced that over 103,000 individuals and 9,800 micro, small, and medium enterprises have been empowered with a total amount of K2.9 billion.

In conclusion, Minister Musokotwane emphasized the government's commitment to promoting economic growth, improving public service delivery, and addressing the energy shortage. He urged all stakeholders to work together to achieve these goals.
