UNZA PARTNERS WITH BORDA ZAMBIA TO LAUNCH SANITATION HUB, SEEKS K173 MILLION FOR SYSTEM OVERHAUL

The University of Zambia (UNZA) says it requires 173 Million Kwacha to overhaul its ageing sanitation infrastructure, which has become a growing concern for the institution’s health and safety standards.

Speaking during the Memorandum of Understanding (MoU) signing ceremony at UNZA Great East Campus in Lusaka with the Bremen Overseas Research and Development Association (BORDA) Zambia, UNZA Vice Chancellor Professor Mundia Muya said the university is facing serious challenges linked to outdated sewer systems, invasive tree roots, and deteriorating underground infrastructure.

He noted that some of the original construction materials, including asbestos pipes, pose health risks and are no longer suitable for modern use.

Professor Muya described the MoU as a milestone in UNZA’s journey towards innovation, sustainability, and community transformation.

He said the partnership with BORDA Zambia will support the establishment of a Sanitation Hub, which will serve as a policy-responsive knowledge centre for decentralised sanitation solutions.

He added that the initiative aligns with UNZA’s 2023–2027 Strategic Plan and national development priorities outlined in the Eighth National Development Plan and Vision 2030.

The hub is expected to promote research, innovation, and capacity building, while also demonstrating technologies such as anaerobic treatment, biogas recovery, and wastewater reuse.

Professor Muya appealed to development partners and the private sector to support the university’s efforts, stressing that investment in sanitation is an investment in the health, safety, and productivity of over 30,000 students and staff.

He said UNZA must lead by example, ensuring that its own systems reflect the principles of inclusive and sustainable sanitation it advocates for.

Meanwhile, the Bremen Overseas Research and Development Association (BORDA) Zambia has expressed satisfaction with the strategic partnership with the University of Zambia (UNZA), aimed at tackling the country’s sanitation challenges through research, innovation, and capacity building.

BORDA Zambia Country Director Amanda Mallaghan said the partnership marks a significant milestone in promoting sustainable decentralised sanitation systems.

She stated that the initiative is designed to support evidence-based solutions to sanitation issues, particularly in the context of rapid urbanisation and the growth of informal settlements.

Ms Mallaghan explained that the Sanitation Hub will serve as a dedicated space for knowledge exchange, research, and learning, bridging the gap between academia, practitioners, and communities.

She emphasised that the hub will provide students with opportunities to work on real-world challenges, while ensuring that Zambian communities benefit directly from the innovations and research generated.

Ms Mallaghan further noted that lasting solutions in sanitation require multi-sectoral collaboration, and expressed gratitude to UNZA’s leadership and other stakeholders for their support.

She said BORDA Zambia remains committed to ensuring the hub delivers on its vision to become a centre of excellence for sanitation research and innovation in Zambia and the region.

MINISTRY OF HEALTH BACKS WAVERS PROJECT TO IMPROVE HYGIENE, ADOLESCENT WELLBEING IN PETAUKE

The Ministry of Health has welcomed the launch of the WASH Adolescent Voices for Equitable and Resilient Services (WAVERS) project.

Acting Petauke District Health Director Hanschel Kayeka described it as a timely intervention to strengthen hygiene practices and health outcomes among young people and vulnerable communities.

Addressing stakeholders during an inception meeting at Alpha Executive Lodge in Petauke, Kayeka emphasised that handwashing remains one of the most effective measures in preventing diseases such as COVID-19.

Kayeka noted that several organisations have supported the acquisition of water and sanitation facilities, particularly in schools, health centres, and underserved communities.

He stressed that improved hygiene practices must be matched by reliable access to clean water and proper infrastructure.

Kayeka also highlighted the importance of vaccines as a critical tool in disease prevention.

He acknowledged the role of partners in ensuring vaccine availability and emphasised that vaccination efforts must continue in tandem with WASH initiatives to achieve lasting public health outcomes.

Kayeka commended efforts focused on youth, describing them as key drivers of long-term change.

He pointed out that shaping the mindset of adolescents towards better hygiene and health practices lays the foundation for a healthier future.

Kayeka expressed concern over the growing number of residential areas still lacking adequate water services.

He urged water management companies and development partners to prioritise projects that extend access to clean water at the household level.

He also referenced recent visits to rural communities where access remains limited, underscoring the urgency of expanding infrastructure.

The remarks come amid ongoing efforts to improve health indicators in Petauke District, where gaps in water access and sanitation continue to pose challenges.

Kayeka reaffirmed the district’s commitment to working with partners to close these gaps and ensure that every household benefits from essential health and hygiene services.

The WAVERS project is funded by the Water Voices United (WVU) project through Output Based Projects (OBP).

The Water Voices United is a transformative four-year project, co-funded by the European Union and Danish People's Aid and spearheaded by SNV in partnership with the NGO WASH Forum. This initiative aims to enhance the capabilities and synergies among WASH Civil Society Organisations (CSOs) in Zambia. By fostering the CSOs role in WASH governance, the project supports the Zambian Government's efforts towards the progressive realization of the Human Right to Water and Sanitation. Together, we are not just aiming for change; we're ensuring a sustainable and equitable future where access to clean water and safe sanitation becomes a reality for all.

MINISTER GIFT SIALUBALO TIPS PRINCIPAL OFFICERS TO DRIVE DECENTRALISATION AGENDA
LUSAKA: The Minister of Local Government and Rural Development Honourable Gift Sialubalo, MP, has emphasized the need for Provincial Local Government Officers (PLGOs) in all the 10 Provinces to effectively work with all Local Authorities in fulfilling the Ministry’s mandates of facilitating local governance and rural development.
Hon Sialubalo stressed that PLGOs, as ‘eyes’ of the Ministry at Provincial levels, should effectively help in implementing the Ministry’s programmes-such as the enhanced Constituency Development Fund (CDF) in order to benefit more Citizens, especially in rural areas where development is still lagging behind.
The Minister was speaking when he held a meeting with PLGOs from the 10 Provinces at the Ministry today, to discuss various issues of National development from the Ministry’s perspective.
Hon Sialubalo emphasized that PLGOs should strengthen monitoring mechanisms of ensuring that more community-driven projects, such as those under CDF, are successfully completed within the agreed timelines to accelerate economic activities in rural areas.
“One of our Ministry’s mandates is facilitating rural development, and as PLGOs, you play a critical role in monitoring the effective implementation of Government programmes such as the enhanced CDF to accelerate rural development,” Hon Sialubalo stated.
The Minister stated that CDF has become a strategic tool for accelerating the National decentralisation agenda, hence the need to ensure all community projects are completed to enhance rural development thereby reducing inequalities at household levels.
Hon Sialubalo underscored the significance of decentralization in promoting local governance adding that the effective utilization of CDF is significant to achieving desired development outcomes.

Acting Science and Technology Minister Elvis Nkandu says the Digital Government Africa summit slated for 7th to 9th provides a unique opportunity to show case progress in building smart inclusive innovative economy.

Speaking during a media briefing today Nkandu notes that the Government has made great strides in its digital transformation agenda .

He highlights that delegates from thirty African countries are expected into the country which include vice presidents , government officials and Permanently Secretaries.

The Acting Minister of Technology underscored that this summit is a strategic partnership that will foster policy collaboration and transform not only the economy but the lives of the people.

He stressed that Zambia is proud to host the summit and is ready to position it self as a regional body for the digital governance platform adding that it wants to see great investment exposure into local digital entrepreneurs on the international market.

And Smart Zambia Institute National Coordinator Percy Chinyama notes that the Digital Governance summit is meant to ensure that the country is in line with digital issues at regional level .

Chinyama states that government through the digital summit wants to learn from other countries by ensuring that those behind the digital learning space are able to pick lessons from zambia because no country can benefit alone from digitalization.

Meanwhile Africanbrains Chief Executive Officer John Glasse says the summit will improve the lives of the people while Minister of home affairs Minister Jack Mwiimbu stressed that the ministry is ready to offer security measures to the summit .

ZAM Joins Forces with End Malaria Council to Combat Zambia’s Deadliest Disease
​The Zambia Association of Musicians (ZAM) is proud to announce a powerful new partnership with the End Malaria Council Zambia - EMC, formalized today through the signing of a vital Memorandum of Understanding (MOU) in Lusaka.
​The ceremony, attended by the ZAM Executive and 17 dedicated members of our association, signifies the music industry's unwavering commitment to the fight against malaria, which tragically claims four to five Zambian lives daily.
​ZAM President Brian Bwembya B Flow pledged the music industry’s full support, acknowledging the personal toll the disease takes on our communities.
​“Malaria has affected many of us personally. We can not just fold our arms while others are dying,” said B Flow. “As artists, we attach the utmost importance and seriousness to this cause. Our voices are powerful, and we are ready to use them.”
​EMC Chairperson, Dr. Godwin Beene reinforced this message, urging our members to turn this document into tangible action. "The MOU is not a piece of paper. What is in here must be actuated. Please talk about malaria. Sing about malaria," he charged.
​This two-year agreement will see ZAM members actively engaged in a national advocacy campaign to reduce the daily infection rate of approximately 30,000 cases. Our commitment includes:

2. ​Advocacy: Appointing ZAM members as official Malaria Champions to lead campaigns across all media platforms—radio, television, and social media.
3. ​Community Outreach: Participating in education and community mobilization programs, as well as fundraising concerts to support the campaign.
4. ​Education: Undergoing comprehensive orientation on malaria prevention to ensure our messaging is accurate and effective.

Lands PS Commits to Effective Administration of Land
Lands and Natural Resources Permanent Secretary Patrick Mucheleka has reaffirmed the Ministry’s commitment to effectively administer and manage land and natural resources for sustainable use throughout the implementation of the 2026 Budget.
The PS stated that the 2026 Budget for the Ministry is aligned with the national and international commitments, anchored by the Ministry’s mandate, the Strategic Plan (2022-2026), and the 8NDP.
Mr Mucheleka said this when he presented a Memorandum in support of the 2026 Estimates of Revenue and Expenditure for the Ministry before the Parliamentary Committee on Agriculture, Lands and Natural Resources today at Mulungushi Conference Centre in Lusaka.
He noted that the Ministry will ensure that the priorities outlined in the Eighth National Development Plan (8NDP) are diligently pursued and achieved.
The Permanent Secretary highlighted various measures which the Ministry has put in place such as the legal reforms to address matters in the courts of law.
Mr Mucheleka appealed to the Members of Parliament to help the Ministry by sensitizing people in their constituencies on the need for property owners to pay for services.
On crosscutting issues, the Permanent Secretary noted that the Ministry implements gender equity on land allocation by ensuring that 50 percent of available land for alienation is availed to women and 20 percent for the youth to realise the empowerment.
On climate change, the Ministry will endeavour to promote environmentally sensitive land management practices.

LCC DEMOLISHES 59 ILLEGAL STRUCTURES ALONG KALUSHA BWALYA ROAD
The Lusaka City Council (LCC), in collaboration with the Zambia Police Service, has demolished 59 illegal structures erected along Kalusha Bwalya Road, behind the Simon Mwewa building.
The operation, conducted on the night of September 30, targeted unapproved structures including 29 mobile booths, 19 makeshift containers, and 8 stalls.
LCC Public Relations Manager Chola Mwamba said the removed structures were erected without the council's approval, as far as planning permission is concerned.
“Criminals had taken advantage of these structures to hide and attack and steal from motorists and the general public,” said Ms. Mwamba.
Ms. Mwamba emphasized that the Council will not tolerate illegal developments, warning that action will be taken against individuals who erect structures without authorization.
She said the Local Authority will continue conducting routine inspections across the city to identify and curb illegal structures in an effort to uphold urban planning regulations and protect public safety.
Ms. Mwamba has urged the public are urged to report any attempts to erect illegal structures for swift intervention.

Zambia, China, and Tanzania Sign $1.4 Billion Agreement to Revive TAZARA Railway
After more than 18 months of negotiations, Zambia, China, and Tanzania have officially signed an agreement to launch the revitalisation of the Tanzania-Zambia Railway Authority (TAZARA), marking a significant milestone in regional infrastructure development.
The revitalisation plan, valued at US$1.4 billion, includes an initial investment of $1.1 billion, with an additional $238 million allocated for re-investments.
According to Zambia’s Ministry of Transport and Logistics, Principal Public Relations Officer, Ernest Chanda, the project scope includes the comprehensive rehabilitation of the railway line stretching from Dar es Salaam to Kapiri Mposhi, upgrades to major maintenance workshops, and ongoing maintenance of existing infrastructure.
The initiative will also involve the procurement of 34 new locomotives, 16 passenger coaches, and 760 wagons to boost TAZARA’s operational capacity.
Speaking during the signing ceremony, Zambia’s Minister of Transport and Logistics Frank Tayali emphasized that the TAZARA revitalisation is more than just infrastructure it’s a strategic move toward enhancing regional connectivity, economic growth, and job creation.
“This project will create opportunities for youth, enhance TAZARA’s operational capacity, and deepen diplomatic ties between our nations,” Tayali stated.
His Tanzanian counterpart, Minister of Transport Makame Mbarawa, echoed these sentiments, noting that the collaboration will drive economic benefits for both countries and generate employment.
Following the signing, Minister Tayali held high-level talks with China Railway Construction Corporation (CRCC) Chairman Dai Hegen at the company’s headquarters in Beijing.
CRCC is the parent company of China Civil Engineering Construction Corporation (CCECC), which will play a lead role in the project’s implementation.
During the meeting, Mr. Tayali assured CRCC of the Zambian government’s full support in ensuring that the revitalisation process is completed on schedule, noting that Zambians are eager to begin reaping the economic benefits of a modernised TAZARA.
He also commends CRCC for its commitment to using local labour and adhering to a green construction model, which aligns with Zambia’s broader sustainable development goals.
In response, Mr. Dai reaffirmed CRCC’s dedication to the success of the project and disclosed that the company also has plans to invest in industrial parks along the TAZARA corridor.
CRCC is exploring potential involvement in other major rail projects, including the Chipata–Serenje railway line and the Kapiri Mposhi–Ndola railway line under Zambia Railways.
The revitalisation of TAZARA is expected to unlock new economic opportunities, improve trade logistics in the region, and strengthen the historical bonds among the three partner nations.
