I love a woman... but I won't force her to love me!
I will surround her with my love while I pray and wish for her happiness."
Through these lines spoken by Jiraiya, he summarizes the tragedy of his love for Tsunade. From his perspective, Jiraiya didn't just fail in protecting his teacher and student or in guiding his friend Orochimaru back on the right path, he also failed in matters of love.
It was saddening for me that Tsunade couldn't reciprocate Jiraiya's love. She shouldn't be blamed for it because one cannot control their feelings. But because of this, I have always felt sorrow for Jiraiya.
Jiraiya couldn't love another woman besides her, despite knowing that he doesn't have a chance with her. Even after all those years, she remained loyal to her first and only love. Yet, Jiraiya continues to love her without imposing this love on her or forcing her into anything. Jiraiya respected Tsunade's personal space and always wished for her happiness.
On the other hand, we see Tsunade, who is devastated by the news of his death, realizing that she has lost the only man who loved her and cared for her with all his being since they were children.
