AUDITOR GENERAL’S REPORT EXPOSES MISMANAGEMENT OF CDF

The 2023 Auditor General’s report has revealed significant mismanagement of Constituency Development Funds (CDF) by the Lusaka City Council (LCC).
The report uncovered irregularities, including the disbursement of K5.3 million to 373 unidentified beneficiaries whose whereabouts and business activities could not be verified.
Additionally, the audit revealed that K336,000 was issued as soft loans to individuals not included on the approved list of beneficiaries, raising further concerns about transparency and accountability in the management of public funds.
Dr Fred M’membe, President of the Socialist Party (SP), responded to the findings by expressing disappointment but not surprise.
He stated that the irregularities in the disbursement and management of CDF align with his party’s long-held view that the increased allocations under President Hakainde Hichilema’s administration are ineffective due to corruption, inefficiency, and political patronage.
Dr M’membe alleged that the UPND government’s approach to CDF was designed not to address Zambia’s challenges but to serve as a tool for political gain and corruption.
“The entire CDF policy is anchored on systematic corruption, embezzlement, bribery, and connivance,” he said.
The Socialist Party leader criticized the disbursement of funds to untraceable individuals and businesses, describing it as evidence of deliberate mismanagement.
He further claimed that the policy lacks the capacity to achieve meaningful development and serves instead as a mechanism for financial abuse by UPND cadres.
Dr M’membe warned that such practices would have dire consequences, asserting that the misuse of CDF funds would eventually backfire.
“If they are not careful, many will go to prison over CDF once the UPND is out of office,” he remarked.
In his statement, M’membe reiterated his stance that the CDF policy is flawed and will fail to alleviate the struggles of ordinary Zambians.
He argued that increased allocations would not reduce poverty but rather exacerbate it, as the funds are misdirected and mismanaged.
The Auditor General’s findings have intensified scrutiny over the management of public resources, with many Zambians calling for stricter measures to prevent corruption and ensure accountability.
