PRESIDENT HAKAINDE HICHILEMA APPOINTS TECHNICAL COMMITTEE TO
CONSULT THE PEOPLE AND DRAFT AMENDMENTS TO THE CONSTITUTION
President Hakainde Hichilema has in exercise of the powers vested in him pursuant to Article 92(1),
92(2)()and 92(2)(1)of the Constitution of the Republic of Zambia appointed the following as
members to the Technical Committee to widely consult the People and draft amendments to the
Constitution of the Republic of Zambia;

These appointments follow engagement and dialogue with civil society,traditional leaders,religious
leaders and a wide range of stakeholders.
The Technical Committee is composed of eminent Zambians from diverse professional,social,
religious and community backgrounds —including a former Supreme Court of Zambia Judge,legal
experts,academics,diverse faith leaders,traditional leaders and several members from civil society.

The President has further instructed Smart Zambia and the Zambia Information and
Communications Authority (ZICTA)to provide seamless digital platforms and ICT support to the
Technical Committee as it undertakes its work.
The Technical Committee is expected to prepare a programme of work and engage in wide-ranging
consultations,with more details to be provided in due course.
The President calls on all citizens,civil society organisations,political parties,traditional leaders,and
every stakeholder to engage constructively and boldly with this process.Only a truly people-driven
process can yield a Constitution that strengthens national unity,enhances inclusivity,and responds
faithfully to the aspirations of all Zambians.

Fellow Citizens,

This morning, we had the honour of an official audience with His Majesty King Charles III at Dumfries House, the private Royal residence in Glasgow, Scotland.

Our discussions focused on areas of mutual interest between Zambia and the United Kingdom, including sustainable natural resource management, a cause close to His Majesty’s heart, guided by the principle of humans living in harmony with nature.

Zambia remains committed to strengthening partnerships with countries like the UK and with leaders like His Majesty, to secure initiatives and financing that will support development projects and create real opportunities for our people. These partnerships are critical for advancing sustainable growth, jobs, and prosperity at home.

We are sincerely grateful to His Majesty for his warm welcome, invitation, and gracious hospitality during our stay in Glasgow. From here, we continue to London for further discussions with investors and the UK Government, as we work to bring tangible benefits to every Zambian.

Fellow Citizens,

As part of our working visit at Dumfries House, we had the privilege to participate in a high-level roundtable discussion hosted by the King’s Foundation.

We are sincerely grateful to His Majesty for sharing the inspiring work being done through the King’s Foundation. The Foundation stands as a global model for building sustainable communities through practical education, skills training, and environmental stewardship.

The roundtable also included Baroness Smith, the UK Minister for Skills, giving us the opportunity to discuss practical approaches to skills development and education reform. At this forum, we underscored some of Zambia’s key education priorities: designing curricula that meet modern economic needs, tackling climate change, and equipping our young people with the practical skills they need for employment and entrepreneurship.

These conversations are not just about exchanging ideas. They are about building lasting partnerships that will deliver real benefits for Zambians through knowledge transfer, new opportunities, and investment in human capital.

Together, we are shaping an education system that equips our children for the future and an economy that delivers prosperity for every citizen.

MONTHLY FUEL REVIEW POLICY IS NOT SUSTAINABLE TO DRIVE AN ECONOMY FORWARD

A Honest Appeal to President Hakainde Hichilema

Your Excellency,

I write to you with deep concern regarding the monthly fuel pump price review policy. While its intention may have been to stabilize our economy, in practice it has become a heavy burden on small and medium-scale businesses.

As a seasoned businessman, you understand the challenges entrepreneurs face. Our economy even sectors such as broiler chicken farming has increasingly been taken over by so-called investors, while citizens struggle to thrive due to limited capital. These are serious issues that demand your urgent attention, Mr. President.

The energy sector is the backbone of our economy, and any misstep in its management places an unbearable burden on ordinary citizens.

Entrepreneurs and ordinary citizens are struggling to plan ahead because prices change every month. This instability has disrupted supply chains, increased transport costs, and eroded profit margins for those who already operate on very thin capital. For many small traders, farmers, and transport operators, the constant uncertainty is pushing them out of business.

Your government has made commendable strides in restoring economic credibility, but this policy is undermining those gains. We cannot build sustainable growth if the very backbone of our economy small and medium enterprise is suffocated by unpredictable costs.

I therefore appeal to you to reconsider and recall the monthly fuel review system, and instead explore more stable and long-term mechanisms that balance economic realities with the welfare of citizens and businesses.

A predictable fuel pricing structure will give small businesses the confidence to invest, expand, and contribute meaningfully to national development.

ABOUT THE TONSE ALLIANCE LIST

I wish to confirm that the list of the TONSE ALLIANCE expanded Council of Leaders that was unveiled yesterday was finalized as far back as January 2025, just before ECL travelled to South Africa.

ECL instructed me to include the unveiling of the expanded Council of Leaders, as an agenda item for the Council of Leaders meeting that was scheduled for Wednesday, 12th February 2025, as he was expecting to be back from Johannesburg by that time.

When it later turned out that our TONSE ALLIANCE Chairman would be in South Africa for a prolonged period of time, l was personally worried that the operations of the TONSE ALLIANCE might be undermined due to the under-representation of the Patriotic Front in the Council of Leaders.

Sometime in March 2025, during one of my several telephone conversations with ECL, while he was in Johannesburg, l requested him if we could add a few more PF members to the TONSE ALLIANCE Council of Leaders, as a temporary measure as we awaited the unveiling of the full expanded Council of Leaders, once he returned to Zambia.

ECL asked me if l have specific names in mind, from the expanded list, whom we can add for the time being, and l said that l did. I proceeded to give him the following names;

1. Hon. Mutotwe Kafwaya
2. Hon. Mumbi Phiri
3. Hon. Miles Sampa and;
4. Hon. Davis Mwila.

ECL gave me the go-ahead to add these four individuals to the TONSE ALLIANCE Council of Leaders, but further guided that they should just be ordinary members for the time being, and that their positions will only be announced during the unveiling of the entire expanded Council of Leaders.

I proceeded to add the said Hon. Mutotwe Kafwaya, Hon. Mumbi Phiri, Hon. Miles Sampa and Hon. David Mwila to the Council of Leaders, as instructed by ECL. Suffice to mention that, subsequent to the inclusion of the four additional members to the TONSE ALLIANCE Council of Leaders, Hon. Given Lubinda and Hon. Raphael Nakachinda started fighting me, saying that l should not be engaging with ECL directly to discuss TONSE ALLIANCE matters, and that l should only engage ECL through the two of them.

I got the feeling that my two colleagues wanted to be the exclusive representatives of PF in the TONSE ALLIANCE, and that they did not want any further PF members to be added to the TONSE ALLIANCE Council of Leaders. However, such exclusivity is contrary to the vision that ECL had for TONSE ALLIANCE. ECL wanted all the vibrant PF members to be added to TONSE ALLIANCE, and given positions, so that they can quickly start the work of mobilizing for the 2026 general elections.

On 3rd June 2026, during a telephone conversation in which we were discussing the eligibility matter that l had taken to the Constitutional Court, ECL instructed me to start preparing for a TONSE ALLIANCE Council of Leaders meeting scheduled for Thursday, 12th June 2025, at which the main agenda item was the unveiling of the TONSE ALLIANCE expanded Council of Leaders.

He told me that he had completed his treatment and was just awaiting to undergo a minor medical operation that was scheduled for the following day, 4th June 2025, and that he would travel back to Lusaka over the weekend.

I did not want to call him on 4th June 2025, because l did not know what time he would be done with his operation. I however knew that he would call, as soon as it was convenient to him.

When news of ECL's untimely demise broke, l was on my desk at home, working on the agenda items for the TONSE ALLIANCE Council of Leaders meeting that he had instructed me to tentatively schedule for 12th June 2025. I must say that l have never been more shocked in my life. I however apologize to anyone who was offended with how l expressed my grief. With how l cried so had. It was uncontrollable.

Anyway, let me end by affirming that during the entire time that the TONSE ALLIANCE expanded Council of Leaders was being drafted and finalized, Dr. Chris Zumani Zimba was the sole coordinator of this activity. Others were consulted, including myself, but Chris was at the center. Until the very final amendment was done to include Hon. Miles Sampa, subsequent to the reconciliation.

I therefore wish to affirm that the list of the TONSE ALLIANCE expanded Council of Leaders that was released by Dr. Chris Zumani Zimba yesterday, is the final list that was approved by our beloved late Chairman, His Excellency Dr. Edgar Chagwa Lungu. May His Soul continue to Rest in Eternal Peace.

A 55-year-old Tanzanian truck driver, identified as Samweli Mahelela, has died after being run over by his own vehicle in Shiwang'andu District, Muchinga Province.

The tragic incident occurred on September 27, 2025, around 13:30 hours in Chiseko Village along the Great North Road.

Muchinga Province Police Commissioner Dennis Moola confirmed the incident to ZNBC News, stating that the Tanzanian-registered Daf Truck and Trailer (registration numbers T441DML and T161CNG) was parked off the road, facing north, when it unexpectedly moved while the driver was underneath it.

Mr. Moola explained that the vehicle ran over Mahelela’s left leg, resulting in severe injuries, including a fractured leg, deep cuts on the thigh, and additional trauma. Despite efforts to assist, the injuries proved fatal.

Authorities are investigating the circumstances surrounding the incident, and road safety officials have urged drivers to exercise caution when working around heavy vehicles.

WE HAVE TAKEN NOTE OF COMPLAINTS ON MAZDA CX5 IMPORTED CARS - ZCSA

THE ZAMBIA Compulsory Standards Agency (ZCSA) says it has taken note of public complaints regarding faulty engines in some imported used Mazda CX-5 vehicles.

ZCSA Senior Inspector for Import Monitoring, Cleopatra K***a, said the agency is working with other standards authorities to determine the causes of the reported faults.

Speaking during a media workshop in Lusaka last week, Ms. K***a explained that ZCSA will first consult car importers to understand the common challenges consumers are facing, before directly engaging the vehicle manufacturer.

“This is a problem the agency has also observed on social media, and ZCSA has taken interest in the matter,” said Ms. K***a.

Meanwhile, ZCSA has announced that it will begin inspecting car engine oils on the local market following complaints of engine failures, suspected to be linked to substandard oils.

ZCSA Inspector from the Import Quality Monitoring Department, Mwansa Malasha, said the agency will enforce new compulsory standards effective October 1, 2025, which will include inspections of engine oils.

He further urged both consumers and manufacturers to familiarize themselves with the new standards to ensure compliance and safeguard product quality.
