If someone asks for your help, either help him or politely say no instead of questioning their need. Don't wait for others to step in, if someone asked you, it's you he trust. It's not about the amount but the generosity of heart. Remember in difficult times, true character revealed much like fire tests iron. Indeed difficulties are like darkness eventually the light will emerege.
