DELAYED PAYMENTS SPARK OUTRAGE IN KAPIRI MPOSHI CASH FOR WORK PROGRAMME.

Kapiri Mposhi – Concerns continue to mount over delayed payments under the Cash for Work programme in Kapiri Mposhi, with some beneficiaries expressing frustration and alleging irregularities in the payment process.

Studwick Chibuye of Matilyo Zone voiced his disappointment, stating that persistent delays in disbursing funds are becoming an inconvenience for participants. He added that the continued uncertainty is discouraging others who are interested in joining the programme.

Echoing similar sentiments, Moses Gondwe of Chankomo area in Lunchu Ward, also a beneficiary, called on the relevant authorities to urgently address the matter. Mr. Gondwe alleged that certain members of the Ward Development Committees (WDCs) are engaging in corrupt practices, where some individuals receive payments while others are left out without explanation.

“I have not yet received my payment for work done in October last year,” he claimed.

However, a few days earlier, Kapiri Mposhi Town Council Secretary Collins Ndilema responded to the complaints, saying most of the beneficiaries had already been cleared. He accused the complainants of being insincere about the status of their payments.

As concerns grow, affected community members are calling for transparency, accountability, and timely disbursement of funds to restore trust in the Cash for Work initiative.

K720,000 MATERNITY ANNEX COMMISSIONED IN KAPIRI MPOSHI.

Kapiri Mposhi – The Kaswende Maternity Annex in Munga Ward of Kapiri Mposhi Constituency has officially been commissioned. The facility, constructed at a cost of K720,000 under the 2023 Constituency Development Fund (CDF), is equipped with a mechanized water reticulation system to enhance service delivery.

Speaking at the handover ceremony, Kapiri Mposhi Member of Parliament, Hon. Stanley Kakubo, expressed optimism that the new maternity annex will provide mothers with improved privacy and dignity during childbirth.

A representative from the Kapiri Mposhi District Health Office commended the development and urged health workers to maintain the facility in good condition. Mr. Mwenda, speaking on behalf of the office, also appealed to the MP to consider constructing a waiting shelter for expectant mothers, many of whom travel long distances to access maternal health services.

Meanwhile, Munga Ward Councillor, Andrew Mweemba, highlighted the significant progress being made in the ward, crediting the increased development to the enhanced CDF.

Kapiri Mposhi Member of Parliament, Honourable Stanley K. Kakubo, recently presided over the handover ceremony of a state-of-the-art maternity annex at Lukomba Health Post in Mushimbili Ward. The facility was constructed using 2023 Constituency Development Funds (CDF).

According to Honourable Kakubo, this development signifies a major breakthrough in improving maternal healthcare for women in the area and its environs. Expectant mothers previously had to traverse considerable distances to access vital maternity services, thereby jeopardizing their health and that of their unborn babies. The annex's commissioning marks a crucial step in bridging this gap.

Honourable Kakubo underscored the government's resolve to ensure safe deliveries, reduce maternal and infant mortality, and bring healthcare closer to the people. "Our vision, in line with the President's directive, is to construct maternity wings in new and existing rural health posts," he highlighted.

The annex boasts a delivery room, postnatal care unit, and skilled healthcare personnel dedicated to providing empathetic and expert care. Additionally, the facility features a water reticulation system, guaranteeing access to running water. Honourable Kakubo further emphasized that this initiative strengthens primary healthcare and underscores the government's commitment to health equity.

Also speaking at the event were District Commissioner Francis Hasalama and Council Chairperson Brilliant Munyeke. Mr. Hasalama expressed satisfaction that the community's plea for a maternity annex had been addressed, while Mr. Munyeke lauded the government for introducing decentralization, which empowers communities to choose projects that benefit them. He also noted that increased CDF allocation is positively impacting lives.

KAPIRI MPOSHI MP STANLEY KAKUBO URGES ZAMBIANS TO RETAIN UPND IN 2026 ELECTIONS

Kapiri Mposhi Member of Parliament Stanley Kasongo Kakubo has appealed to Zambians to avoid political experimentation in the upcoming 2026 general elections, warning that voting out the UPND government could disrupt ongoing development efforts.

Speaking during the commissioning of a 1x2 classroom block at Shipungu Primary School on Monday, Mr. Kakubo emphasized that the UPND administration is committed to transforming Zambia through sound economic policies and a focused development agenda.

He reminded citizens of the hardships endured before 2021, citing both economic instability and physical violence. Mr. Kakubo credited the New Dawn Government with restoring hope and improving lives, particularly through investments in infrastructure and the education sector.

"Only the UPND has a clear and progressive vision for Zambia," he said. "Let us not risk reversing the gains we’ve made by experimenting with untested leadership."

The MP highlighted ongoing improvements in the education sector, including the construction of modern facilities across various constituencies, which he said are creating better learning environments for Zambian children.

At the same event, CDF Chairperson Kamamba Mute expressed gratitude to traditional leaders for donating land for the school project, noting that local cooperation has been vital to the community's progress.

KAPIRI MPOSHI TOWN COUNCIL CLARIFIES TRUCK LEVY COLLECTION.

The Kapiri Mposhi Town Council has issued a statement clarifying its mandate to collect truck fees at checkpoints in the district. According to the Council, this mandate is supported by the Local Government Act Cap 281 of the Laws of Zambia and Statutory Instrument No. 59 of 2001.

A recent court judgment in the case of Yogeshi Kuntawala vs. Attorney General and 20 other councils further upheld the Council's authority to impose and collect levies from truckers conducting road haulage business in the district.

The Council has dismissed circulating social media messages claiming that the judgment prohibits the collection of levies, stating that these claims are false and have no legal standing. Truck drivers are urged to cooperate with revenue collectors deployed at checkpoints, and those obstructing their work will face legal consequences.
