17 June 2026: His Majesty The King graced the 17th Convocation of the Royal University of Bhutan at the Royal Institute of Management, Simtokha, today.

His Majesty The King spoke to the graduates about Bhutanโ€™s overarching goals as a nation: to survive amidst global challenges and hand over a more prosperous and secure country to future generations.

His Majesty said that to make up for Bhutanโ€™s small population, Bhutan must have a competitive edge. Likening numbers to hardware, His Majesty said the focus must be on building the software.

In creating Gelephu Mindfulness City as an economic hub for the region, His Majesty said Bhutan was building one dimension of that software by serving the regionโ€™s needs in specialised areas. Another dimension, His Majesty said, lay in Bhutanโ€™s cultural software: the innate curiosity of the Bhutanese people, their ability to learn and grow, the bonds that hold communities together, and the integrity and trustworthiness that have enabled generations of Bhutanese to overcome challenges and build a stronger nation.

โ€œI have grown up serving my father, and have been King for almost 20 years. I know my people very well, and if I have ambitious plans for our country, it is because I have enormous faith and trust in our people and in your capabilities,โ€ His Majesty said.

A total of 2,937 graduates from 11 colleges under the Royal University of Bhutan received their degrees at the convocation.

The graduates were drawn from the College of Language and Culture Studies, College of Natural Resources, College of Science and Technology, Gedu College of Business Studies, Gyalpozhing College of Information Technology, Jigme Namgyel Engineering College, Norbuling Rigter College, Paro College of Education, Royal Thimphu College, Samtse College of Education, and Sherubtse College.

How Parliamentary Agendas are selected and tabled in National Assembly including follow-up after sessions

Deputy Speaker of the National Assembly, Sangay Khandu, during the press conference on the conclusion of the fifth session of the fourth parliament held today explained the process through which agendas are tabled in Parliament.

According to him, not all issues raised during the initial agenda-setting meetings are brought before Parliament for discussion.

He noted that if every agenda proposed at the preliminary stage were tabled, the total number would exceed 300, making it impossible to address them within a reasonable timeframe.

Most of these issues are initially raised by Members of Parliament based on concerns and needs from their respective constituencies.

The agendas then undergo a screening process, during which they are narrowed down and prioritized according to a set of criteria, with the most urgent and significant issues selected for parliamentary deliberation.

However, he emphasized that agendas not tabled in Parliament are not discarded.

Instead, many are referred to the relevant agencies before the parliamentary session begins.

These issues are closely monitored and followed up, much like the agendas that are formally discussed during and after Parliament sessions.

Members of the National Assembly (NA) today raised concerns regarding the forced ranking of civil servants under the Bell Curve method.

They referenced the findings and discussions of the Good Governance Committee with civil service members, noting that forced rankings are embedded in the moderation process.

The Chairperson of the Good Governance Committee also highlighted that other countries have used similar methods and subsequently discontinued them due to negative outcomes.

The Deputy Speaker stated that the NA will continue to present this issue in Parliament until the forced ranking system is replaced with a fairer alternative or removed entirely.

National Assembly Addresses Viral Video of Student Violence

During a press conference held today at the conclusion of the fifth session of the fourth Parliament, Members of Parliament highlighted the urgency of the issue.

Initial questions were raised regarding a recent video circulating online that depicted violent incidents involving students in schools.

Responding to the questions, the Chairperson of the Human Rights and Foreign Relations Committee stated that the Royal Bhutan Police and relevant agencies would take appropriate action.

The National Assembly will review the matter and consider any further action only after those agencies have completed their work.

The Chairperson of the Legislative Committee concurred, adding that all forms of violence, including assault, bullying, and ragging, are unacceptable in educational institutions, particularly in schools and colleges.

The Royal Bhutan Police (RBP) is aware of videos circulating on social media depicting an incident involving school-going children. The matter has been reported to the police and is currently under investigation.

As the case is under active investigation, the RBP urges the public to refrain from speculation, sharing unverified information, or making comments that may prejudice the investigation or cause further harm to the children involved. Due process of law will be followed, and appropriate action will be taken in accordance with the law.

The RBP further requests all individuals to immediately cease sharing, forwarding, reposting, downloading, publishing, or commenting on the videos, images, or any related content concerning the incident. The dissemination of content involving children in a manner that violates their rights, compromises their privacy and dignity, or otherwise contravenes the law may constitute an offence and attract legal action and penal sanctions under the relevant laws of Bhutan.

Individuals who have already shared such content are urged to remove it immediately from all social media platforms, and messaging applications.

The RBP appeals to all members of the public to act responsibly, respect and protect the rights and dignity of the children concerned, and allow the relevant authorities to conduct a fair, impartial, and thorough investigation.
