Subject: Urgent Request for Investigation into Heavy Metal–Contaminated Pesticides in Bangladesh
Dear Sir/Madam,
I am writing to seek your urgent intervention regarding a grave matter that threatens public health, food security, and the environment of Bangladesh.
Imported pesticides, contaminated with heavy metals, have already destroyed crops, fisheries, soil, and water resources nationwide. These toxic chemicals have entered the entire food chain, putting millions of lives at risk. Laboratory testing has repeatedly confirmed that 95% of imported pesticides contained dangerously high levels of heavy metals—substances banned worldwide in pesticide formulations. International standards require pesticides to be pure, yet our national policy has permitted otherwise.
Instead of encouraging local safe pesticide production, the current tariff policy has shockingly favored imports:
5% duty on finished imported pesticides (worth BDT 12,000 crore annually).
58% duty on raw materials and supportive components needed for domestic industry.
This is not only economically irrational but also a direct blow to Bangladesh’s industrial and investment policy, contradicting the decision of the Honorable Economic Adviser who had proposed zero duty on raw materials in the last budget speech. Nowhere in the world are raw materials taxed higher than finished products, yet this unprecedented injustice is happening in our country—benefiting import syndicates while sabotaging safe food production.
This policy failure is tantamount to negligence and complicity in the destruction of safe food systems in Bangladesh. If accountability is ensured, the burden must fall upon those who have imposed such destructive measures.
In light of these urgent concerns, I respectfully request the Human Rights Activities Foundation to:
1. Conduct an independent investigation into the import and use of heavy-metal–contaminated pesticides.
2. Examine the role of NBR and related authorities in supporting hazardous imports while obstructing domestic production.
3. Advocate for immediate reforms to ensure:
Duty exemptions for raw materials supporting safe domestic pesticide production.
An outright ban on heavy-metal–contaminated pesticide imports.
This matter is not only about environmental protection but also about the fundamental human right to safe food, health, and sustainable livelihoods. I trust your esteemed organization will treat this as an urgent priority.

মাননীয় মহোদয়,
বাংলাদেশের জনস্বাস্থ্য, খাদ্য নিরাপত্তা ও পরিবেশের জন্য মারাত্মক হুমকিস্বরূপ একটি বিষয়ে আপনার জরুরি দৃষ্টি আকর্ষণ করছি।
আমদানিকৃত কীটনাশকে বিপজ্জনক মাত্রায় হেভি মেটাল পাওয়া গেছে। এই বিষাক্ত রাসায়নিক পদার্থ ইতোমধ্যেই দেশের ফসল, মাছ, মাটি ও পানিকে ধ্বংস করে দিয়েছে। আমাদের খাদ্য শৃঙ্খলেও এগুলো প্রবেশ করেছে, যা কোটি মানুষের জীবনের জন্য ভয়াবহ ঝুঁকি সৃষ্টি করেছে।
ল্যাব পরীক্ষায় বহুবার প্রমাণিত হয়েছে যে, আমদানিকৃত কীটনাশকের প্রায় ৯৫ শতাংশে বিপজ্জনক মাত্রার হেভি মেটাল রয়েছে। অথচ বিশ্বের কোথাও হেভি মেটালযুক্ত কীটনাশক ব্যবহারের অনুমতি নেই। আন্তর্জাতিক মান অনুযায়ী কীটনাশক অবশ্যই বিশুদ্ধ (Pure) হতে হবে।
কিন্তু দুঃখজনকভাবে, দেশের বর্তমান শুল্কনীতি ক্ষতিকর আমদানিকে উৎসাহিত করছে এবং স্থানীয় নিরাপদ কীটনাশক উৎপাদন শিল্পকে বাধাগ্রস্ত করছে। উদাহরণস্বরূপ—
প্রস্তুত (ফিনিশড) আমদানিকৃত কীটনাশকে শুল্ক রাখা হয়েছে মাত্র ৫% (বার্ষিক প্রায় ১২ হাজার কোটি টাকার বাজার)।
অথচ দেশীয় শিল্পে কাঁচামাল ও সহযোগী উপাদান আমদানিতে শুল্ক ধার্য্য করা হয়েছে ৫৮%।
এটি অর্থনৈতিকভাবে অযৌক্তিক এবং দেশের শিল্প ও বিনিয়োগ নীতির পরিপন্থী। মাননীয় অর্থ উপদেষ্টা গত বাজেট বক্তৃতায় কাঁচামালের ওপর শুল্ক শূন্য করার প্রস্তাব করেছিলেন, কিন্তু জাতীয় রাজস্ব বোর্ড (এনবিআর) উল্টো আমদানিকারক চক্রকে সুবিধা দিয়ে দেশীয় উৎপাদনকে অবদমিত করেছে। পৃথিবীর কোথাও প্রস্তুত পণ্যের তুলনায় কাঁচামালের ওপর বেশি শুল্ক নেই।
এ পরিস্থিতি দেশের নিরাপদ খাদ্য ব্যবস্থাকে ধ্বংসের পথে ঠেলে দিচ্ছে।
অতএব, হিউম্যান রাইটস এক্টিভিটিস ফাউন্ডেশনের নিকট বিনীত আবেদন:
১. বাংলাদেশে হেভি মেটালযুক্ত কীটনাশক আমদানি ও ব্যবহার বিষয়ে একটি স্বতন্ত্র তদন্ত পরিচালনা করুন।
২. এই প্রক্রিয়ায় এনবিআর ও সংশ্লিষ্ট কর্তৃপক্ষের ভূমিকা খতিয়ে দেখুন।
৩. নীতিমালা সংস্কারের দাবিতে পদক্ষেপ গ্রহণ করুন, যাতে—
নিরাপদ দেশীয় কীটনাশক উৎপাদনের জন্য কাঁচামালে শুল্কমুক্ত সুবিধা দেওয়া হয়।
হেভি মেটালযুক্ত কীটনাশকের আমদানি সম্পূর্ণভাবে নিষিদ্ধ করা হয়।
এটি শুধু পরিবেশ রক্ষার বিষয় নয়, বরং মানুষের খাদ্য, স্বাস্থ্য ও জীবিকার মৌলিক মানবাধিকারের প্রশ্ন।
আমি দৃঢ়ভাবে বিশ্বাস করি, আপনারা বিষয়টিকে সর্বোচ্চ গুরুত্ব দিয়ে তদন্ত ও পদক্ষেপ গ্রহণ করবেন।
