Under UAE labour law, the deceased worker's employer is legally responsible for bearing all costs associated with preparing and transporting the body to their home country, provided the family requests it.
Employer's Responsibility

Article 15 (3) of Federal Decree-Law No. (33) of 2021 concerning the Regulation of Labor Relations explicitly states that the employer must bear all costs involved in preparing and transporting the deceased worker's body to their place of origin.

These costs typically cover:
1.Official death certificates and their attestation.
2.Embalming fees and coffin preparation.
3.Local ambulance transport to the airport.
4.Air cargo charges for the mortal remains.
5.Repatriation Process and key contacts

The employer or a representative usually manages the logistics and documentation in coordination with the relevant authorities and the family. Key entities involved in the process include:

Dubai Police:
Issues the initial report and No Objection Certificates (NOCs) for the release of the body and embalming.

Dubai Health Authority (DHA):
Issues official death and embalming certificates.
The deceased's embassy/consulate: Issues an NOC for repatriation and cancels the deceased's passport.

The employer/sponsor:
Is responsible for cancelling the deceased's UAE visa and coordinating with the family and authorities.

Depending on the cause of death you might need an autopsy and even a toxicology report. Once you get the forensics report you have to take it to the police who issue another certificate. It doesn't matter if you die of cancer or in a car accident, you need to have this."

next step for the bereaved family is to contact an embassy or consulate to get the deceased's passport cancelled. A letter stating there is no objection to the deceased being transported back to their own country should then be issued.

When this letter has been obtained, the family or their representative has to return to Dubai Police. They will then issue another series of letters saying the body can be embalmed and the remains can be released.

The International Air Transport Association rules are specific on what is required before a body can be flown in a plane. The body must be contained in a hermetically sealed lead or zinc inner coffin placed inside a wooden one.

Death, embalming, police and embassy certificates are all required, as is the cancelled passport, as well as details of the person, if any, who will accompany the body home.
