[1] As of October 1 2026, Nigeria’s six geo-political zones will become official and constitutional organs of government. This means that there will be four tiers of administration in Nigeria - Federal, Zonal, State, and Local governments

[2] Nigeria will have six geo-political zones, with each being made up of seven states. Our constitution will prohibit the creation of any more states after these 42

[3] As part of this restructure, we will abolish the federal allocation regime and replace it with resource control under which states will remain the federating units. THE IPOB CODE OF CONDUCT IS SUPREME – DISSOLUTION OF THE 3RD ADMINISTRATION OF THE DIRECTORATE OF STATE AND THE UNLAWFUL CONDUCT OF ITS MEMBERS

The Indigenous People of Biafra (IPOB) Worldwide wishes to address, once and for all, the unfortunate and unnecessary controversy generated by the lawful dissolution of the 3rd Administration of the Directorate of State (DOS) by the Supreme Leader of IPOB, Onyendu Mazi Nnamdi Kanu.

Let it be clearly understood by all IPOB family members worldwide that the IPOB Code of Conduct is the supreme governing instrument of our movement. It is our Constitution. It defines our structure, regulates our conduct, establishes our hierarchy, and binds every member without exception.

No officer, department, coordinator, representative, or administration exists above the Code of Conduct.

The Directorate of State was not the institution that created IPOB. The Directorate of State was created by Onyendu Mazi Nnamdi Kanu as an administrative organ of IPOB to assist in the day-to-day management of the movement and to ensure continuity of operations across the world.

The DOS therefore derives its existence, authority, and legitimacy from the constitutional authority of the Supreme Leader and the IPOB Code of Conduct. It is not a sovereign body. It is not a co-equal authority. It is not a self-perpetuating institution.

An administrative structure created by the Supreme Leader under the Constitution of IPOB cannot lawfully claim independence from the constitutional authority that established it. To suggest otherwise is to invert the very foundation upon which the Directorate of State was created.

The simple question every IPOB member must ask is this: if Onyendu Mazi Nnamdi Kanu possessed the authority to create the Directorate of State, by what logic does he lack the authority to dissolve, reorganise, or reconstitute it?

The answer is obvious. The authority to create necessarily includes the authority to reform, restructure, replace, or dissolve.

The Code of Conduct provides under Section II, Subsection A – Appointments and Dismissals:

“The power to appoint, suspend or dismiss erring Principal officers vest exclusively on the leader of the Indigenous People of Biafra (IPOB) Onyendu Mazi Nnamdi Kanu except and to the extent he clearly and expressly delegates that power to any other principal officer.”

The constitutional consequence of this provision is straightforward.

Once the Supreme Leader exercises the power of appointment, suspension, dismissal, or dissolution, every officer affected by that decision is under an immediate obligation to comply. There is no constitutional mechanism within the IPOB Code of Conduct that permits a dismissed officer to veto, suspend, delay, review, or reject a decision lawfully made by the Supreme Leader pursuant to his exclusive constitutional authority.

Accordingly, the moment the dissolution of the 3rd Administration was announced, its tenure came to an end. Any continued claim to office thereafter ceased to derive from the IPOB Constitution and became a personal act undertaken outside the authority of the movement.

The issue before IPOB family members worldwide is therefore not whether they agree or disagree with the dissolution. The issue is whether the Constitution of IPOB remains supreme.

A movement governed by rules cannot selectively obey its Constitution. The authority of the Code of Conduct must be respected in moments of disagreement no less than in moments of consensus.

The Code further provides that appointments are temporary and performance-based. Principal officers are appointed for an initial six-month period and may be renewed subject to satisfactory performance. Such appointments are voluntary and carry no salary or financial entitlement. Accordingly, no officer acquires a proprietary interest in any office within IPOB.

The dissolved 3rd Administration appears to have operated under the mistaken belief that its tenure was permanent and that the authority that created it lacked the authority to dissolve it. Nothing could be further from the truth.

It must also be noted that none of the members of the dissolved 3rd Administration is a founding member of IPOB. None occupied the offices they recently held by right. They occupied those offices solely by virtue of appointments made under the authority of the Supreme Leader.

The same authority that appoints possesses the authority to remove. That is the law of IPOB. That is the Constitution of IPOB.

IPOB is not Nigeria. We do not operate according to political ambition, office preservation, factionalism, self-entitlement, or power struggles. We operate according to rules. We operate according to discipline. We operate according to constitutional order.

For this reason, the dissolution of the 3rd Administration is constitutionally valid, binding on all IPOB structures worldwide, and not subject to review by any officer, department, or administration within the movement.

The 4th Administration of the Directorate of State, headed by Mazi Chris Nwaọgụ, has been duly constituted by the Supreme Leader and is now fully operational.

All IPOB structures worldwide are directed to accord the 4th Administration full recognition and cooperation in the discharge of its responsibilities.

Any individual or group purporting to exercise authority under the dissolved 3rd Administration acts without constitutional authority and outside the framework of IPOB. Such conduct constitutes a disciplinary offence under the Code of Conduct and shall attract appropriate sanctions.

We therefore call upon all genuine IPOB family members worldwide to remain calm, focused, disciplined, and unwavering in their loyalty to the Constitution of our movement and to the Supreme Leadership of Onyendu Mazi Nnamdi Kanu.

Discipline is not negotiable.
Loyalty to the Constitution of IPOB is not negotiable.
Loyalty to the Supreme Leader is not negotiable.
The IPOB Code of Conduct is supreme.

Mazi Nnamdi Kanu, the Supreme Leader of the Indigenous People of Biafra (IPOB) Worldwide, Head of the Biafra Restoration Project, Director of Radio Biafra, and by the special grace of the Almighty God, a servant of the wonderful people of Biafra, has today dissolved the 3rd Administration of the Directorate of State (DOS) of the Indigenous People of Biafra.

Pursuant to the authority vested in him as Supreme Leader, Onyendu Mazi Nnamdi Kanu hereby inaugurates the 4th Administration of the Directorate of State (DOS) and appoints Mazi Chris Nwaọgụ, who is based in the United States of America, as the new Head of the Directorate of State.

Mazi Chris Nwaọgụ shall assume immediate responsibility for the administration, coordination, and day-to-day management of IPOB affairs, working with his team under the authority and direction of Onyendu Mazi Nnamdi Kanu.

Background
The Directorate of State was established by Onyendu Mazi Nnamdi Kanu in 2012 as the administrative arm of the Indigenous People of Biafra. Since its inception, the Directorate has been headed by:

Dr. Justin Akujieze — (USA) Head of the 1st Administration
Mazi Uchenna Asiegbu — (Spain) Head of the 2nd Administration
Chika Edoziem — (Sweden) Head of the 3rd Administration (appointed in March 2017 during Onyendu's detention at Kuje Prison)
By the express order and authority of Onyendu Mazi Nnamdi Kanu, the 3rd Administration is hereby dissolved and the 4th Administration is duly inaugurated with immediate effect.

REASONS FOR THE DISSOLUTION OF THE 3RD ADMINISTRATION
The decision of Onyendu Mazi Nnamdi Kanu to dissolve the 3rd Administration of the Directorate of State was not taken lightly. It followed a careful assessment of the performance, priorities, and stewardship of the movement during one of the most critical periods in the history of the Biafra restoration project.

The primary duty of any administration entrusted with the affairs of IPOB is to protect the movement, safeguard its integrity, defend its members, care for those who suffer persecution because of their commitment to the cause, and advance the strategic objectives laid down by Onyendu Mazi Nnamdi Kanu.

Regrettably, the 3rd Administration fell short of these sacred obligations in several fundamental respects.

Abandonment of Detained Biafrans
The most grievous failure of the outgoing administration was its inability to prioritize the welfare and liberation of hundreds of Biafrans detained across various detention facilities, particularly those held for years without trial at Wawa Military Barracks in Niger State.

Many of these men and women suffered unimaginable hardship. Some died in detention. Others endured prolonged incarceration under conditions that should have mobilized the full attention and resources of the movement. The few who survived were reportedly compelled to accept outcomes they would otherwise have resisted simply to preserve their lives and regain their freedom.

No movement that claims to stand for justice can neglect those who paid the highest price for their commitment. The abandonment of detained Biafrans represents a profound dereliction of the duty of care owed to every member of the IPOB family.

Misplaced Priorities and Internal Distractions
At a time when the movement faced unprecedented external attacks, too much energy was diverted into internal disputes, personal rivalries, gossip, blackmail, and factional controversies.

Valuable time, resources, and organizational capacity that should have been directed toward diplomacy, legal advocacy, prisoner welfare, public engagement, and strategic planning were instead consumed by distractions that weakened cohesion and undermined confidence within the movement.

The struggle for Biafra demands discipline, focus, sacrifice, and strategic clarity. Any administration that loses sight of these essentials inevitably compromises the effectiveness of the movement.

Failure to Protect the Integrity of the Movement
The Biafra restoration project is larger than any individual or administration. It is a sacred trust handed down by Onyendu Mazi Nnamdi Kanu and sustained by the sacrifices of countless patriots.

Under the outgoing administration, divisions deepened, public confidence diminished, and the movement's image suffered avoidable damage. Opportunities to unite and strengthen the family were too often missed.

The 4th Administration is therefore mandated to rebuild confidence, restore unity, and re-establish the culture of accountability, discipline, and collective responsibility that must define IPOB.

Failure to Safeguard Strategic Communication Platforms
The ability of a liberation movement to communicate effectively with its people is indispensable. The weakening and compromise of key communication channels created confusion among supporters and provided opportunities for hostile actors to manipulate narratives and sow division.

The protection, recovery, and strengthening of authentic communication platforms must therefore become an immediate priority of the new administration.

Need for Organizational Renewal
The dissolution of the 3rd Administration is ultimately not an act of vengeance but an act of organizational renewal.

The challenges confronting the Biafra restoration project require new energy, renewed discipline, strategic focus, and a leadership structure fully aligned with the vision, directives, and priorities of Onyendu Mazi Nnamdi Kanu.

The inauguration of the 4th Administration reflects a determination to correct past shortcomings, restore confidence within the movement, strengthen internal cohesion, prioritize the welfare of Biafrans everywhere, and advance the cause of self-determination with renewed purpose and vigor.

The Indigenous People of Biafra owe a duty to those who have suffered, those who remain imprisoned, those who paid the supreme sacrifice, and the generations yet unborn. That duty demands accountability, renewal, and an unwavering commitment to excellence.

It is in fulfillment of that duty that the 3rd Administration stands dissolved and the 4th Administration inaugurated.

ESTABLISHMENT OF THE ELDERS ADVISORY COUNCIL
In furtherance of strengthening the leadership structure of the movement, Onyendu Mazi Nnamdi Kanu has established a new Elders Advisory Council.

This Council shall sit immediately below the Supreme Leader and above the Directorate of State (DOS) in the hierarchy of the Indigenous People of Biafra. It shall provide wise counsel, strategic guidance, institutional memory, and unwavering support to both the Supreme Leader and the newly inaugurated 4th Administration of the Directorate of State.

DIRECTIVE TO ALL OFFICERS
All Coordinators, Principal Officers, Unit Heads, and functionaries of the Indigenous People of Biafra worldwide are hereby directed to immediately establish contact with the IPOB World Headquarters in Langerfeld, Germany, for further directives and administrative guidance.

Furthermore, every officer previously appointed by Onyendu Mazi Nnamdi Kanu is hereby restored to his or her former position with immediate effect, pending any further administrative review by the newly inaugurated Directorate of State.

All previous suspensions and expulsions are hereby set aside and affected individuals fully reintegrated into the family.

IMPORTANT NOTICE ON MEDIA PLATFORMS
Until the ongoing recovery process is concluded, all Biafrans and supporters are advised to rely exclusively on Biafra Radio and Biafran Vanguard for official communications, verified information, and authentic updates relating to the Indigenous People of Biafra.

Legal and administrative measures are already underway to recover Radio Biafra and restore it to its original purpose as a trusted platform dedicated to the Biafra restoration project.

Additionally, the Biafra restoration project has been diverted from its core objectives and increasingly subjected to activities inconsistent with the vision and principles upon which the movement was founded. The 4th Administration shall work diligently to restore focus, discipline, integrity, and strategic direction to the movement.

The full list of appointees to the Directorate of State shall be made public in the coming days by the Head of the Directorate of State.

All structures, units, directorates, departments, national bodies, and coordinators are directed to accord full cooperation, recognition, and support to the 4th Administration of the Directorate of State under the leadership of Mazi Chris Nwaọgụ.

The day-to-day affairs of the Indigenous People of Biafra shall henceforth be piloted by Mazi Chris Nwaọgụ and his team in accordance with the directives and vision of Onyendu Mazi Nnamdi Kanu.

The Indigenous People of Biafra remain resolute, united, and unwavering in our commitment to the restoration of Biafra and the pursuit of justice, freedom, self-determination, and the fundamental rights of the Biafran people.

All members and supporters of IPOB worldwide are urged to remain disciplined, focused, and committed to the principles of the movement as this new administration assumes office.

A man from Nnewi has made strong and controversial claims against Nze Tobe Osigwe, the cultural activist from Nnewi, who is also known for his anti Biafra statements, linking him and his family to historical acts of betrayal in Igbo land.

According to the man, betrayal “runs in the lineage” of Nze Tobe Osigwe, which is why he is "betraying" Ndi Igbo recently.

He further claimed that Tobe’s grandfather, whom he named as Moujekwu, ran away with money given to him by Odumegwu Ojukwu to purchase we meant to defend the Igbo people during the Biafra era.

The man also reacted to what he described as a series of anti-Biafra comments made by Nze Tobe Osigwe, which some people in the Igbo community have criticised as betrayal.

In his remarks, he described Nze Tobe Osigwe in strong terms and said he should not have been given the traditional title of “Nze,” calling him “Ofeke” and a “small boy” unfit for such a position.

He further warned Nze Tobe Osigwe to stop what he called insults against Nnamdi Kanu and to avoid statements that he believes are embarrassing to the people of Nnewi and the wider Igbo community.

IPOB Spokesman, Comrade Emma Powerful, Reacts to Governor Chukwuma Soludo’s Shameful Attack on Peter Obi Over Call for Mazi Nnamdi Kanu’s Release

The Indigenous People of Biafra (IPOB) has watched with utter disgust and righteous anger as Governor Chukwuma Charles Soludo of Anambra State, through his government, viciously attacked Mr. Peter Obi for demanding the immediate and unconditional release of our leader, Mazi Nnamdi Kanu.

What a tragic betrayal! What a painful display of naked hypocrisy and desperate political prostitution!

Let it be known to the world that on Friday, May 13, 2022 the same Governor Soludo made a high-profile visit to Mazi Nnamdi Kanu at the DSS facility in Abuja. He sat with our leader, shook his hands, looked into his eyes, and publicly demanded his release. He went as far as offering to stand as surety for Kanu. As recently as March 2025, Soludo’s own Commissioner for Information, Mr. Law Mefor, boasted that the governor “has been actively working towards Kanu’s release” because he believed it would restore peace in the South-East.

Today, the same Soludo, through his government, describes Peter Obi’s identical call for justice as “a slap on the Nigerian judiciary” and claims it undermines judicial processes. This is not statesmanship. This is the height of treachery and political chameleonic behaviour.

Governor Soludo, what suddenly changed?*

What changed is your blind and shameless ambition to become Vice President in 2031 under a Fulani-led ticket. You have now chosen to sacrifice Mazi Nnamdi Kanu and the collective interest of the Igbo nation on the altar of caliphate appeasement. You want to outdo Dave Umahi, Orji Uzor Kalu, Hope Uzodinma, Rochas Okorocha, and Chris Ngige in the hall of fame of Igbo betrayers. But history has already judged them, and it will judge you even more harshly.

No true son of the soil — no man with authentic Igbo blood flowing in his veins — turns against the freedom of his own brother after riding on that same cause to power. You visited Mazi Nnamdi Kanu in detention when you needed Igbo votes and his moral endorsement to become governor. Now that you occupy the seat, you have shamelessly turned against him and the people who put you there, all in pursuit of crumbs from Abuja.

You are not a leader. You are a political weathercock — turning wherever the wind of power blows.*

A hypocrite of the highest order. The same judiciary you now defend with fake reverence is the one that has held our leader in illegal, dehumanising detention for years in clear violation of court orders. Yet you choose to defend oppression against your own brother for personal gain.

Soludo’s shameful new stance is not only a betrayal of the Igbo cause but a direct insult to the memory of great Igbo icons who fearlessly championed the release of Mazi Nnamdi Kanu. It is an insult to the legacy of Chief Mbazulike Amaechi, the revered First Republic Minister who offered refuge to Nelson Mandela at his darkest hour when he fled to Nigeria. It is an insult to the memory of Chief Emmanuel Obiozor, Ambassador George Obiozor, and the entire leadership of Ohanaeze Ndigbo — men of integrity who stood boldly for justice and the unconditional release of our leader.

Let it be clear: the demand for Mazi Nnamdi Kanu’s release is not an Igbo affair alone. IPOB stands shoulder to shoulder with Prophet Ayodele, the respected Yoruba man of God who spoke truth to power just a few days ago, alongside other well-meaning Nigerians from the Hausa North, the Christian Middle Belt, and across the federation who have continued to call for his freedom. Justice knows no tribe. Only a man chasing personal ambition at the expense of his people would pretend otherwise.

The blood of thousands of innocent Biafran youths slaughtered in the East continues to cry out from the ground. Their mothers still weep inconsolably. Their children still ask why their father remains in chains. And at this critical moment, an Igbo governor chooses to pour salt on these open wounds just to please his northern puppet masters. Shame! Deep, generational shame on you, Soludo!

IPOB stands firmly with Mr. Peter Obi, Prophet Ayodele, and every well-meaning Nigerian — Igbo, Yoruba, Hausa, Middle Belt, and beyond — who continues to demand the immediate release of Mazi Nnamdi Kanu. The release of our leader is not a political tool for ambition; it is a non-negotiable demand for justice, equity, and the restoration of the dignity of the Igbo nation and the conscience of Nigeria.

We warn Governor Soludo: The Igbo nation has a long memory. We have seen your type before — those who traded collective interest for personal gain and ended up discarded like used tissue paper. Your northern masters will never trust a proven betrayer of his own people.
