Rail Baltica, an 870 km railway that will connect Tallinn, Riga and Kaunas to the wider European rail network, has become a key item in EU budget talks.

EU foreign policy chief Kaja Kallas wanted a council of senior advisers to drum up fresh ideas for European defence.

But member states aren’t having it.

Six days ago, Kallas said she would assemble the “brightest minds” for the group, which was supposed to be launched today.

But a last-minute rebuke by France, Italy and Germany is believed to have stalled Kallas’ plans.

“Some member states felt this was not the right path to pursue at this moment. After some discussion with ministers, we have decided not to proceed with the initiative,” an EU official said.

The reversal comes as Kallas faces another battle against Franco-German plans to fold her European External Action Service into the European Commission.

Spain wants a new EU budget line to help cope with extreme weather, partially funded by a levy on oil and gas profits.

The proposal – obtained by Euractiv – envisages a European Climate Adaptation Fund.

To pay for it, Madrid is pushing climate-related levies on things like private jets and profits in the oil and gas sector.
