BREAKING: Labor has won the election.

Labor is likely to form government after recording strong swings in New South Wales, Queensland, Tasmania and South Australia and a small swing in Victoria.

While it is too early to determine whether Labor will govern in majority or minority, ABC election analyst Antony Green said he could not see a path for the Coalition to form government.

It would make Anthony Albanese the first prime minister elected twice since John Howard.
