Russia’s Novatek Middle East has proposed a $950 million seabed-fixed LNG terminal in the Bay of Bengal, offering Bangladesh a potentially cheaper and longer-lasting alternative to a land-based facility. The proposed 7.5 MTPA terminal could be built in 30–36 months, with possible sites near Moheshkhali and Matarbari, while also supporting LNG bunkering and regional exports. The proposal is still at an early stage and has not yet been formally submitted.
