Anthony Albanese has recalled parliament early to deal with sweeping hate speech and gun laws in the wake of the Bondi terror attack.

The prime minister announced in Canberra the government would introduce legislation to designate hate crime a "serious" offence and set up a national gun buyback scheme.

The federal government has been consulting on proposed changes to strengthen hate speech laws, including creating a regime for listing so-called hate organisations.

The laws will expand the ban on prohibited symbols and make it easier for the home affairs minister to cancel a visa.

People will be barred from joining and supporting listed prohibited hate groups under the new legislation which will be introduced when parliament returns next Monday and Tuesday.

A national gun buyback scheme will also be established under the reforms, which the Commonwealth has committed to fund 50-50 with the states and territories by July 1.

More than 2,000 people attended a vigil for the Bondi shooting victims, marking the end of the Jewish period of mourning.

The service was held at Bondi Pavilion, a site where mourners have gathered to lay floral tributes and grieve in the time since the terror attack.

On Sunday evening, attendees heard from witnesses, as well as family members of victims killed during the December 14 massacre.

The crowd, which included members of the Jewish community and Bondi locals, was flanked by a heavy police presence with specialist officers on horseback.

The service heard a touching rendition of Waltzing Matilda, a tribute to the youngest victim, 10-year-old Matilda.
