The 4th Joint Cabinet Retreat (JCR) between Thailand and Vietnam took place on May 16, 2025, in Hanoi. Thai Prime Minister Paetongtarn Shinawatra and Vietnamese Prime Minister Pham Minh Chinh co-chaired the session, joined by ministers from both countries.

The meeting focused on three key pillars: political-security, economic, and social-people-to-people cooperation. Both sides agreed to expedite a Strategic Plan of Action, establish a High-Level Consultation mechanism between military leaders, and intensify efforts against transnational crime, including drug trafficking, online scams, and IUU fishing.

On the economic front, Deputy Finance Minister Julapun Amornvivat thanked Vietnam for facilitating cross-border shipments of Thai fruit to China. Thailand proposed faster negotiations to open markets for agricultural goods and livestock, along with expanding QR code payment systems and local economic links. Vietnam agreed to co-develop value chains and encouraged Thai investment in agriculture, logistics, and retail.

For social ties, the two sides explored seamless travel initiatives under the “6 Countries, 1 Destination” tourism framework. Proposals included direct flights linking Vietnam with Thailand’s northeastern provinces and cruise tourism. Human resource development in advanced technology sectors like STEM, AI, and semiconductors was also prioritized.

The Thai Prime Minister emphasized the strategic significance of this meeting in deepening bilateral relations and building a comprehensive strategic partnership. Thailand also invited the Vietnamese Prime Minister to attend the upcoming Mekong–Lancang Summit in Thailand later this year.

The Thai premier met with Thai business leaders operating in Vietnam, including representatives from EXIM Bank, SCG, CP, Amata, and Central Group. She said investors shared both the benefits and challenges of doing business in Vietnam and noted that some local laws there are highly conducive to investment. She stressed the importance of stable governments that can complete their terms, which fosters long-term confidence—something she hopes Thailand can achieve consistently.

The Prime Minister also engaged with key Vietnamese companies, including SOVICO Group and Vietjet Air. Discussions with Vietjet Air explored the launch of direct flights connecting Vietnam with Nakhon Phanom and Udon Thani. These routes align with growing tourism and business ties, especially since Udon Thani is home to a thriving Vietnamese community.

She also met with FPT Corporation, Vietnam’s tech and AI leader, which already collaborates with Khon Kaen University. Talks focused on opportunities to invest in future industries such as semiconductors and data centers. Thailand is looking to support human capital and academic-industry partnerships to accelerate these developments. The Ministry of Foreign Affairs and the Board of Investment will follow up on investment facilitation.

Regarding the impact of US tariff hikes on Thai exports, she said initial concerns from both Thai and Vietnamese businesses have since eased. She noted that constructive discussions and well-prepared proposals from Thailand have gained recognition from the US Treasury Secretary. The Thai proposal was praised for its practicality, raising expectations for further negotiations soon. While no official meeting date has been set yet, signals from the US side suggest talks may begin in the near future.

Deputy Prime Minister and Finance Minister Pichai Chunhavajira continues to monitor the situation closely.

Prime Minister Paetongtarn Shinawatra paid a courtesy call on Tran Thanh Man, Chairman of Vietnam’s National Assembly, as part of her official visit to the Socialist Republic of Vietnam. Both sides welcomed the close parliamentary ties and agreed to enhance exchanges between Thai and Vietnamese legislators. The Prime Minister also proposed joint campaigns to boost tourism and business between Vietnam and Thailand’s northeastern provinces, especially given the strong Thai-Vietnamese community there. Over 20 twin-city partnerships were encouraged to initiate continuous grassroots-level economic collaboration.

Later, the Prime Minister met with the Thai Chamber of Commerce in Vietnam, which includes over 140 member companies. She listened to the private sector’s views on how to manage external economic risks.

She also held discussions with leading Vietnamese firms in aviation, technology, and software, inviting them to invest in future industries in Thailand, especially semiconductors. The Thai government emphasized its commitment to becoming a regional hub for green and digital industries and expressed readiness to serve as a strategic partner in building a sustainable, innovation-driven economy alongside Vietnamese enterprises.

This evening, the Prime Minister of Vietnam will host a dinner in honor of Prime Minister Paetongtarn at the Government Guest House. Tomorrow, both countries will hold the 4th Joint Prime Ministerial and Informal Ministerial Meeting at the Presidential Palace.
