যখন কোনো তরুণী মা পর্যাপ্ত শিশু পরিচর্যার সুযোগ না পেয়ে চাকরি ছেড়ে দেন, অথবা কোনো ছাত্রী পড়াশোনা বন্ধ করে দেন, তখন কী হয়? বাংলাদেশ হারায় সম্ভাবনা, উৎপাদনশীলতা এবং অগ্রগতি।
বিএনপির লক্ষ্য সহজ: এমন একটি আধুনিক, গণমুখী বাংলাদেশ গড়া- যেখানে কোনো নারীকে তার পরিবার ও ভবিষ্যতের মধ্যে যে কোন একটি কে বেছে নিতে না হয়।
বাংলাদেশ পরিসংখ্যান ব্যুরোর (BBS) ২০২৪ সালের শ্রমশক্তি জরিপ অনুযায়ী, পুরুষদের তুলনায় নারীদের শ্রমবাজারে অংশগ্রহণের হার উল্লেখযোগ্যভাবে কম: মোট পুরুষদের ৮০ শতাংশের বিপরীতে মোট নারীদের মাত্র ৪৩ শতাংশ কর্মজীবী। এই ব্যবধান আমাদের সতর্ক করছে যে আমরা আমাদের জাতির অর্ধেকেরও বেশি মেধা ও দক্ষতাকে পিছনে ফেলে যাচ্ছি।
এই কারণেই বিএনপি সারাদেশে এমন একটি উদ্যোগ গ্রহণের কথা বিবেচনা করছে, যাতে শিশু পরিচর্যা (childcare) বাংলাদেশের অর্থনৈতিক প্রবৃদ্ধি কৌশলের অংশ হয়।
আমাদের পরিকল্পনায় রয়েছে:
• সব সরকারি বিশ্ববিদ্যালয়ে ডে-কেয়ার সেন্টার স্থাপন;
• সরকারি অফিসগুলোতে ধাপে ধাপে ডে-কেয়ার সেন্টার স্থাপনের জাতীয় পরিকল্পনা গ্রহণ;
• বড় বেসরকারি প্রতিষ্ঠান ও কারখানায় বাধ্যতামূলক ডে-কেয়ার ব্যবস্থা;
• যেসব নিয়োগকর্তা শিশু পরিচর্যার ব্যবস্থা রাখবে তাদের জন্য কর সুবিধা ও সিএসআর (CSR) ক্রেডিট প্রদান; এবং
• নারী ও শিশু বিষয়ক মন্ত্রণালয়ের মান অনুযায়ী কেয়ারগিভারদের প্রশিক্ষণ ও সার্টিফিকেশন প্রদান।
এই একটি সংস্কার নারীদের কর্মসংস্থান বাড়াতে পারে, পারিবারিক আয় বৃদ্ধি করতে পারে, ক্রমবর্ধমান মধ্যবিত্ত শ্রেণিকে আর্থিক স্থিতিশীলতা দিতে পারে, এবং আমাদের জিডিপিতে ১ শতাংশ পর্যন্ত যোগ করতে পারে।
যেহেতু তৈরি পোশাক শিল্পে কর্মরত শ্রমিকদের প্রায় দুই-তৃতীয়াংশ নারী, তাই কর্মজীবী মায়েদের অবদানকে অবমূল্যায়ন করা উচিত নয়। ইন্টারন্যাশনাল ফাইন্যান্স কর্পোরেশন (IFC) ও আন্তর্জাতিক শ্রম সংস্থা (ILO)-এর গবেষণায় দেখা গেছে- যেসব কারখানায় শিশু পরিচর্যার সুবিধা রয়েছে, সেখানে কর্মী ধরে রাখার হার বেশি, অনুপস্থিতি কম, এবং প্রতিষ্ঠানগুলো এক বছরের মধ্যেই খরচ তুলে আনতে পারে।
শিশু পরিচর্যা কোনো দয়া-দাক্ষিণ্য নয়, এটি সামাজিক-অর্থনৈতিক অবকাঠামোর একটি অপরিহার্য অংশ। সড়ক যেমন বাজারকে সংযুক্ত করে, তেমনি ডে-কেয়ার সেন্টার নারীদের কর্মজীবনে সাফল্যের সঙ্গে সংযুক্ত করে।
আমাদের দৃষ্টিভঙ্গি স্পষ্ট: ২০৩৪ সালের মধ্যে একটি অন্তর্ভুক্তিমূলক ট্রিলিয়ন-ডলারের অর্থনীতি গড়ে তোলা, যা লক্ষ লক্ষ কর্মসংস্থান সৃষ্টি করবে- যেখানে প্রতিটি নাগরিক, বিশেষ করে নারী, গর্বের সঙ্গে দেশের প্রবৃদ্ধিতে অবদান রাখবে।
আমরা এমন যে কোন পশ্চাৎমুখী ধারণা প্রত্যাখ্যান করি যা নারীর সম্ভাবনাকে সীমাবদ্ধ করে। শিশু পরিচর্যা, সমান মজুরি ও কর্মক্ষেত্রে নিরাপত্তার মাধ্যমে নারীর ক্ষমতায়ন শুধু ন্যায়সংগত নয়; এটিই বুদ্ধিবৃত্তিক অর্থনীতি।
আসুন, আমরা এমন একটি বাংলাদেশ গড়ি- যেখানে প্রতিটি কর্মজীবী মা ও প্রতিটি ছাত্রী নিজের সাফল্যের স্বাধীনতা পায়, এবং যেখানে সমাজের যত্ন ও সহযোগিতাকে অগ্রগতির ভিত্তি হিসেবে স্বীকৃতি দেওয়া হয়।
What happens when a young mother leaves her job or a female student drops out because she cannot find adequate childcare? Bangladesh loses out on potential, productivity, and progress.
The BNP’s goal is simple: to build a modern, people-centred Bangladesh where no woman has to choose between her family and her future.
According to the 2024 BBS Labor Force Survey, only 43% of women participate in the labour market compared to 80% of men. That gap is warning us that we are leaving more than half of our nation’s talent behind.
That is why the BNP is considering to introduce an initiative across the nation to make childcare part of Bangladesh’s economic growth strategy.
We envision implementing:
• Daycare centres in all public universities
• Nationwide plans to gradually establish daycare centres in government offices
• Mandatory daycare at large private institutions and factories
• Tax incentives and CSR credits for employers providing childcare
• Training and certification for caregivers under the Ministry of Women and Children’s Affairs’ standards
This single reform can help raise women’s employment, increase family income, allow the growing middle class to find financial stability, and add up to 1% to our GDP. With women making up nearly two-thirds of the garments industry workforce, the contribution of working mothers should not be undervalued. Studies from The International Finance Corporation (IFC) and International Labour Organization (ILO) show factories with childcare enjoy higher retention, lower absenteeism, and recover costs within a year.
Childcare is not charity - it is part of the socio-economic infrastructure. Just as roads connect markets, daycare connects women to opportunity.
We have a clear vision to build an inclusive trillion-dollar economy by 2034 that creates millions of jobs, where every citizen, especially women, contribute to their country’s growth with pride.
We reject any regressive idea that limits women’s potential. Empowering women through childcare, equal pay, and workplace safety is not only fairness - it’s smart economics.
Together, let’s build a nation where every working mother and every student has the freedom to thrive, and where care within one’s community is recognised as the foundation of progress.
